Neither is always cheaper after fees. A budget airline usually costs less for a light packer taking a straightforward nonstop flight who accepts limited seat choice and fewer inclusions. A full-service airline can be less expensive overall when you need a carry-on or checked bag, assigned seats, family seating, schedule flexibility, a primary airport, or other add-ons. Compare the same itinerary and traveler requirements at the final checkout total, not the fare shown first in search results.
Government taxes, mandatory carrier surcharges, and the ticket price are included in the displayed airfare. Optional services such as bags, seat assignments, priority boarding, and some flexibility features are separate selections. The U.S. Department of Transportation (DOT) requires the total ticket price to be more prominent than the charge breakdown and says optional services may be added only after the consumer agrees to pay.

What the advertised airfare actually includes
The first number in a flight search is not necessarily the amount your trip will cost. It generally includes the base transportation price, government taxes and fees, and mandatory carrier-imposed charges required to board. Airlines may price other services separately, allowing a lower initial fare while charging for choices that another carrier includes in its standard product.

Those disclosure rules make comparison possible, but they do not make one airline’s fee structure identical to another’s. The amount can change with the airline, fare family, route, travel date, loyalty status, and payment method. A fee quoted for one itinerary should not be treated as a universal “budget airline fee” or “full-service airline fee.”
Why the cheapest headline fare can lose its advantage
Budget carriers commonly separate the ticket from services that many travelers consider part of a normal flight. A personal item may be included while an overhead carry-on is charged. Checked baggage, seat selection, priority boarding, ticket changes, and cancellation options may each add a separate amount. A full-service carrier may charge more at the start but include some of those services in the fare or offer them through a fare family with a clearer bundle.
The difference matters most when your needs are predictable. A traveler who carries only a small personal item and does not care where they sit may have little to add to a budget fare. A traveler with a roller bag, a checked suitcase, children who need to sit together, or uncertain plans can quickly narrow or reverse the apparent price gap.

The Bureau of Transportation Statistics (BTS) reported a 2025 annual average domestic itinerary fare of $387, a 1.8% decline from the 2024 inflation-adjusted average. BTS defines its total ticket value as the price charged at purchase, including carrier charges required to board and outside taxes and fees. It excludes optional services such as baggage fees, seat upgrades, and assigned-seat selection. The $387 figure is therefore a useful base-ticket benchmark, not an all-in average for a traveler who buys extras.
The cost categories that decide the real winner
Luggage: the most common reason totals change
Start by describing exactly what each traveler will bring:
- One personal item that fits under the seat.
- An overhead carry-on.
- One or more checked bags.
- The required size and weight for every item.
- Whether the bag is paid for in advance or at the airport.
Check both the dimensions and the weight limit. A bag that is accepted as a checked item can still trigger an overweight charge if it exceeds the carrier’s limit. Consumer Reports advises keeping checked bags below 50 pounds and considering a portable luggage scale so you can weigh the bag before leaving home. A scale cannot guarantee a particular saving, but it can help you repack before an airport surcharge becomes unavoidable.

Enter the exact number of bags for every passenger in the booking flow. Some airlines price a bag differently on the first and second checked piece, on different legs of a journey, or when purchased at the airport rather than in advance. If a connection creates separate tickets, verify whether bags are transferred automatically or must be collected and checked again; a second check-in can change both cost and time.
Seats: assignment, standard space, and family seating
Determine whether a seat is assigned automatically, selected for free, or sold as an add-on. “Seat included” can mean only that the airline will assign a seat at check-in; it does not necessarily mean you can choose a window, aisle, extra-legroom row, or a location near another passenger.
Families and groups should price the seats they actually require. If two adults and a child must sit together, a fare that appears cheaper with random assignment may not meet the trip’s needs. Compare the cost of standard seats, preferred seats, and any extra-space option on each leg. Also check whether a seat-selection purchase is refundable or transferable when the itinerary changes.
Flexibility: changes, cancellation, and credits
Read the fare’s change and cancellation terms before treating a low price as a bargain. Relevant questions include:
- Can the date or time be changed?
- Is there a change fee, a fare difference, or both?
- Does cancellation produce a cash refund, a credit, or no value?
- How long does a credit remain valid?
- Can the credit be used by another traveler?
- Are separately purchased bags and seats refunded when the ticket changes?
A traveler with fixed plans may reasonably assign little value to flexibility. Someone attending a medical appointment, interviewing for a job, or traveling during uncertain weather may prefer a higher fare that protects the trip. Include the option you would actually buy, rather than comparing a restrictive fare with a flexible fare on the other airline.

