The financing is still under discussion, not a completed transaction. Its importance lies in whether banks will keep lending at scale to AI-related infrastructure while power, construction, tenant and community risks are becoming harder to underwrite.
What the proposed loan would finance
The reported borrowing would support STACK Infrastructure’s third Melbourne data center. A syndicated loan is arranged among multiple lenders, allowing banks to share the exposure to a very large project rather than holding the entire amount individually.

Why this financing is a test for AI infrastructure debt
Data centers built for cloud and AI workloads require enormous upfront spending before power, buildings and computing capacity generate operating cash flow. Lenders therefore examine more than demand forecasts. They assess whether the project can obtain electricity on schedule, complete construction, secure acceptable tenant contracts and withstand permitting or local opposition.
- Power and interconnection: Delays in obtaining grid capacity can leave a completed building unable to serve customers.
- Execution: A late campus postpones revenue and can increase interest, construction and equipment costs.
- Contractual protection: Banks look at tenant commitments, termination rights and who bears delay or cost risk.
- Demand assumptions: The expected growth of AI workloads must support the scale and timing of the buildout.
Those questions matter more when an AI-sector selloff makes investors less willing to accept aggressive assumptions. A market decline does not automatically cancel data-center financing, but it can lead lenders to demand stronger contracts, more sponsor equity, tighter covenants or higher pricing.

Project Jupiter shows how delays can affect returns
Reuters reported that Oracle issued a force-majeure notice connected with Project Jupiter, a New Mexico campus that STACK is building for OpenAI. Reuters said the program was delayed by a year. Blue Owl had about $3 billion of equity invested in the project, and higher returns were pushed out until completion.

Community opposition is now an execution variable
Local resistance and regulatory review can delay or reshape projects even when a developer has financing and a prospective customer. Data Center Watch, as cited by Reuters, counted 45 projects worth $68 billion facing community opposition in the second quarter of 2026. In the first quarter, 75 projects valued at about $130 billion were disrupted.

The quarterly counts are not a measure of loan defaults, and they do not show that every project was cancelled. They do show why permitting, local acceptance and construction timing have become material underwriting issues for large data-center campuses.

Where Blue Owl and STACK fit
Blue Owl is the owner and investor in this structure and manages digital-infrastructure funds. STACK is the operating platform: Blue Owl describes it as its scaled designer, developer and operator of sustainable digital infrastructure. That distinction matters because the proposed debt would be tied to a project developed and operated by STACK, while Blue Owl supplies capital through its investment vehicles.

Blue Owl’s April 30, 2026 earnings transcript said the firm raised $57 billion during the prior 12 months, including $11 billion in the first quarter. The same disclosure said Amazon had announced a $12 billion data-center campus funded in part by Blue Owl’s digital-infrastructure funds and developed by STACK. These commitments provide context for why a Melbourne financing would matter to the firm’s strategy: it would be another large-scale capital deployment in a platform that is already expanding across major customers and sites.
Does the AI selloff threaten the Melbourne loan?
It is too early to conclude that it does. The loan was reported at the discussion stage, and no pricing or lender list is public in the available account. The immediate issue is whether banks view the Melbourne project’s power position, construction plan and customer contracts as strong enough to justify billions of dollars of debt during a more cautious market.
Arthur D. Little partner Sean McDevitt summarized the shift in lender scrutiny for Reuters: “The financing side of the AI buildout is starting to ask much harder questions than the demand side.” For STACK and Blue Owl, that could mean more diligence and tougher terms even if long-term demand for data-center capacity remains substantial.

- Final principal, interest rate, maturity and covenant terms.
- Evidence that the Melbourne site has secured power and interconnection milestones.
- The strength and duration of anchor-tenant commitments.
- Any regulatory or community decisions that affect construction timing.

For now, the Melbourne transaction is a proposed A$8.5 billion financing, not proof that $6 billion of debt has been raised. Its significance is as a real-time test of how lenders price and structure risk in the next phase of the AI data-center buildout.
