Bosnia and Herzegovina’s 4 October 2026 general election combines state-wide contests with different entity-level elections, plus cantonal elections in the Federation. Voters directly choose some office holders; elected representatives fill several upper chambers and executive offices later. What appears on a voter’s ballot depends on where they are registered.

How the country’s political structure shapes the election

Bosnia and Herzegovina is one state with two principal entities: the Federation of Bosnia and Herzegovina (FBiH) and Republika Srpska (RS). The Federation is divided into ten cantons. The state, both entities and the Federation’s cantons have their own institutions, so the general election is not a single contest for one national government.

At state level, voters elect the three-member Presidency and the House of Representatives of the Parliamentary Assembly of Bosnia and Herzegovina. They also vote in contests determined by their entity, and Federation voters elect their canton’s assembly. Some important institutions are chosen indirectly after election day, by elected representatives.

What voters elect directly

Where the voter is registered Directly elected contests
Across Bosnia and Herzegovina The three members of the state Presidency and the House of Representatives of the state Parliamentary Assembly.
Federation of Bosnia and Herzegovina The Federation House of Representatives and the assembly of the voter’s canton, in addition to the state contests.
Republika Srpska The RS president and two vice-presidents, and the RS National Assembly, in addition to the state contests.
Brčko District Entity contests according to the voter’s entity citizenship, as described by the OSCE/ODIHR.

The table describes the principal contests, not every step in forming the institutions. The upper chambers of the state and entity parliaments, as well as the Federation president and vice-presidents, are selected indirectly after the direct elections. The Parliamentary Assembly of Bosnia and Herzegovina’s description of the constitutional structure and the OSCE/ODIHR’s 2022 election report explain the distinction between direct and indirect selection.

How the state Presidency is elected—and why the rules are contested

The state Presidency is a collective institution with three members associated with Bosnia and Herzegovina’s Bosniak, Croat and Serb constituent peoples; it is not a single presidency elected by the whole country. Under the described arrangement, voters in the Federation choose in the Bosniak or Croat contest, while voters in RS choose among Serb candidates. The Presidency contests use a simple-majority rule in the framework described by the OSCE/ODIHR for the 2022 general election.

These arrangements tie eligibility to both ethnic identity and residence. That is more than a technical feature of ballot design: it limits who can stand for particular offices. The OSCE/ODIHR reports that the European Court of Human Rights has repeatedly found these restrictions incompatible with the European Convention on Human Rights.

How parliamentary seats are allocated

For most state and entity parliamentary seats, the OSCE/ODIHR’s account of the 2022 general-election framework describes preferential voting in multi-member constituencies alongside compensatory mandates allocated from closed party lists, with the aim of producing proportional representation. The report describes a simple-majority rule for the state Presidency and the RS Presidency contests.

Those are mechanics documented for the 2022 framework, not a complete verification of every provision governing the 2026 election. For example, the Federation House of Representatives has 98 members elected by secret ballot across the Federation, with a four-year term unless dissolved under the Federation Constitution, according to the Federation Parliament’s House of Representatives information. The precise current formulas and ballot rules should be checked against the applicable 2026 election rules before relying on granular details.

What is different about the 2026 election

The Central Election Commission of Bosnia and Herzegovina (CEC) and the OSCE Mission to Bosnia and Herzegovina describe biometric voter identification and authentication, ballot scanners, and electronic transmission of results as new administrative measures for this election. Their introduction does not, by itself, establish that results will be more accurate or that fraud will be prevented.

The CEC’s 2 October 2026 basic-information notice reported the following operational figures:

  • 518 office holders and 7,028 certified candidates for the election.
  • 3,408,517 registered voters, counted as of 20 August 2026.
  • 48,078 voters outside the country: 45,457 voting by mail and 2,621 at diplomatic-consular missions.
  • 5,569 polling stations, including 5,121 regular stations and 385 mobile teams.

The CEC scheduled the general election for Sunday, 4 October 2026. In its 2 October notice, it said polling stations would be open from 07:00 to 19:00. These are pre-election operational details, not election results.

Where to check personal voting information

The CEC says its election portal lets voters check their polling-station location, candidates and voting procedures, and provides video instructions. Check the portal for the information that applies to your registration and ballot rather than assuming that a voter in another entity or canton has the same contests.