Airport, schedule, and ground-transfer costs
A low fare is not low-cost if it forces a much longer or more expensive journey to the airport. Compare the airport code, not just the city name. A secondary airport can require extra rail, bus, taxi, parking, or rideshare expense and add substantial travel time. Include those costs for every passenger and for both directions.

Compare nonstop service with connecting itineraries. A connection can add meals, airport transfers, a hotel risk after a missed segment, and hours of unpaid time. If a budget itinerary arrives late at night or uses an airport far from your destination, the ground-transfer difference may exceed the airfare difference. Also check the number of daily flights: a carrier with fewer departures may leave you with a costly replacement ticket if a disruption occurs.
What is included during the flight
Meals, drinks, Wi‑Fi, priority boarding, and customer-support channels can differ by fare and route. Do not assign a value to an inclusion you would not use, but do price items you would otherwise buy at the airport or onboard. A traveler who brings food and works offline may place no value on a meal or Wi‑Fi option; a traveler on a long daytime flight may decide those services are worth paying for.
A repeatable all-in comparison method
Use one worksheet for both airlines. The goal is to hold the trip constant while changing only the carrier and fare.
- Lock the itinerary. Use the same origin, destination, dates, departure window, passenger count, and cabin. Record whether each option is nonstop and which airport it uses.
- Choose the fare family you would actually buy. Do not compare a highly restricted budget fare with a flexible full-service fare unless flexibility is part of your decision.
- Enter baggage quantities. Add each personal item, carry-on, and checked bag. Confirm size and weight rules, and note whether the quoted amount is for one direction or the entire journey.
- Select seats. Add the seat type and location required by each passenger. For a family, price seats together rather than assuming the airline will place you together.
- Add flexibility. Include the change, cancellation, refund, or credit option that matches your risk tolerance. Record restrictions on credits and separately purchased services.
- Add airport and ground costs. Estimate parking, public transit, rideshare, tolls, and extra time caused by a secondary airport or connection.
- Add necessary onboard purchases. Include food, drinks, Wi‑Fi, or priority boarding only when you would otherwise pay for them.
- Check the final payment screen. Confirm taxes, carrier charges, optional services, passenger count, and the total amount charged to your payment method. Save the fare rules and baggage policy shown for that itinerary.
| Cost or requirement | Budget-airline fare | Full-service fare | What to verify |
|---|---|---|---|
| Base ticket and mandatory taxes | Displayed at booking | Displayed at booking | Same dates, route, passenger count, and currency |
| Personal item | Check included dimensions | Check included dimensions | Size limit and enforcement at the gate |
| Overhead carry-on | May be a paid option | May be included or fare-dependent | Fare family, route, and purchase timing |
| Checked bag | Often a separate charge | Included or charged depending on fare and route | First and second bag, weight, dimensions, and each flight segment |
| Seat assignment | May be paid or assigned later | May be included or fare-dependent | Standard versus preferred seats and group seating |
| Changes and cancellation | Restrictions vary by fare | Restrictions vary by fare | Fees, fare difference, refund form, and credit expiration |
| Airport and schedule | Could use a secondary airport or fewer frequencies | Could offer a primary airport or more schedule choices | Ground cost, travel time, connections, and backup flights |
| Onboard and service features | Price each service you need | Check what the fare includes | Meals, drinks, Wi‑Fi, boarding priority, and support |
| Final payable total | Use the checkout total | Use the checkout total | Include every selected option and passenger |
When a value is not listed until you enter passenger or itinerary details, continue through the quotation process rather than substituting an average. The final payable total is the number that answers “which is cheaper?”
What government and industry evidence shows
The BTS average demonstrates why a published fare is useful for broad trend reporting but insufficient for a personal trip. Its 2025 domestic average of $387 excludes optional baggage, seat, and upgrade services. Two travelers can therefore pay more or less than that benchmark while purchasing tickets on the same route.
The U.S. Government Accountability Office’s 2017 report, GAO-17-756, found that all 11 selected U.S. airlines had introduced preferred-seat fees. Many had also introduced fees for carry-on bags, checked bags, priority boarding, and changes or cancellations. Reported revenue from checked-bag and change/cancellation fees increased from $6.3 billion in 2010 to $7.1 billion in 2016, measured in constant 2016 dollars.

