Brazil’s 2026 presidential field has 12 approved tickets, but in an assessment published on October 3, the Associated Press said the race was dominated by incumbent Luiz Inácio Lula da Silva and Flávio Bolsonaro. Their platforms point to different roles for government, social programs, fiscal restraint and public security. This is a pre-election comparison based on information available before the first-round vote scheduled for October 4; it does not assume an election result or runoff matchup.

Who is on Brazil’s 2026 presidential ballot?

The Tribunal Superior Eleitoral (TSE) approved 12 presidential tickets for the first round. The full field is:

  • Lula (PT), with Geraldo Alckmin (PSB)
  • Flávio Bolsonaro (PL), with Alfredo Gaspar
  • Ronaldo Caiado (PSD), with Gilberto Kassab
  • Rui Costa Pimenta (PCO), with Antônio Carlos
  • Samara Martins (UP), with Raquel Brício
  • Romeu Zema (Novo), with Eduardo Girão
  • Hertz Dias (PSTU), with Vanessa Portugal
  • Edmilson Costa (PCB), with Cleusa Santos
  • Renan Santos (Missão), with Aroldo Medina
  • Wilson Grassi (Democrata), with Suêd Haidar
  • Clariana Barão (DC), with Fabiana Torquato
  • Augusto Cury (Avante), with Júlio Delgado

The TSE denied Pablo Marçal’s registration, so he is not among the approved tickets. Under the electoral schedule reported by the TSE, a runoff would be held on October 25 if no candidate receives more than half of valid votes in the first round. The AP’s description of Lula and Flávio Bolsonaro as the two candidates with a real chance was its assessment on October 3, not an official ballot designation or a polling average.

How do Lula and Flávio Bolsonaro differ?

Lula, the incumbent, is seeking a fourth, nonconsecutive presidential term. Flávio Bolsonaro is a senator running in his first presidential election and the son of former president Jair Bolsonaro. The TSE’s indexes of their formally filed programs show different priorities, while the AP has also reported campaign pledges that should be distinguished from those filed documents.

Area Lula (PT) Flávio Bolsonaro (PL)
Role of government and fiscal policy His filed plan includes continuation of the fiscal framework, public investment through infrastructure programs such as the Novo PAC, and industrial policy. His filed plan highlights tax cuts and fiscal balance. EL PAÍS characterizes his approach as favoring a smaller administration and greater fiscal austerity.
Jobs, wages and social protection The filed plan includes raising the minimum wage, a 40-hour workweek, ending the 6×1 work schedule, and social-care and Bolsa Família-related policies. The AP also reports campaign pledges to maintain Bolsa Família. The filed plan lists employment and entrepreneurship, alongside reducing labor costs. The plan index does not establish a directly comparable social-benefit commitment.
Health The filed plan includes health-service programs. The filed plan includes digital health services.
Public security The reviewed plan index does not identify a specific Lula security measure for a direct comparison here. The filed plan flags organized crime, prisons, border enforcement and criminal sentencing. The AP reports campaign proposals for large prisons, designating transnational criminal groups as terrorist organizations, and lowering the age for adult criminal trial to 16.
Amazon and climate The AP reports a goal of zero net deforestation by 2030. The AP reports a pledge to end illegal deforestation by 2029.

EL PAÍS summarizes the economic contrast as Lula’s continuity and expansion of social policy, public investment and employment, education and health programs versus Flávio Bolsonaro’s smaller-state and austerity proposals. That shorthand does not settle how either platform would be financed or implemented. The filed-plan indexes show why: Lula’s proposals combine public investment and labor protections with continuation of a fiscal framework, while Flávio’s combine tax reduction and fiscal balance with employment and labor-cost measures.

What do the Amazon pledges mean—and what do the records show?

