A complete response would combine post-quantum digital signatures, new output and spending rules, and a scheduled migration away from ECDSA and Schnorr outputs whose public keys could be exposed to a capable quantum computer. BIP 360 proposes an intermediate output design called Pay-to-Merkle-Root (P2MR); BIP 361 proposes a staged migration and eventual restrictions on legacy signatures. Neither proposal is an activated Bitcoin rule or a settled migration plan.
The immediate concern is private-key recovery from revealed public keys. The proposals do not primarily describe a quantum computer breaking Bitcoin’s proof-of-work hash function. They address the signatures that authorize spending.

What quantum computing threatens in Bitcoin
Bitcoin ownership is enforced by digital signatures. A transaction is valid when it proves control of the private key associated with the coins being spent. Bitcoin currently relies on elliptic-curve systems: ECDSA for older outputs and Schnorr signatures for Taproot-era spending.

An attacker could then create a valid-looking spend before the legitimate owner does. The attack is therefore about key recovery and transaction authorization, not about guessing a seed phrase or reversing the hash that identifies an ordinary transaction.

That distinction matters. Replacing signatures requires changes to Bitcoin’s script, address, transaction, and consensus rules. Changing the proof-of-work function would be a different project. The quantum-resistance proposals discussed here focus on signature exposure and the orderly movement of funds into outputs that can use post-quantum signatures.
Why the moment a public key appears matters
Long exposure on the blockchain
Some output types commit to a hash of a public key and reveal the full key only when the owner spends. Other constructions place a public key directly in blockchain data. Pay-to-Public-Key (P2PK) outputs, reused addresses, and Taproot outputs can leave key material visible for a much longer period.
A key that has been visible for years gives an attacker time to obtain a quantum computer, recover the private key, and prepare a theft. Chaincode Labs’ May 2025 analysis discusses exposure through address reuse and through spending on a fork while the corresponding Bitcoin output remains unspent; those are the authors’ risk assessments, not a consensus measurement.

Short exposure in the mempool
Even an output that hid its key until spending can become vulnerable after its owner broadcasts a transaction. The input’s public key is visible while the transaction waits in the mempool. A quantum attacker would have only that short interval to recover the key, create a conflicting transaction, and get the replacement confirmed first.
BIP 360 calls this a short-exposure attack. Its proposed output structure is aimed at long-exposure risk and does not, by itself, remove the public key from an ordinary spend. Protection against the mempool case requires a post-quantum signature that remains safe when the public key and signature are revealed during spending.
What a complete quantum-resistant upgrade must change
A durable solution has several separate parts. Treating any one of them as the entire upgrade leaves a gap.

