Blockchain.com Reportedly Applies for CFTC Status to Offer U.S. Prediction Markets and Crypto Derivatives

Blockchain.com has reportedly applied to the U.S. Commodity Futures Trading Commission (CFTC) for two separate regulatory statuses: designation as a designated contract market (DCM) and registration as a futures commission merchant (FCM). The applications could support a planned U.S. business involving event contracts and cryptocurrency derivatives, but the report does not establish that the CFTC has approved either application or that these services are available to U.S. customers.

What did Blockchain.com apply for?

Quartz reported on October 9, 2026, citing CNBC and Blockchain.com, that the company applied for DCM status and FCM registration. In broad terms, the DCM request concerns operating as an exchange for derivatives, while FCM registration concerns brokerage activity involving derivatives. Those descriptions do not establish the filings’ exact structure, proposed products, or conditions. Quartz’s report is the available account; no application docket or filing documents were included in the reviewed material.

The distinction matters because these are two different applications, not one general authorization. The report describes a proposed U.S. business for retail and institutional customers. It does not say that Blockchain.com has received either status, opened an approved exchange, or launched the proposed services.

What would the proposed services cover?

Blockchain.com CEO and co-founder Peter Smith described the company’s goal as bringing asset management, derivatives, and event positions together on one platform. In a statement reproduced by Quartz and attributed to CNBC, Smith said: “Users should be able to manage their digital assets, trade derivatives, and take positions on real-world events easily, without jumping between different apps.” Quartz attributed the statement to Smith.

The reported U.S. plans should not be conflated with products the company has offered to some customers outside the United States. Quartz reported a prediction-market offering through a Polymarket partnership and perpetual futures powered by Hyperliquid for certain overseas customers. That reporting does not establish U.S. availability, nor does it show that those particular products are the ones described in the CFTC applications. Quartz’s account also names Crypto.com and Gemini Space Station as platforms with event-contract products, and says Coinbase offers access through Kalshi.

Has the CFTC approved Blockchain.com’s prediction market?

No approval is established by the available report. The applications are reported as pending requests, not grants of registration or designation. The material also does not provide a decision timeline or the application terms, so it cannot support a prediction about whether or when the CFTC might act.

What is the CFTC’s current policy context?

Several CFTC actions provide context, but none is a company-specific decision on Blockchain.com’s applications. Their status and subject matter differ:

  • Event-contract reporting: On June 25, 2026, the CFTC announced a proposed reporting framework for certain fully collateralized event contracts and sought public comment. It was a proposal, not a final rule. CFTC announcement.
  • Retail crypto markets: On October 5, 2026, the CFTC said it had published an advanced notice of proposed rulemaking on a potential framework for certain retail crypto-asset transactions and markets. The agency said comments would inform possible future action; the notice was not an authorization for a particular company. CFTC announcement.
  • Crypto-related guidance: The CFTC announced updated staff FAQs on September 24, 2026 addressing registrant activity involving crypto assets and blockchain technologies, including tokenized permitted investments and blockchain recordkeeping. The update reflects evolving guidance but does not resolve Blockchain.com’s applications. CFTC announcement.
  • Event-contract scrutiny: Quartz reported in July that another CFTC proposal would assess certain event contracts case by case under categories identified for scrutiny by the Commodity Exchange Act and public-interest review. Its account described an approach that stopped short of a categorical ban and discussed sports and election contracts. The status and implications for particular contract types should not be treated as settled on the basis of that report alone. Quartz report.

Why prediction-market regulation remains contested

There is also an unresolved federal-state dispute over who may regulate some prediction-market contracts. Quartz reported that the CFTC had sued nine states while asserting authority over federally registered platforms; states have treated some sports-related event contracts as gambling. The cited report describes active litigation, not a settled rule that determines every platform’s or contract’s status. Quartz report.

What to watch next

The report does not provide Blockchain.com’s application documents or a verified decision schedule. To assess any later announcement, readers should distinguish among a company filing, a CFTC decision on the requested DCM designation or FCM registration, and an actual U.S. product launch. The products and customer types described in the filings, the geography in which any service is offered, the status of relevant CFTC proposals, and developments in the federal-state litigation would each affect what a company announcement means.
