Sinn Féin, Labour and the Social Democrats have each put forward Budget 2027 proposals centred on affordability and household support, but the details differ. Sinn Féin’s package is reported at €13.4 billion; Labour and the Social Democrats emphasise different combinations of energy relief, welfare, housing, health and education measures. These are proposals reported on 1 October 2026, not enacted policy.
What the parties have in common—and where they differ
All three parties foreground help with household costs and support for families and people receiving welfare or disability services. Their plans are not interchangeable: they set different income thresholds, target different groups and use different mechanisms, from credits and weekly payments to tax changes and public investment.

The figures below are proposals and estimates as reported by the Irish Examiner, unless otherwise noted. They are not an independent comparison of the plans’ costs or effects.
Sinn Féin: broad household relief and tax changes
The Irish Examiner reported Sinn Féin’s alternative package at €13.4 billion for new measures. RTÉ also reported that total and contrasted it with a planned Government package of €8.5 billion, comprising €1.5 billion in permanent tax measures and €7 billion in additional public spending. These are reported package totals, not necessarily like-for-like estimates.

Households, taxes and energy
- A €500 “everyday essentials card” for one million households. The article says the Department of Social Protection would set eligibility criteria, with household income and the number of children relevant; it does not give a final threshold or full rules.
- Abolish USC on the first €40,000 of earnings. Sinn Féin’s reported estimate is an annual benefit of €733 for people earning €40,000 or more.
- Change fuel excise and remove excise duty and carbon tax on home heating oil.
- Extend the back-to-school clothing and footwear allowance to all children.
Welfare, children and education
- Increase core welfare rates by €15 a week, introduce a cost-of-disability payment and create a second tier of child benefit.
- Set college fees at €1,250 for the current academic year, then abolish them from September 2027.
The package and USC estimate are attributed to Sinn Féin in the Irish Examiner’s report; RTÉ’s separate account of the overall package is here.
Labour: an energy credit, tax indexation and public services
Labour’s proposals, as reported by the Irish Examiner, combine a household credit and energy measures with tax changes, public-sector pay funding and supports for renters and families.

Energy and transport

- Increase the fuel allowance by €7.50 a week, reduce VAT on home heating oil to 9%, and pause planned carbon-tax and motor-fuel excise increases.
- Invest €500 million in plug-in solar technology. Labour says the technology could save households up to €150 a year; that is a party estimate, not an independently established saving.
- Stop planned public-transport fare increases.
Taxes, pay and household supports
- Index income-tax and USC bands. Labour says this would return more than €530 to a single worker earning €50,000.
- Provide €1.15 billion for a public-sector pay deal in 2027.
- Increase core welfare, disability and living-alone supports, and double the rent tax credit to €2,000.
- Begin a process towards a €200 monthly cap on childcare costs.
The savings and return figures are Labour estimates reported by the Irish Examiner.
Social Democrats: targeted payments and investment in services
The Social Democrats’ proposals include household energy relief alongside measures for pensioners, carers, people with disabilities, housing, health and education. The party’s official proposal page also lists early childhood education and care measures; the figures and details below reflect the party materials and reporting cited here.

- Double solar installation grants to €3,600, offer a proposed €1,000 battery-storage grant, provide free solar panels to households most at risk of energy poverty, and support plug-in solar.
- Index tax bands and reduce childcare fees by €300 a month. The party page also proposes a public model of early childhood education and care.
Income supports and public services
- Increase pensioners’ payments by €15 a week, introduce a second tier of child benefit, remove the carer’s allowance means test, and provide a €40 weekly cost-of-disability payment.
- Invest €957 million in Sláintecare and health-service recruitment, and €1.2 billion in disability services, community living and mental health.
- Lead affordable-housing provision through the state and build four modular home factories.
- For education, increase capitation grants, end voluntary contributions, provide free school transport and expand hot school meals.
The Irish Examiner reported the party’s proposals and investment figures; the party’s launch statement describes its plan as fully costed. Finance spokesperson and deputy leader Cian O’Callaghan said: “The fully-costed proposals in our Alternative Budget would provide short-term relief where it is most needed, while also investing billions of euros to reduce the need for such support in the future.” This is the party’s characterisation of its costing, not an independent fiscal assessment. See the Irish Examiner report, the Social Democrats’ Alternative Budget page and the party’s launch statement.

The credit thresholds are not a complete account of each scheme’s eligibility: the reporting does not establish all rules, payment timing or interaction with existing supports. Likewise, headline costings and projected savings come from the parties or reporting of their plans; the available figures do not establish a common independent basis for ranking them.

What to keep in mind before treating these as policy
The proposals were reported ahead of Budget 2027. Their inclusion in an alternative budget does not mean the Government adopted them. In particular, the reported Sinn Féin essentials card still lacked final eligibility criteria, and the cited accounts do not verify full implementation details or provide an independent, like-for-like costing of all three plans.