- A post-quantum signature system: Bitcoin needs a signature scheme believed to resist the relevant quantum key-recovery attack, plus a consensus-defined encoding, verification algorithm, and failure behavior.
- New output types and address encodings: Wallets and nodes need a way to identify outputs that commit to post-quantum public keys or scripts and to distinguish them from legacy ECDSA and Schnorr outputs.
- Spending and witness rules: Script validation must accept the new signatures, define their serialized size, and account for their verification cost and fee weight.
- Migration rules: The network needs a policy for moving funds from vulnerable outputs into quantum-resistant ones, including whether transactions from old scripts remain valid indefinitely.
- Activation and coordination: A deployment mechanism, warning period, wallet support, exchange support, and node implementation are needed before users can move funds reliably.
- Legacy and recovery treatment: Consensus rules must decide what happens to coins that are never moved, including abandoned or inaccessible holdings and coins whose owners cannot upgrade.
These choices interact. Larger post-quantum signatures can increase transaction weight and fees; stricter legacy rules can protect exposed keys but can also prevent an owner from rescuing funds after the deadline.
BIP 360: P2MR as an intermediate defense
BIP 360 proposes Pay-to-Merkle-Root (P2MR), a script-tree output resembling Taproot’s script-tree structure but without Taproot’s internal key and key-path spend. Spending would use a script path rather than revealing or authorizing through an internal key path.
The objective is to reduce the period in which a public key is exposed on-chain. It also creates an output form that could later accommodate post-quantum signature use. P2MR is therefore best understood as preparation and risk reduction, not as a complete post-quantum solution.
| Property | P2MR proposal | P2TR comparison |
|---|---|---|
| Internal key | Omitted | Present |
| Key-path spend | Removed | Supported |
| Long-exposure objective | Reduces exposure associated with the key path | Key-path design can leave key material exposed |
| Short-exposure protection | Not provided by P2MR alone | Not provided by current ECDSA/Schnorr signing alone |
| Witness size | Larger than a P2TR key-path spend; smaller than an equivalent P2TR script-path spend because the P2MR control block does not reveal an internal key | Key-path spends are compact; script-path spends include a control block with the internal key |
| Status | Proposal, not shown as activated | Existing Bitcoin output type |
The trade-off is deliberate. Removing the key path sacrifices Taproot’s most compact spending route and can make common spends larger. That cost may be acceptable as a bridge, but P2MR cannot stop a quantum theft launched during the brief period when a public key appears in an unconfirmed transaction. BIP 360’s authors state that future activation of post-quantum signatures would be needed to mitigate that short-exposure case.
BIP 361: a staged migration and legacy sunset
BIP 361 describes a multi-stage process rather than a single switch.

One described first phase would disallow sending funds to quantum-vulnerable addresses, hastening adoption of post-quantum address types. Existing legacy outputs could still need to be spent into safer outputs during the migration window. The proposal’s wording makes the direction clear, but its introductory text and specification table use different timing formulations; no single height or date should be treated as settled.

Later phase: tighten legacy verification
After a pre-announced period, BIP 361 proposes tighter consensus treatment of ECDSA and Schnorr verification. The purpose is to reduce the opportunity to steal from outputs whose public keys have been exposed. Exactly which legacy spends would remain possible, and under what rescue conditions, are unresolved design questions.
Why the sunset is controversial
Restricting old signatures can protect the network from an active quantum attacker, but it can also strand legitimate coins. Owners may be offline, have lost wallet data, or hold keys in systems that cannot be upgraded. A rule that preserves every old spend forever leaves exposed coins attackable; a rule that invalidates every old spend eventually risks confiscating inaccessible balances. BIP 361 raises these access, rescue, timing, and distribution questions without establishing a final consensus outcome.
How post-quantum signatures would fit into Bitcoin
Bitcoin would need to choose a specific post-quantum signature design rather than simply importing a general standard. The choice would cover public-key and signature sizes, hashing and domain separation, deterministic signing behavior, verification cost, script limits, and wallet backup formats.
Transaction and fee effects
Many post-quantum signatures and public keys are larger than today’s elliptic-curve data. Larger witnesses would increase transaction weight and could raise fees during busy periods. Node operators would need to validate the new signatures within acceptable CPU and memory limits, while miners would need to include the resulting transaction sizes in block construction.
Address and wallet changes
Wallet software would need to generate post-quantum receiving addresses, display whether a balance is still in a legacy output, and create migration transactions. Seed phrases alone do not make an old output quantum resistant: the output’s script and signature scheme determine its exposure. Hardware or software wallets would require new firmware or code support, but no general-purpose device is automatically a quantum-resistant upgrade.
Multisig and script compatibility
Bitcoin’s multisignature and spending-policy ecosystem would need equivalent post-quantum primitives. A policy that combines a legacy key with a post-quantum key could remain vulnerable if the legacy branch can be satisfied by a recovered ECDSA or Schnorr key. Script designers would have to specify whether mixed policies are allowed and how an emergency recovery path is protected.

