Google targeting is primarily keyword- and search-network-based; Microsoft documents broader campaign or ad-group controls for age, time, device, gender, location, radius, and profile criteria. Neither platform has a directly comparable official statistic proving better conversion rates, reach, cost, or privacy.
For users, the practical differences are how clearly an ad is marked, whether the advertiser can be identified, what personalization data each company says it uses, and which account controls are available. For advertisers, the choice depends on search intent, partner distribution, audience controls, transparency requirements, and privacy governance rather than a blanket claim that one platform is always superior.
What the labels actually tell you
An ad label answers one narrow question: is this result paid placement? It does not, by itself, identify the company that paid, explain every targeting signal, or reveal how much the advertiser bid.

Google Search labels
Google says ads on its search results page appear with an Ad or Ads label. On partner sites, the label might read Ads by Google. The exact placement, typography, and surrounding disclosure can change as Google updates its results pages and as inventory differs by country or device. Google describes the conventions in About the Google Search Network.
Google’s own explanation is precise: “These ads appear with an ‘Ad’ or ‘Ads’ label on the search results page and might have an ‘Ads by Google’ label on partner sites.” A paid result can therefore look similar to an organic result in layout while still carrying a paid-placement marker.

Microsoft Advertising and Bing
“Bing ads” are documented under Microsoft Advertising. Microsoft’s public documentation emphasizes its Bing Ad Library, described as a transparency tool for viewing ads shown on Bing.com, rather than promising one identical label string on every search surface. Label appearance may vary by market, device, and Microsoft or partner inventory, so do not assume that a Bing result uses Google’s exact wording.
A label also is not the same thing as advertiser verification. To learn who is behind an ad, use the platform’s transparency or advertiser-information controls where available, not just the small marker beside the result.
How the two search networks distribute ads
Google Search and search partners
Google Search campaigns can serve on Google search results and, depending on campaign settings, on the Google Search Network’s partner sites. Advertisers may opt out of search partners. That means two people entering the same query can encounter different paid results if one impression is on Google itself and another is on an eligible partner property.
Search-partner inventory is relevant to both labeling and privacy interpretation: a partner placement may use the “Ads by Google” wording, and the partner context can affect the page design around the disclosure.
Microsoft Search Network
Microsoft Advertising distributes search ads across the Microsoft Search Network, Microsoft-owned sites, and selected traffic sources. The available surfaces and partner mix depend on geography, device, and current Microsoft inventory rules. A campaign report should therefore be read alongside its network and placement settings rather than treated as performance from Bing.com alone.
Because partner inventory and interface labels can change, advertisers should document the locations they enabled and users should verify the site or app where an ad appeared before comparing disclosures across platforms.

Targeting controls: keyword intent versus audience criteria
The most important structural difference is not a single setting but the starting point for targeting. Google Search is built around what a person searches for; Microsoft documents a larger set of explicit audience and delivery criteria that can be applied at campaign or ad-group level.
| Targeting dimension | Google Search | Microsoft Advertising | What it means in practice |
|---|---|---|---|
| Search intent | Keyword-led matching on Google Search, with campaign controls for network distribution | Search targeting within Microsoft’s network, combined with audience and delivery criteria | Google planning usually starts with query themes; Microsoft planning can layer those themes with more explicit audience filters. |
| Age | Not established in the cited Google Search Network documentation as a directly comparable core setting | Documented as an audience criterion at campaign or ad-group level | Microsoft gives advertisers a documented age-control option; do not infer identical implementation on Google from this comparison. |
| Time and day | Not stated in the cited source | Documented time targeting at campaign or ad-group level | Useful for schedules, but actual delivery still depends on eligibility, bids, budget, and local settings. |
| Device | Network and campaign controls exist, but the cited source does not establish a directly equivalent device specification | Documented device targeting | Compare the controls exposed in each account rather than assuming labels or options are identical. |
| Gender | Not stated in the cited source | Documented gender targeting | Use only where the criterion is lawful, appropriate, and supported by a clear business reason. |
| Location and radius | Google supports location controls, but the cited source does not provide a directly comparable specification here | Documented location and radius targeting | Radius settings can help local campaigns, but check how each platform interprets presence, interest, and excluded areas. |
| Profile or audience signals | Personalized ads may use interests and browsing activity, subject to policy limits | Microsoft documents profile-related criteria and personalization signals | Audience-based delivery is different from a keyword match and carries separate privacy and consent implications. |
| Search partners | Advertisers can opt out of Google search partners | Microsoft network and selected traffic sources vary by campaign and market | Network settings affect reach, reporting context, and where labels are seen. |
Microsoft’s detailed list is in Show ads to your target audience. The documentation covers age, time, device, gender, location, radius, and profile targeting at campaign or ad-group level. The existence of a control does not guarantee that every account, country, or regulated category can use it; platform eligibility and local law still apply.
Google’s search model remains keyword-led. Search partners can be included or excluded, but the cited Google documentation does not provide a one-to-one feature list matching Microsoft’s audience criteria. Treat “more targeting options” as a description of documented controls, not proof of better outcomes.
Personalization and privacy controls
What Google says it uses
Google says personalized ads can use interests and browsing activity. Its policies restrict targeting based on sensitive interests and categories, so advertisers cannot freely use every inferred characteristic. The details and available controls are explained in Personalized advertising.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsGoogle also says it labels ads and sponsored content, explains why a particular ad is shown, identifies information used, and provides controls for the ad experience. Those explanations are available through Google’s ad-information interfaces and My Ad Center. A user may be able to see an explanation or adjust personalization, but the controls do not turn every ad into a fully contextual, data-free placement.
What Microsoft says it uses
Microsoft says personalized advertising and experiences may use Bing searches, location, demographic information, interests, product usage, favorites, and other content. Its explanation for Edge browsing activity and personalization is published at Microsoft Edge browsing activity for personalized advertising and experiences.
Microsoft provides account-level controls through its privacy dashboard. The exact switches and wording can change by country, account type, browser, and product surface. Turning off a personalization option generally changes how ads are selected; it does not mean that all advertising disappears or that basic delivery information is never processed.