GAO’s review of economic literature found that passengers paying at least one checked-bag fee paid more in total on average than passengers whose fares included checked baggage. That finding does not mean every checked-bag traveler pays more on every route; it shows why baggage must be part of the comparison instead of being treated as an afterthought.
Which airline type fits which traveler?
Light packer on a short nonstop trip
A budget airline is most likely to retain its advantage when you can fit everything into the permitted personal item, do not need a chosen seat, can travel at the offered time, and can reach the departure airport cheaply. Verify the personal-item dimensions and boarding process before relying on this outcome.
Traveler with an overhead bag
Price the carry-on before choosing. If the bag is a paid add-on, compare the resulting total with a full-service fare that includes an overhead item. The cheapest search result may not remain cheapest after the bag is selected.
Traveler checking one or more bags
Enter the exact checked-bag count and weight for both airlines. Include prepayment rules and airport pricing. The GAO evidence makes this the profile most likely to see the initial budget advantage shrink or disappear, although the route-specific checkout total remains decisive.
Family that needs seats together
Price adjacent standard seats for every traveler. Random assignment may not satisfy your requirement, and a paid selection can materially change the total. Also compare the disruption and rebooking policies because separating a family after a schedule change can create costs that are not visible in the initial fare.

Traveler with uncertain plans
Compare the value of a changeable or refundable fare, not just the fee to modify a restricted ticket. Include fare differences, credit expiration, and whether add-ons survive a change. A higher initial fare can be the lower financial risk when the date is genuinely uncertain.

Traveler focused on total journey time
Use the airport, connection, and ground-transfer fields in your worksheet. A modest airfare saving may be poor value if it requires a long transfer, an overnight stay, or a connection that makes a missed appointment more likely.
Common comparison mistakes and how to correct them
Comparing unlike fare families
Mistake: selecting the cheapest restricted fare on one airline and a bundled or flexible fare on the other.
Correction: match the services and flexibility you need, then compare totals.
Adding a bag only after deciding
Mistake: treating baggage as an optional detail after declaring a winner.
Correction: enter the bag count before comparing, including each direction and any connecting segment.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →Assuming a seat will be assigned where you want
Mistake: interpreting “seat included” as “seat choice included.”
Correction: price an actual seat assignment and verify group-seating rules.
Ignoring airport access
Mistake: comparing city names while overlooking different airports.
Correction: add transport, parking, tolls, and time for the airport you will really use.
Using a general fee list
Mistake: relying on a fee quoted for another route, date, loyalty tier, or payment method.
Correction: open the baggage and optional-service disclosures for your specific itinerary and save the quoted rules.
Waiting until the airport to discover a weight problem
Mistake: packing by appearance instead of weighing the bag.
Correction: keep checked luggage below 50 pounds as Consumer Reports advises and use a portable luggage scale before departure.
A practical decision rule
Choose the budget option when its final checkout total remains lower after you add the personal-item check, required carry-on or checked bags, seat assignments, flexibility, airport access, and necessary onboard purchases. Choose the full-service option when it is cheaper after those same additions, or when its included schedule, airport, support, or flexibility avoids a cost you would otherwise incur.
For a transparent record, save screenshots or a PDF of each final quotation, including baggage and seat rules. Fees and fare conditions can change between searching and payment, and the amount that matters is the total shown immediately before you authorize the charge.
