Located at the Flight Simulation Technique Centre, it was designed to train Indian Air Force pilots and loadmasters using simulation, computer-based instruction and mission-rehearsal equipment. The event was a 2016 milestone; the announcement does not establish whether the center remains operational today.
What happened at the 2016 opening?
Air Marshal B. S. Dhanoa, then Vice Chief of Air Staff, inaugurated the facility. Boeing described it as a full-service training location for Indian Air Force (IAF) C-17 crews. The opening brought together the aircraft manufacturer and Mahindra Defence Systems around locally based training support for the IAF’s Boeing C-17 Globemaster III fleet. Boeing’s announcement, dated July 8, 2016, said India’s 10 C-17s had been delivered in 2014.
Among the participants were Pratyush Kumar, then president of Boeing India; S. P. Shukla, then group president of Mahindra’s Aerospace & Defence Sector and chairman of Mahindra Defence Systems; Gene Cunningham, then a Boeing vice president for Global Sales, Defense, Space & Security; and Vinayak Rajagopal of Boeing Global Services & Support. Their titles refer to their roles reported at the time, not current positions. The Indian Express’s contemporary report also covered the inauguration.
What training equipment and capabilities did it offer?
The center combined a full-motion C-17 simulator with courseware and computer-based training. Boeing also described weapons-systems trainers and loadmaster-station trainers. Those systems could be used independently or networked to rehearse a mission together. The simulator flight deck supported night-vision-goggle training.

“Full-motion” indicates that a simulator reproduces movement cues; Boeing’s announcement did not specify its motion-platform design or technical performance. The term “weapons-systems trainer” describes a training device, not evidence of live weapons use or classified instruction.
How would the training support C-17 crews?
The training was aimed at pilots and loadmasters, whose responsibilities differ but meet in airlift operations. Pilots practice aircraft operation and procedures; loadmasters handle cargo loading, weight-and-balance considerations and in-flight cargo management. A combined training setup can let crews rehearse their respective tasks as part of a mission scenario.

Boeing said the facility was designed to support standard military airlift, humanitarian missions, aerial-refueling scenarios and emergency procedures. It also described local and, once fully operational, multi-site simulation. Local training meant using the Gurgaon facility’s own simulator and stations. Multi-site simulation points to distributed training involving systems at more than one location, but the announcement did not identify connected sites or explain the network architecture.
Why did the local partnership matter?
For the IAF, the facility represented a way to access specialized C-17 simulator training in India rather than relying exclusively on overseas locations. It also extended Boeing’s role beyond aircraft delivery into training services, with Mahindra Defence Systems as its local partner. Boeing called the arrangement its first training-services contract awarded by India.

The companies presented the partnership as supporting the government’s “Make in India” objectives and the growth of domestic aerospace and defence services. That was the stated rationale, not a quantified outcome: the announcement did not report local employment, Indian content, technology transfer, investment or cost savings. Nor did it describe the center as an aircraft-maintenance depot; the documented scope is training and simulation.

The available announcement verifies the facility’s opening, intended training capabilities and Gurgaon location in 2016. It does not establish whether the center is operating in 2026, whether it has moved or been upgraded, who operates it now, or how many crews it trained. It also gives no annual capacity, training-availability figures or cost comparison with overseas instruction. Those details should not be inferred from the opening announcement.