What happens to existing and lost coins?
Migration is straightforward only for coins whose owners can still sign and broadcast a transaction. Those owners could move balances from legacy outputs into a post-quantum output before any deadline or restriction.
Free tools Windows power users keep installed

The difficult cases are older P2PK outputs, reused keys, exposed Taproot keys, inactive wallets, provably abandoned balances, and keys held by people who cannot update their software. A consensus upgrade could take several approaches:
- Allow legacy spends indefinitely, accepting that exposed coins remain a quantum target.
- Restrict only new payments to vulnerable destinations while preserving legacy spending for a period.
- Set a predetermined sunset after which some ECDSA or Schnorr spends are no longer valid.
- Create a narrowly defined rescue mechanism, which itself could introduce new attack or governance risks.
None of these options has been adopted as Bitcoin-wide policy. The choice affects who can access old balances, how quickly users must migrate, and whether an attacker or a legitimate owner gets priority when both attempt to spend an exposed output.
How Bitcoin holders should interpret the proposals today
BIP 360 and BIP 361 are proposals, not activated rules. A wallet cannot make an existing balance quantum resistant merely by changing a label, and there is no generally available consensus switch that users can activate on their own.
- Track implementation status: Wait for a Bitcoin consensus proposal to specify activation conditions, supported script types, and migration deadlines. Do not treat a draft BIP as a live network rule.
- Avoid unnecessary key reuse: Reusing an address can leave a public key exposed across multiple balances and transactions. Fresh receiving outputs reduce the duration and scope of exposure under today’s schemes.
- Plan for software support: When a post-quantum output type is actually deployed, use wallet software that clearly identifies it and can construct and verify the new witness format.
- Move funds during any announced window: If a future upgrade sets a migration period, transfer controllable legacy balances before the relevant consensus restriction takes effect. Confirm the destination script and keep backups of the new signing material.
- Separate migration from marketing claims: A product described as secure, hardware-based, or encrypted is not evidence that it implements a Bitcoin consensus-approved post-quantum signature.
What NIST standards do—and do not—decide
The National Institute of Standards and Technology says three post-quantum cryptography standards have been released and can be implemented now. NIST also advises organizations to begin migration to quantum-resistant cryptography. Its initial public draft, NIST IR 8547, has a November 12, 2024 publication history entry.
Those standards are designed for general information systems. They do not select Bitcoin’s signature algorithm, define a Bitcoin address, or activate a consensus rule. Bitcoin developers would still need to evaluate a scheme’s security assumptions, implementation complexity, key and signature sizes, script integration, and long-term maintenance.

How large is the exposed-key problem?
BIP 361 reports that more than 34% of all bitcoin had revealed a public key on-chain as of March 1, 2026. That figure is a statement by the proposal’s authors; its underlying measurement was not independently verified in the cited material, so it should not be treated as an audited network statistic.
A Google Quantum AI paper estimated approximately 6.9 million BTC vulnerable under its own assumptions about script types and key reuse. That number is assumption-dependent and should not be read as a direct forecast of theft or as a count of coins that are currently recoverable by a quantum computer.
The practical risk depends on more than the total balance in exposed outputs. It depends on when a cryptographically relevant quantum computer exists, how quickly it can recover a key, which outputs are visible, how fast transactions propagate, and what consensus rules are active at that time.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsCurrent status and the decision Bitcoin still has to make
As presented in the cited materials, BIP 360 and BIP 361 remain proposals. They do not establish activation, final consensus language, a universal migration deadline, or a Bitcoin-wide decision about lost coins. The engineering task is only half of the problem; the network must also agree on who bears the cost of larger transactions, how quickly old outputs must move, and whether inaccessible balances can ever be spent.
Bitcoin becomes meaningfully quantum resistant only when a deployed consensus upgrade combines a post-quantum signature with output formats, wallet support, migration rules, and a clearly governed treatment of legacy keys. P2MR can reduce long exposure, and a BIP 361-style migration can reduce the number of vulnerable outputs, but neither alone closes the short-exposure attack or resolves the ownership and rescue dispute around old coins.
