There is no universal “normal” number because firmware, operating system, transition type, startup services and the measurement tool can all change the result. Measure the same path with the same boundaries before comparing computers or deciding on an upgrade.
What “boot time” actually means
Microsoft defines the Windows boot interval as “the interval between the time the power button is pressed, and the time when the computer reaches the desktop and processes all startup tasks.” That definition includes firmware initialization, Windows loading and the work performed after the desktop appears.

Other tools use narrower boundaries. A firmware measurement may begin after platform initialization, while an operating-system tool may start when the boot loader runs. A result is meaningful only when you know its start point, endpoint and transition type.

- Power-on to ready desktop: includes firmware, the operating-system loader, kernel startup and startup tasks.
- Firmware or POST time: covers hardware initialization before the operating system takes over.
- Windows Total Boot (Excluding BIOS): starts after BIOS initialization and ends at the end of the Post On/Off phase, when the system reaches an idle state.
- Login-to-ready time: measures work after sign-in and is not the same as power-on boot time.
Because these intervals begin and end at different points, two “boot-time” numbers can both be correct without being comparable.

What happens during a Windows startup
Microsoft’s Windows startup model separates the path into phases. Identifying the phase where progress slows is more useful than treating the total as a diagnosis.
| Phase | What occurs | Typical clue when delayed |
|---|---|---|
| PreBoot | Firmware initializes hardware and performs POST before the system disk is detected. | Long blank screen, logo delay or a pause before the Windows boot manager appears. |
| Windows Boot Manager | On UEFI systems, firmware starts Windows Boot Manager, which selects and launches the operating-system loader. | Boot-menu delay or a problem selecting the installation. |
| Windows OS Loader | The loader loads required kernel drivers and prepares the operating system. | Windows logo animation or spinning indicator remains for an unusually long time. |
| Windows NT OS Kernel | The kernel initializes the operating system, drivers and services until the system can reach the desktop. | Delay close to sign-in, during sign-in or while the desktop and startup programs become responsive. |
UEFI documentation uses “Boot Services Time” for the interval from platform initialization until ExitBootServices(). That is a firmware-oriented interval, not a consumer measurement from pressing the power button to a usable desktop. Linux likewise treats startup as a sequence involving a boot loader and operating-system initialization; Windows phase labels should not be mapped directly onto Linux tools.

Fast Startup, shutdown and restart are different
A Windows shutdown with Fast Startup is not the same transition as a full restart. During Fast Startup, Windows logs off user sessions and writes remaining system information, including kernel state, to a hibernation file. The next power-on restores that state and avoids part of a traditional boot.

Restart uses the traditional full-boot path in the Microsoft assessment discussed here. Consequently, “time after shutdown” and “time after restart” can differ substantially even on the same computer. Record which action you used whenever you collect a result.

| Transition | What to record | Why it matters |
|---|---|---|
| Shutdown, then power on | Whether Fast Startup was enabled. | Kernel state may be restored from a hibernation file. |
| Restart | That the test was a restart rather than a shutdown. | It follows the traditional full-boot path in the cited Windows assessment. |
| Resume from sleep or hibernate | The sleep state and resume endpoint. | Resume performance is a different metric from boot performance. |
How to measure boot time fairly
- Choose the transition. Test shutdown-and-power-on, restart, sleep resume or hibernate resume separately.
- Define the start and stop points. For example, start at the power-button press and stop only when the desktop has appeared and startup tasks have finished.
- State whether firmware is included. A metric that excludes BIOS or UEFI initialization cannot be compared with a power-on-to-desktop stopwatch reading.
- Keep the workload comparable. Use the same user account, monitor setup, external devices and startup applications for each run.
- Repeat the measurement. One run can be affected by updates, disk activity or a newly started service; record the transition and endpoint with every result.
- Use phase data when available. Microsoft’s performance assessment exposes phase and subphase timings. A total alone does not identify the cause, and subphase durations do not necessarily add up to the reported overall duration.
Do not convert Microsoft’s metric definitions into a population average. The available sources establish measurement boundaries, not a typical number of seconds for desktop computers.
How to troubleshoot a slow boot
1. Locate the delay
- Before Windows appears: investigate firmware initialization, POST, device detection and boot-device selection.
- During the Windows logo or loading phase: examine the Boot Manager, OS Loader and required drivers.
- After sign-in: inspect startup applications, services, scheduled tasks and the time required for the desktop to become responsive.
2. Use Windows performance data
The Windows performance assessment can separate boot phases and show possible contributors. Compare the relevant subphase rather than assuming that the longest overall result identifies a failed component. Software on the boot or resume path can affect the metric.

3. Test services with selective startup
When a post-sign-in delay suggests a service conflict, Windows startup troubleshooting documents selective startup: temporarily load only the required services and startup items, then re-enable groups methodically to identify the contributor. Use it as a diagnostic test in the affected Windows installation, not as a guaranteed speed optimization.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problems4. Re-test the same transition
After changing one setting or service, repeat the identical shutdown, restart or resume test with the same endpoint. Otherwise, an apparent improvement may simply reflect a different measurement boundary or transition.

Why an upgrade is not the first answer
A long boot measurement does not, by itself, prove that an SSD, firmware toggle or “PC optimizer” will help. The sources do not establish a universal hardware cause, a target boot-time number or a quantified improvement from any purchase. Diagnose the delayed phase first; only then can a repair or upgrade be matched to the actual bottleneck.
The practical conclusion is simple: report boot time with its transition, start point, endpoint and firmware inclusion. Without those details, a number is an isolated observation rather than a reliable comparison.
