No replacement date was announced, and the bill was not approved that night.
The proposal—formally the Brazilian Law on Freedom, Responsibility and Transparency on the Internet—was broader than a ban on false news. It sought new duties for social networks and private-messaging services, including transparency, advertising and content-governance requirements.
What exactly was postponed?
The postponed event was a plenary vote on the bill’s merits, not the creation of a law and not a vote that defeated the proposal. PL 2630/2020 originated in the Senate with Senator Alessandro Vieira and was under consideration in the Chamber of Deputies. Why did Arthur Lira delay it?
On May 2, rapporteur Orlando Silva requested additional time to incorporate suggestions and continue negotiations. Lira said he consulted party leaders and withdrew the item from that day’s agenda. He did not set a new date. Lira’s postponement announcement
The stated procedural reason was the need for more discussion. Politically, the episode showed that the Chamber did not have enough agreement on the version then before it. A postponement is therefore not the same as a rejection or formal shelving.
What did PL 2630 propose?
The commonly used label “Fake News Bill” describes only part of the proposal. The text under debate addressed the governance of major digital services, including:
- social networks and private-messaging services;
- platform transparency and explanations of moderation decisions;
- sponsored content and online advertising;
- government accounts and political communications;
- automated accounts and false profiles;
- duties concerning illegal or harmful content;
- user rights and complaint mechanisms; and
- sanctions for noncompliance, alongside possible institutional oversight.

Why was the proposal so divisive?
Supporters’ case
Supporters argued that large platforms needed clearer accountability and that users deserved more transparency about advertising, recommendations and content moderation. A government digital-policy official told the Chamber that the proposal was intended to balance freedom of expression with other rights and denied that it was a censorship measure. Opponents’ case
Opponents said liability pressure could make companies remove lawful or politically controversial speech too quickly and argued that a public oversight structure could give authorities excessive influence over online expression. “Censorship bill” is a political characterization, not a neutral description established by the legislative record.
The central policy trade-offs were practical as well as ideological:
- Accountability versus intermediary liability: stronger duties may address systemic harm, but penalties can encourage over-removal.
- Transparency versus privacy and trade secrets: public explanations can improve oversight while exposing proprietary systems or user information.
- Rapid removal versus due process: speed can limit viral harm, but mistaken decisions may be hard to reverse.
- Independent oversight versus government influence: a regulator could make enforcement consistent, while critics fear political control.
- Messaging privacy versus traceability: closed groups and encrypted services complicate investigations without eliminating privacy risks.
How did Google, Telegram and other platforms figure in the dispute?
Technology companies publicly opposed the bill, making the legislative fight part of a wider confrontation among Congress, the government and platforms. The Supreme Federal Court (STF) treated several companies’ actions as separate legal matters.

On May 2, Justice Alexandre de Moraes ordered Google, Meta, Spotify and Brasil Paralelo to remove material connected to Google’s criticism of the bill and directed the Federal Police to hear executives. Those judicial orders were related political and legal developments. They were not the formal reason Lira gave for withdrawing the Chamber’s vote.

Did Brazil eventually pass the Fake News Bill?
Not through the 2023 process described here. The Chamber’s official legislative page still lists PL 2630/2020 as ready for plenary consideration, with May 2, 2023 as the last recorded core action in the material available for this article. That confirms the scheduled vote was not completed; it does not establish that the original text is currently scheduled, permanently abandoned or formally archived. PL 2630 legislative-status page

What other legislation is in play?
Online-information regulation remained active after the 2023 impasse. Separate bill PL 790/2025, introduced by Deputy Zé Neto, addresses dissemination of false news, an automatic right of reply and platform responsibilities. The Chamber record showed it awaiting a rapporteur’s opinion in the Communications Committee, with committee activity recorded in April 2026.