The targets are not equivalent. Flávio Bolsonaro’s reported goal concerns illegal deforestation by 2029. Lula’s zero-net-deforestation target by 2030 has a broader accounting scope: as the AP explains, forest loss, whether legal or illegal, would need to be offset through restoration. The AP says details of Flávio’s plan and enforcement approach remain unclear; experts it cites warn that focusing only on illegal clearing could leave legal deforestation—or changes to what is legally permitted—outside the target.

The historical figures are also distinct from campaign promises. According to official data reported by the AP, Amazon deforestation rose about 60% during Jair Bolsonaro’s 2019–2022 presidency, with more than 45,000 square kilometers cleared. The AP reports that deforestation fell 45% under Lula, reaching its lowest level in more than a decade. These are figures about Amazon deforestation, not a full measure of Brazil’s emissions or a stand-alone causal assessment of either administration’s policies.

On climate, the AP reported that Flávio Bolsonaro called extreme weather “cyclical events” in an August interview with Jornal Nacional, rejecting climate change as real. That is his reported campaign statement, not a scientific finding. The AP also quoted him on the Market Makers podcast saying Indigenous communities should be free to farm, lease land or authorize mining on their territories if they wish. The same report notes his accompanying statement that he would respect communities’ wishes and environmental safeguards. Those qualifications matter when assessing a proposal that touches Indigenous land use, consent and environmental protection.

How do Caiado and Zema compare?

The filed plans of Ronaldo Caiado and Romeu Zema offer distinct alternatives to the leading pair, according to the TSE’s plan index.

Ronaldo Caiado (PSD)

Caiado’s plan emphasizes productivity, fiscal stabilization and control of mandatory spending. On security, it points to enforcement against organized crime’s financing, criminal intelligence, prison-system oversight and cross-border cooperation, as well as national-security structures. That gives voters a different set of stated mechanisms to examine; it does not demonstrate how effective they would be.

Romeu Zema (Novo)

Zema’s filed proposals include privatizing state companies, reducing ministries and government posts, gradually reducing corporate income tax, and changing Brazil’s external alignments. The plan calls for leaving BRICS and pursuing accession to the Organisation for Economic Co-operation and Development (OECD). These are proposals, not completed changes in policy.

What about the other six tickets?

Rui Costa Pimenta, Samara Martins, Hertz Dias, Edmilson Costa, Renan Santos, Wilson Grassi, Clariana Barão and Augusto Cury are also on the TSE-approved field. The TSE’s DivulgaCandContas portal provides the formally submitted plans for all 12 tickets and organizes proposals by eight macrothemes, with topic searches. That is the appropriate place to compare these candidates’ positions on issues such as the economy, education, health, security and the environment rather than infer them from party labels.

How to compare the platforms fairly

A promise is not an enacted policy, and a filed platform is a statement of intent—not proof that a proposal is affordable, lawful, likely to pass Congress or likely to achieve its stated result. Compare candidates on the same questions:

  • Fiscal policy and the state: What spending, tax or staffing changes are proposed, and how do the candidates describe their fiscal assumptions?
  • Jobs and social protection: What would change for wages, working hours, employment, public services and benefits?
  • Security and civil liberties: What mechanisms are proposed, which authorities would implement them, and what rights or oversight questions arise?
  • Health and education: Which services or programs are named, and what details are provided about delivery?
  • Climate, the Amazon and Indigenous rights: Do targets cover illegal loss alone or net forest loss more broadly? What enforcement, restoration and consent arrangements are specified?
  • Foreign policy: What changes to Brazil’s international relationships are proposed, and through what route?
  • Record versus promise: Keep a candidate’s past governing record separate from a new pledge, and keep both separate from outside predictions about likely effects.

The TSE portal states that its plan information comes from proposals formally submitted by candidacies. Those plans are useful for understanding stated priorities, but they do not by themselves establish a proposal’s cost, legal path, congressional prospects or likely impact. The comparisons above reflect the details identified in the TSE indexes and attributed campaign reporting; they are not a comprehensive feasibility ranking of every platform.
