An incoming international deposit can remain pending until the user completes the questionnaire and may sometimes be returned. Binance describes this as a transfer-classification requirement—not a general request for documents proving where funds originated.
Who Binance says will be affected
Binance’s FAQ, published on 2 October 2026, says the requirement applies to individual and corporate users in Brazil who send crypto outside Brazil or receive it from outside Brazil, including transfers involving their own accounts abroad. Binance defines residence by where an individual lives or where a legal entity is domiciled or registered. The exchange says it will report the operations to Brazil’s Central Bank monthly. Binance says domestic transfers between Brazilian residents are not affected, including transfers to a Brazilian exchange. The deciding distinction is whether the counterparty is a non-resident, not simply whether the transfer is a deposit or withdrawal.

What information the questionnaire asks for
- Transfer purpose: choose a Central Bank classification code that reflects the actual reason for the transfer. Binance lists examples such as moving assets to your own account, buying or selling goods, paying for IT or business services, making a donation, or funding international travel.
- Counterparty type: identify whether the other party is an individual, company, financial institution, NGO, or another listed type.
- Economic-group relationship: corporate-account users must say whether the counterparty company belongs to the same economic group. Binance does not list this as a question for individual accounts.
Binance’s description does not say that users must submit general source-of-funds documents as part of this questionnaire. It asks users to classify the transaction and identify the counterparty.

What happens on an international deposit or withdrawal
Incoming deposits
For an incoming international deposit, open the pending-credit transaction on Binance’s crypto deposit page and complete the questionnaire, including the information identifying the sender. Binance says it credits the deposit after the information is provided. Until then, the deposit may stay pending; in some cases, Binance says, it may be returned to its originator.
Outgoing withdrawals
Binance says users cannot submit an international withdrawal without first completing the form. The questionnaire applies to every international deposit and withdrawal, rather than only transactions above a stated minimum.

How the process differs by wallet or account
- Your own self-hosted wallet: Binance says you must confirm ownership. It says no transfer-purpose selection is required for this case.
- Your own account at a foreign exchange: Binance says the purpose is pre-filled and counterparty information is completed automatically, subject to your confirmation.
- Another person or organization: provide the applicable purpose and counterparty details requested in the questionnaire.
Purpose-code choices and the transaction limit
Binance says the purpose-code list depends on the value of each transaction. Its FAQ describes a simplified list of 10 codes for transfers of up to US$50,000 equivalent and a complete list of 96 codes for transfers above that threshold. For transactions over US$50,000, Binance says there is no generic “others” choice; users must select the applicable purpose code. The threshold is per transaction, according to Binance.
Binance also describes a separate limit: international crypto transfers involving counterparties that are not institutions authorized to operate in Brazil’s foreign-exchange market are limited to US$100,000 per transaction. The FAQ says that limit may be replaced by US$500,000 in the near future, but describes that higher amount as not yet in effect. These figures are Binance’s account of its implementation; they should not be treated as legal advice or as confirmation that a proposed future limit has taken effect.

Why Binance says it is making the change
Binance attributes the procedure to Resolution BCB No. 521/2025, which it says amends Resolution BCB No. 277/2022 and brings international virtual-asset transfers within Brazil’s foreign-exchange framework. The operational details above describe Binance’s stated process; they are not an independent legal interpretation of the resolution.

Binance says the Brazil questionnaire is not its implementation of the Travel Rule. It describes the current change as related to Central Bank foreign-exchange rules for virtual assets, and says the Travel Rule will be introduced separately in phases for domestic and international transfers in 2027 and 2028. Those are Binance’s stated plans and may change.
