Kelsey Berro, a fixed-income portfolio manager at JPMorgan Asset Management, described the bond-market reaction as a “classic flight to quality” during a Bloomberg Brief discussion.
What “flight to quality” means for bonds
A flight to quality is a risk-off move in which investors reduce exposure to assets they view as vulnerable—such as equities or lower-quality credit—and seek instruments perceived as safer and more liquid. In U.S. markets, Treasury securities are the usual destination because they are backed by the federal government and trade in a deep market.

Strong demand for existing Treasury bonds pushes their prices higher. Bond prices and yields move in opposite directions, so a safety bid normally appears as falling yields. The phrase describes investor positioning, not a guarantee that every Treasury maturity will rally or that yields will continue lower.

U.S. CPI data
The bond reaction came as markets assessed new U.S. consumer-price-index data. Inflation readings can alter expectations for Federal Reserve policy, the path of short-term interest rates and the compensation investors require to hold longer-dated bonds. The available account identifies CPI as a catalyst but does not establish a specific surprise, component or policy conclusion from the release. It is therefore more accurate to say the data were being evaluated alongside the risk-off move than to claim a particular inflation result caused a precise yield change.

An artificial-intelligence trade selloff
The same market episode included a selloff in the artificial-intelligence trade. When heavily owned technology themes weaken, investors may trim risk across portfolios, raise cash or rebalance toward government debt. That rotation can support Treasuries even if the original equity losses are concentrated in a particular sector. News Impact Screener characterized the move as increased risk aversion and safe-haven demand.
Who is Kelsey Berro?
Kelsey Berro is identified in the coverage as a fixed-income portfolio manager at JPMorgan Asset Management. Her comments appeared in a Bloomberg Brief segment carried by Bloomberg Markets and Finance on October 15, 2026. The accessible reports preserve the headline phrase “Classic Flight to Quality,” but they do not provide a full transcript.
Rank #2
That limitation matters: no additional sentence should be presented as Berro’s verbatim wording without the underlying Bloomberg video or transcript. A Bloomberg video listing for the same title is dated October 15, 2026 and runs 2 minutes 18 seconds.
What the Treasury market was showing
MarketScreener’s Market News/MT Newswires panel, published at 10:49 a.m. EDT on October 15, displayed delayed U.S. cash-market observations. They are snapshots at the time of capture, not forecasts or end-of-day closes.
| Security | Displayed yield | Displayed change | How to read it |
|---|---|---|---|
| U.S. 2-year cash | 4.750% | Not stated in the cited panel | Most sensitive of these three maturities to expected near-term monetary policy |
| U.S. 10-year cash | 5.093% | -0.054 percentage points | A lower yield is consistent with higher prices during the observed period |
| U.S. 30-year cash | 5.422% | Not stated in the cited panel | Reflects longer-horizon inflation, growth, fiscal and term-premium expectations as well as demand |
The 10-year reading is the clearest numerical evidence of the reported safety move: a 5.093% yield with a 0.054-point decline on the delayed display. The figures for the two-year and 30-year maturities show where yields stood, but the cited panel does not give their changes, so it cannot support a claim that all three segments moved by the same amount.
Safety demand versus changing rate expectations
A Treasury rally can have more than one explanation. A pure flight to quality reflects a preference for liquidity and perceived credit safety as risk appetite deteriorates. CPI data can simultaneously change expectations for the Federal Reserve, pulling yields up or down according to the market’s interpretation of future policy. The October 15 description identifies both the inflation release and the AI-led risk retreat, but the available summary does not separate how many basis points came from each mechanism.
Rank #4
Maturity behavior helps analysts make that distinction. The two-year note tends to react most directly to expected policy rates; the 10-year note incorporates the expected path of rates plus inflation and growth risks; and the 30-year bond carries the greatest exposure to long-run inflation, fiscal and term-premium concerns. A safety bid can therefore steepen or flatten the curve depending on which maturity attracts the strongest demand.

How to interpret “safe-haven bonds”
- It is a relative preference: investors are choosing Treasuries over riskier alternatives, not declaring that bonds have no risks.
- Prices and yields move inversely: buying pressure lifts prices and lowers yields for the affected securities.
- The move can be temporary: risk appetite may return, or a new inflation, fiscal or policy development may reverse the rally.
- Not every bond qualifies equally: Treasury maturities, corporate debt, mortgage securities and emerging-market bonds carry different credit, liquidity and duration risks.
- Delayed quotes need caution: the cited MarketScreener numbers are time-stamped observations and may differ from live or closing levels.
What remains unconfirmed
The published summaries do not include a full Bloomberg transcript, detailed CPI components, trading volumes or a complete maturity-by-maturity change table. They also do not establish whether Berro expected the move to persist. Readers should treat the phrase as a description of the market’s response at that point on October 15, 2026—not as an investment recommendation or a forecast of future Treasury yields.