How to compare privacy without overclaiming
“More private” is not a single measurable property. A meaningful comparison separates at least four questions:

Google and Microsoft describe overlapping categories—such as searches, interests, location, and demographics—but the names, defaults, retention practices, legal bases, and controls can differ by jurisdiction. The official material cited here does not support a universal ranking of one platform as safer or more private.
Can you see who paid for a search ad?
Google: verification and Ads Transparency Center
Google’s advertiser-verification program and Ads Transparency Center are designed to expose advertiser identity, location, and ad history. Depending on the ad and region, an information panel may show who the advertiser is, why the ad was selected, or related account details. Google’s verification explanation is at Advertiser verification.
Identity disclosure is broader than the word “Ad.” An agency, reseller, parent company, or local franchise may appear differently from the brand name visible in the headline. If the identity matters—for example, a financial, political, health, or employment claim—open the ad-information panel and check the advertiser record rather than relying on the display URL.
Microsoft: Bing Ad Library
Microsoft describes the Ad Library as “a public transparency tool that allows you to view all ads shown on Bing.com.” The searchable library can be used to look up ads by advertiser or ad text and inspect available details through Microsoft’s documentation and API at Microsoft Ad Library API.
The important qualification is geography: Microsoft positions the Ad Library primarily as an EEA transparency mechanism. Its coverage is therefore not equivalent to Google’s global-facing advertiser-verification and transparency tooling. An ad that cannot be found in the library is not automatically fraudulent; it may be outside the library’s geographic or inventory scope, may have expired, or may not match the search terms used.

