Bing Image Creator Refused Some Prompts for Photorealistic Women in 2023. What the Reports Show

In 2023, a report described Bing Image Creator refusing a request for a “photorealistic image of a woman,” and users also reported seeing “Unsafe image content detected” on some prompts involving women. Those reports document particular refusals—not a confirmed blanket ban, a finding about why the system blocked them, or proof that the same prompts fail today.

What happened in the 2023 reports?

Futurism reported that a prompt for a “photorealistic image of a woman” was refused by Bing Image Creator. The story also described other reports of refusals involving women. Separately, a user posting to Microsoft Q&A on December 2, 2023 said prompts describing a chubby woman produced the message “Unsafe image content detected.” Other users later described similar frustrations.

These are a reported test and individual user accounts, not a representative study. They show that some people encountered refusals; they do not establish how often it happened or whether the same prompts would be refused now.

Does Microsoft’s written policy ban women or photorealistic images?

No such blanket ban appears in Microsoft’s published Bing Image Creator policy. The policy lists categories of content it prohibits, including adult content, non-consensual intimate activity, graphic violence, hate speech, bullying and harassment, and specified deceptive or harmful content. It does not list women or photorealism as prohibited categories. Microsoft’s Bing Image Creator Content Policy, last updated October 10, 2022, says: “We prohibit the use of Image Creator to produce content that can inflict harm on individuals or society.”

A written policy and an individual moderation outcome are different things. The policy describes what Microsoft says it prohibits; the reports describe prompts that users say were blocked. The policy does not explain the specific refusals in those accounts.

How does Microsoft describe Image Creator’s moderation?

Microsoft’s August 2024 EU Digital Services Act risk assessment describes prompt classifiers and content filters used with Bing generative features. It says the system uses hard blocklists for certain protected, politically charged, degrading or sensitive terms, and a soft blocklist for lawful terms that may lead to harmful outputs. Microsoft describes the intended mechanism this way: “When Image Creator from Bing’s system detects that a potentially harmful image could be generated by a prompt, it blocks the prompt and warns the user.” The report also says Microsoft monitors its interventions to avoid overblocking.

This account offers context for how a prompt may be refused, including the possibility of an overly broad intervention. It does not identify which classifier, term, or rule—if any—caused the 2023 refusals, nor does it establish that those particular outcomes were overblocking.

What can users conclude—and what remains unknown?

  • Established: In 2023, a news report and individual users described refusals on some prompts involving women.
  • Not established: The available sources do not show that Bing categorically refuses images of women, treats women as inherently unsafe under its written policy, or blocks photorealism as a category.
  • Not established: The reports do not prove that bias in training data, a particular classifier, or any specific cause produced the refusals.
  • Not measured: The sources provide no representative refusal rate for prompts depicting women and no reliable statistic on how prevalent the issue was.
  • Unknown today: Microsoft’s current user-facing Bing Image Creator page says potentially harmful prompts may be blocked and offers a way to report unexpected or offensive content. The sources do not establish whether the exact prompt in the 2023 report is refused as of October 7, 2026.

Microsoft’s Photos app has a separate Responsible AI FAQ describing that app’s Image Creator safeguards. It concerns a related Microsoft feature, but is not evidence that Bing uses identical models, controls, or behavior.

What to do if your prompt is blocked

A refusal message indicates that the service blocked a prompt; by itself, it does not explain which part triggered the decision. If you believe a refusal is unexpected, Microsoft’s Image Creator page provides a reporting route. You can describe the prompt and the message you saw without assuming that the result proves a general rule about women or about photorealistic images.
