Brain Drain Is a Bigger Threat to National Cybersecurity Than AI

Judgment: a depleted cybersecurity workforce is the more fundamental national-security risk. Artificial intelligence can accelerate attacks and improve defense, but countries cannot safely deploy, monitor, evaluate or govern those systems without enough skilled people. The comparison is a policy judgment, not the conclusion of a controlled study proving that workforce losses cause more damage than AI in every country.

The shortage is measurable. ISC2 estimated a global cybersecurity workforce gap of 4.8 million professionals in 2024, up 19% from 2023, while the existing workforce was about 5.5 million. In the European Union, a 2025 European Commission communication using 2024 estimates found 951,000 cybersecurity workers against a need for 1.25 million—a shortfall of 299,000.

Why the workforce shortage is a national-security problem

Cybersecurity capacity is not just a hiring metric. People are required to respond to incidents, find and patch vulnerabilities, protect critical infrastructure, implement regulations, investigate attackers and set controls for artificial-intelligence systems. When experienced staff leave, their technical judgment, local knowledge and institutional memory leave with them.

A country can buy security software quickly; rebuilding a public-sector incident-response team or an experienced industrial-control specialist can take years. Vacancies also increase the workload on remaining staff, raising burnout and turnover risk. The effects are most severe where governments, smaller organizations and less-connected regions already struggle to attract specialists.

The scale of the gap

Measure Finding Qualification
Global cyber workforce gap 4.8 million professionals ISC2 estimate for 2024; 19% higher than its 2023 gap estimate
Global cyber workforce employed 5.5 million professionals ISC2 estimate for 2024
EU cybersecurity need 1.25 million people European Commission communication published in 2025, using 2024 workforce estimates
EU cybersecurity workers 951,000 European Commission communication published in 2025, using 2024 data
EU shortfall 299,000 people Calculated in the European Commission communication from the same 2024 estimates
Cybersecurity share of EU full-time equivalents 11.9% to 11.1% European Commission staff working document; decline over four years
Companies citing qualified-candidate shortages 45% 2024 Eurobarometer result reported by the European Commission
Companies citing too few applicants 44% 2024 Eurobarometer result reported by the European Commission

These figures measure capacity, not a direct tally of national-security incidents caused by vacancies. They nevertheless show why a government can have a serious resilience problem before an AI system is involved.

How AI changes the risk rather than replacing people

AI changes the speed, scale and economics of cyber operations. Attackers can use generative systems to personalize fraud, produce convincing messages and automate parts of reconnaissance. Defenders can use them to sort alerts, summarize malware behavior, search logs and prioritize vulnerabilities. Both sides gain leverage, so the advantage goes to organizations with the people and controls to use the technology safely.

What current evidence says about AI readiness

Indicator Result Source and year
Organizations expecting a major cybersecurity impact from AI 66% World Economic Forum, Global Cybersecurity Outlook 2025
Organizations with a process to assess AI-tool security before deployment 37% World Economic Forum, Global Cybersecurity Outlook 2025
Organizations naming adversarial generative-AI advances as their primary concern 47% World Economic Forum, Global Cybersecurity Outlook 2025
Organizations reporting a successful social-engineering attack in the previous year 42% World Economic Forum, Global Cybersecurity Outlook 2025
Organizations confident they have the people and skills needed now 14% World Economic Forum, Global Cybersecurity Outlook 2025

The gap between expected impact and preparation is the key issue: 66% foresee major effects, but only 37% have a pre-deployment security-assessment process. AI can therefore amplify a shortage of human oversight instead of solving it.

The World Economic Forum describes the relationship directly: “While AI will not replace the cybersecurity workforce, it will be a complementary capability.” A model can recommend an action; a qualified analyst still has to judge whether the recommendation is safe, test it, authorize a disruptive response and accept accountability for the result.

Brain drain versus AI: four ways to compare the threats

1. Dependency

AI is dependent on a functioning security workforce. Specialists must protect training data and models, monitor for manipulation, assess vendors, manage access and investigate failures. If those roles are vacant, adding AI can increase the number of systems that need supervision without increasing the ability to supervise them.

2. Speed and scale

AI can raise the throughput and personalization of attacks, while also automating defensive triage and analysis. That makes the technology an accelerant on both sides. A country with too few defenders may experience the offensive gains immediately but lack the staff to configure, validate and operate defensive automation.

