Hines later left the White House and joined Tether. The reporting raises conflict-of-interest and revolving-door questions, but the available accounts do not establish that Hines broke the law.
What the investigation alleges
Bo Hines served as executive director of President Donald Trump’s Council of Advisers on Digital Assets in early 2025. In that role, he helped advance the administration’s effort to create federal rules for payment stablecoins, the dollar-pegged crypto assets at the center of Tether’s U.S. strategy.

According to the Wall Street Journal investigation as summarized by Fortune, Nxum received $6.3 million under an arrangement for a “strategic brand and public affairs plan” while Hines still owned one-third of the firm. The reported payments occurred during the legislative push that produced the GENIUS Act.

What the GENIUS Act changed
The GENIUS Act is the federal stablecoin law that Trump signed on July 18, 2025. The available reporting describes it as establishing rules for payment stablecoins, rather than as a general cryptocurrency statute covering every digital asset.

That distinction matters because stablecoin policy affects how dollar-pegged tokens can be issued and used in payments. Tether’s business and its later USAT initiative gave the company a direct commercial interest in the policy environment Hines helped shape, although the sources available for this article do not provide a section-by-section account of the law or identify which provisions benefited any particular company.
Why the timing raises conflict-of-interest questions
Private ownership during public policymaking
The central issue is the reported overlap between Hines’s one-third Nxum stake and the firm’s $6.3 million Tether-linked revenue. A financial interest in a consulting company does not by itself prove an ethics violation, but it can prompt questions about disclosure, recusal and whether official decisions could affect the owner’s private interests.

A client with a stake in the policy outcome
Tether was not an unrelated customer. Federal rules for payment stablecoins were directly relevant to the company’s business, and Hines was helping the administration pursue that policy. The available summaries do not establish that Hines personally changed statutory language for Tether or that Nxum’s work was connected to a specific provision of the act.
The later move to Tether
Hines’s appointment as a Tether strategic adviser after leaving the White House adds a classic revolving-door concern: a policymaker moved from shaping rules for an industry into a senior role at a company operating in that same policy area. That sequence can draw scrutiny even when no illegal act has been proven.

- Reported: Hines retained a one-third Nxum stake during the relevant period.

- Not established in the available accounts: A court or regulator has found that Hines violated conflict-of-interest law.
- Not established in the available accounts: That Hines personally directed a specific GENIUS Act provision to Tether’s advantage.
The Wall Street Journal reporting is described as relying on documents, messages and payment records, while company responses dispute or contest aspects of the account. Because the underlying article is not reproduced in the available material, details beyond those summaries should not be treated as verified here.
How to read the story
The strongest documented point is the chronology: Hines worked on federal stablecoin policy while retaining an ownership interest in a firm that reportedly received millions through a Tether-linked engagement, then joined Tether after leaving government. That chronology is enough to justify scrutiny of disclosures and ethics safeguards. It is not, on the evidence summarized here, a legal determination that he acted improperly.
Any final judgment would require records showing what Hines disclosed, whether he recused himself from matters affecting Tether, what Nxum was specifically contracted to do, and how the relevant ethics rules applied. The published accounts identified here do not supply an adjudicated answer to those questions.