How to inspect an ad as a user
On Google Search
- Look for the Ad, Ads, or, on a partner property, Ads by Google marker.
- Open the ad’s information control, often shown as an options or “Why this ad?” icon near the result.
- Read the advertiser name and any verification or location information shown.
- Use My Ad Center to review personalization explanations and change available ad settings.
- If the result appeared on a partner site, note that site separately; partner context can differ from google.com.
On Bing or another Microsoft surface
- Record the page or app where the ad appeared and the exact ad text.
- Use the visible ad-information control, if the surface provides one, to inspect the advertiser details.
- Search the same advertiser or wording in the Bing Ad Library when the library covers your region and the ad type.
- Check Microsoft’s privacy dashboard and Edge personalization settings if you want to reduce interest-based personalization.
- Save a screenshot or URL before reporting a suspicious ad; ads can rotate or disappear from the results page.
These steps distinguish three different pieces of evidence: the paid-placement label, the advertiser’s identity, and the data controls governing personalization.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Choosing a platform as an advertiser
There is no official, directly comparable figure in the cited sources for current cost per click, total reach, conversion rate, or privacy risk. Select a platform by matching its documented behavior to your campaign requirements.
| Business need | Questions to ask | Relevant platform evidence |
|---|---|---|
| Capture explicit search demand | Are your customers expressing intent through distinctive queries, and can you build and maintain a useful keyword set? | Google Search is explicitly keyword-led; Microsoft also serves search demand within its network. |
| Use demographic and delivery controls | Do age, gender, device, schedule, location, radius, or profile criteria materially change eligibility? | Microsoft documents these controls at campaign or ad-group level; verify availability for your market and category. |
| Extend beyond the core search engine | Are partner impressions acceptable, and can you evaluate them separately? | Google search partners can be opted out of. Microsoft distribution includes its network, Microsoft sites, and selected traffic, subject to settings and market. |
| Meet transparency obligations | Must customers, regulators, or internal reviewers identify the advertiser and inspect ad history? | Google offers advertiser verification and the Ads Transparency Center. Microsoft offers the Bing Ad Library, with primarily EEA-focused coverage. |
| Minimize personalization | Can the campaign work with contextual search intent and limited audience signals? | Review each platform’s policy, audience settings, consent requirements, and reporting before launch. |
| Compare performance fairly | Can you separate brand, non-brand, device, geography, network, and partner traffic? | Use matched dates, equivalent conversion definitions, consistent attribution, and network-level reporting; do not infer superiority from a headline metric. |
A practical test plan
- Define one conversion event and one attribution window before buying traffic.
- Build comparable brand and non-brand campaigns, keeping geography, schedule, device coverage, and landing pages as similar as each platform permits.
- Run Google Search partners as a separately reported choice, or opt out if partner traffic is outside the test.
- Record Microsoft network and audience settings, including any age, gender, radius, profile, or schedule filters.
- Annotate changes to bids, budgets, consent banners, landing pages, and policy status.
- Evaluate qualified conversions, lead quality, invalid traffic, and incremental value—not only clicks or average CPC.
This method avoids a common error: comparing Google traffic that includes one network mix with Microsoft traffic that includes another, then attributing every difference to the brand of search engine.

Common interpretation errors
“The label proves the advertiser is trustworthy”
It does not. The label establishes paid placement. Review advertiser information, the landing-page domain, claims, contact details, and applicable verification records separately.
“A missing Bing Ad Library result means the ad was fake”
Not necessarily. Microsoft’s documented library scope is primarily EEA-focused, and coverage can depend on geography, surface, ad status, and search wording.
“Personalized ads mean the company knows everything about me”
Personalization descriptions identify categories of signals a company may use; they do not prove that every signal was used for a particular impression. Open the platform’s explanation and account controls for the specific ad.
Best Value
“More audience controls always produce better campaigns”
Additional filters can reduce eligible impressions, introduce bias, or make reporting harder. Use a criterion only when it has a defensible business purpose and you can measure its effect.
“Google is always cheaper, or Microsoft is always more private”
The official sources supplied for this comparison publish no directly comparable current statistic for CPC, reach, conversion rate, or privacy risk. Results depend on query mix, competition, geography, settings, creative, landing page, consent, and measurement.
What can change by country, product, or date
- Ad labels and information icons can differ between Google Search, partner sites, Bing.com, Edge, apps, and syndicated inventory.
- Audience criteria can be unavailable or restricted for regulated products, small audiences, or particular jurisdictions.
- Privacy dashboards and default personalization settings can vary by account type, age, browser, and local law.
- Transparency libraries may cover only particular regions, ad formats, or active periods.
- Network names, partner eligibility, and reporting dimensions can change as platforms revise their products.
When documenting a campaign or investigating an ad, capture the country, date, device, surface, query, visible label, advertiser name, and settings. That context is necessary to reproduce what a person actually saw.
Bottom line for readers and advertisers
Google offers a clearly documented “Ad,” “Ads,” or partner-site “Ads by Google” convention, plus advertiser verification and a broad transparency center. Microsoft Advertising gives advertisers documented age, time, device, gender, location, radius, and profile controls and provides a Bing Ad Library, but that library’s primarily EEA scope limits direct comparison with Google’s transparency coverage. Both companies describe personalization based on combinations of search activity, interests, location, demographics, and product use, with account-level controls that vary by market.
Use the label to recognize paid placement, the advertiser-information tools to identify who is responsible, and the privacy dashboards to manage personalization. Choose a buying platform only after comparing network distribution, targeting needs, transparency obligations, and measured business outcomes under equivalent conditions.
