In the United States, the FCC’s narrower regulatory term is interconnected VoIP: a service that uses broadband and compatible customer equipment and generally lets users make calls to and receive calls from the traditional public switched telephone network (PSTN).
What does broadband phone service mean?
In everyday use, “broadband phone service” describes phone calls delivered using a broadband connection rather than only a traditional telephone network. The voice service is commonly called Voice over Internet Protocol, or VoIP.

The term can be used broadly in marketing. For a precise U.S. regulatory definition, the relevant category is interconnected VoIP, defined in 47 CFR § 9.3.

- It requires a broadband connection from the user’s location.
- It requires internet protocol-compatible customer-premises equipment (CPE).
- It generally permits users to receive calls originating on the PSTN and to place calls that terminate on the PSTN.
The last condition distinguishes interconnected VoIP from internet calling that does not connect users to the traditional phone network. The regulation describes the general calling capability; it does not prescribe one universal handset, router, or adapter.
Is broadband phone service the same as VoIP?
Broadband phone service is a plain-language description of voice calling over broadband; VoIP names the underlying method of transmitting voice over internet protocol. Interconnected VoIP is a more specific U.S. regulatory category with defined broadband, equipment, and PSTN-calling requirements. Not every internet calling app necessarily meets that definition.

Is the phone service the same as the broadband connection?
No. Broadband is the internet connection; VoIP is a voice service that uses it. The two may come from different providers, or one provider may supply both the voice service and the last-mile connection.

The FCC distinguishes over-the-top VoIP subscriptions, where the VoIP provider does not also sell the connection carrying the service, from other subscriptions delivered over last-mile facilities supplied by the provider. Does broadband phone service need internet?
Yes. Broadband connectivity from the user’s location is part of the FCC definition of interconnected VoIP. The service depends on a broadband connection, though the broadband and voice services do not have to be sold by the same company.
What equipment does it require?
The FCC definition requires internet protocol-compatible customer-premises equipment, but it does not name a universal device or model. Equipment requirements depend on the particular service; the definition alone does not establish that every subscriber needs a separate adapter, dedicated VoIP handset, or particular router.

Where does this definition apply?
The interconnected VoIP criteria above are a U.S. regulatory definition. Providers may use “broadband phone service” differently in consumer descriptions, and similar terms elsewhere may have different legal meanings. Treat the FCC definition as specific to its U.S. context rather than a worldwide standard.
