The Bank of Japan has not said the AI boom alone eased financial conditions. Its 2026 communications put AI-related investment alongside synchronized monetary and fiscal expansion as forces supporting activity. They also treat a sharp fall in AI-linked asset prices as a plausible source of stress, and they test for it. The BOJ calls the financial system stable overall, and its downside scenario is a stress test, not a forecast.
What the BOJ actually said, in order
| Date | Source | Main point |
|---|---|---|
| February 26, 2026 | Speech by Deputy Governor Ryozo Himino | Policy accommodation and AI-driven investment support the global outlook. Japan’s financial conditions remain accommodative. |
| April 21, 2026 | Financial System Report (April 2026) and summary | The financial system is stable overall. Banks withstand the specified stress scenarios, which include a large fall in AI-related stocks. |
| April 21, 2026 | Full Financial System Report | Leveraged funds could carry stress from risky assets into bond markets. |
| August 27, 2026 | Later speech by Himino | AI-related demand is pushing up activity and prices, with spillovers to Japanese exports. |
How the AI boom fits into “easier financial conditions”
In the February 26 speech, Himino described synchronized expansionary monetary and fiscal policies, together with increased investment fueled by the global AI boom, as contributors to a potential global recovery. He said the possibility of excess economic uplift, and the inflationary pressure that would follow, warranted attention.

On Japan, he said financial conditions stayed accommodative after the December 2025 policy-rate increase, with significantly negative real short-term interest rates. In his words: “At the same time, as shown in Chart 5, fiscal expansion has taken place in regions such as the United States, Europe, and China, producing expansionary effects in combination with monetary accommodation.”

It supports the point that the BOJ views AI investment as one factor among several. It does not attribute the easy conditions to AI. “May have eased financial conditions” is therefore a loose reading: the speech describes accommodative conditions with several contributors and does not isolate AI’s share.

The April verdict: stable, with stated vulnerabilities
The BOJ’s April 21 Financial System Report says Japan’s financial system is maintaining stability overall. It reports that banks have sufficient capital and stable funding bases to get through several specified stress situations. It still calls for continued attention to geopolitical risks, foreign non-bank financial intermediaries, and other possible channels of impact.
The stress scenario involving AI stocks
The report’s “rises in foreign interest rates scenario plus” combines several shocks:
- higher crude-oil prices (the summary describes WTI futures temporarily reaching $200 per barrel as a scenario assumption, not an observed price or forecast);
- a substantial decline in AI-related stock prices;
- impairment in related investment and lending;
- higher long-term interest rates in Japan and the United States;
- a significant fall in risky-asset prices, with shocks amplified by the non-bank financial intermediary sector.
These are assumptions chosen to test resilience. Including them does not mean the BOJ expects them to happen.

How a fall in AI stocks could spread
Two routes matter.
Direct repricing
AI-related equities and the investment and lending tied to them can lose value directly, which hits the holders and lenders involved.
Indirect transmission through leveraged funds
The full report says leveraged trend-following funds and multi-strategy or macro-strategy hedge funds could amplify volatility under stress. A significant adjustment in risky-asset prices, including AI-related stocks, could breach funds’ internal risk-management rules. The funds’ forced adjustments could then spread stress to bond markets, which are not directly tied to AI.
Later context: AI demand and the real economy
On August 27, 2026, Himino said AI-related demand was exerting upward pressure on economic activity and prices. He also described signs of spillover to Japanese exports and wider activity. This came months after the February speech and the April report, and it is not a finding of either. It does show the BOJ treating AI as a live influence on the real economy, as well as a market-risk topic.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.How to read the BOJ’s position
- Support and vulnerability go together. The same investment enthusiasm that helps activity can inflate asset prices and lending exposures.
- Baseline and stress differ. The stability assessment is the baseline view. The AI-stock plunge belongs to a hypothetical scenario.
- The risk is in the spreading. The report focuses on leverage and fund constraints that could carry a shock beyond AI-related assets.