3. Reversibility

Software capabilities can often be updated faster than a workforce can be rebuilt. Losing a specialist, a mature public-sector team or years of institutional knowledge is slower to reverse. AI-related harm can spread quickly, but the capacity to contain it still depends on people, procedures and authority.

4. Distribution

Workforce shortages are uneven. Public institutions, small organizations and regions with limited recruiting pools often have less access to experienced staff. AI can widen that inequality when only well-resourced organizations can afford evaluation, monitoring and specialist oversight.

The World Economic Forum reported that the skills gap widened 8% from 2024 to 2025, predominantly affecting the public sector. Jeremy Jurgens, the forum’s managing director, said on 13 January 2025 that cyberspace is “more complex and challenging than ever” because of rapid technological change, more capable criminals and interconnected supply chains. Those conditions increase the cost of leaving posts unfilled.

Why governments struggle to build and retain cyber talent

Public employers compete with private companies for the same scarce specialists, but often face slower hiring, rigid job classifications, clearance requirements and less flexibility on pay. Security work also spans many disciplines—network engineering, cloud operations, software development, industrial systems, law, risk and communications—so a narrow definition of a “cyber” credential excludes capable candidates.

Attrition creates a compounding problem. A departing expert takes knowledge of legacy systems, suppliers, escalation paths and previous incidents. Remaining employees then spend more time on urgent operations and less on patching, architecture, training and long-term resilience. The resulting backlog makes the job less attractive and can trigger further departures.

The European Union Cyber Solidarity Act identifies closing the skills gap, including reducing the gender gap and increasing women’s participation in digital-governance design, as urgent. Broadening the pipeline is therefore both a workforce and a governance requirement.

What countries should do now

Retain the people who carry institutional knowledge

  • Use pay reviews, flexible work, manageable on-call rotations and funded professional development to reduce avoidable turnover.
  • Create senior technical career tracks so experts do not have to become managers to advance.
  • Document system dependencies, incident playbooks and supplier contacts before an experienced employee leaves.

Widen entry routes

  • Recruit from IT operations, software engineering, data analysis, fraud investigation, safety engineering and other adjacent backgrounds.
  • Offer paid apprenticeships and supervised, job-based training rather than requiring every applicant to hold a traditional cyber degree.
  • Build routes for career changers and underrepresented groups, with mentoring and accessible assessments.

Teach AI security as a core skill

  • Train staff to assess model and vendor risk before deployment, protect prompts and data, test for abuse and monitor outputs.
  • Teach analysts when automation is appropriate and when human review is mandatory, especially for containment, identity decisions and critical-infrastructure controls.
  • Pair machine-learning specialists with incident responders, privacy experts and governance officers instead of treating AI security as a separate silo.

Measure capability, not only headcount

Governments should track time to fill critical roles, retention of experienced staff, incident-response coverage, vulnerability-remediation age, apprenticeship completion and the percentage of AI tools that receive documented security review. A larger payroll does not guarantee resilience if the workforce lacks authority, practical experience or time to perform the work.

Use the approaches organizations are already reporting

Workforce response Organizations reporting it World Economic Forum, 2025
Recruit experienced cybersecurity professionals 54% Reported organizational response
Promote apprenticeships 24% Reported organizational response
Upskill current employees 24% Reported organizational response
Recruit outside traditional cyber degrees or credentials 23% Reported organizational response

These measures are complementary. Experienced hires provide immediate capability; apprenticeships and reskilling create a longer pipeline; broader recruitment reduces dependence on a small credentialed pool.

Will AI make the skills gap worse?

It can, if organizations deploy tools faster than they can govern them. Automation may remove repetitive work and let specialists focus on investigation and architecture, but it does not eliminate accountability, threat modeling, access control, communication with leadership or decisions under uncertainty. A small team may also become responsible for supervising more automated systems, creating a new workload rather than a net reduction.

The safer assumption is conditional: AI improves national cyber resilience only when the country has enough trained people to select it, secure it, test it, operate it and intervene when it fails. Where that human capacity is missing, AI is more likely to magnify existing weaknesses than to close them.

The bottom-line judgment

AI is a serious and fast-moving cybersecurity risk, but workforce depletion is the enabling weakness underneath it. The available evidence does not prove a universal ranking for every nation; it does show large, growing shortages, especially in public institutions, alongside limited readiness to evaluate AI securely. Governments that treat talent as critical infrastructure—retaining experienced staff, opening practical entry paths and making AI security part of every cyber role—will be better positioned to capture AI’s defensive benefits without surrendering control of the systems they depend on.
