These are defined places outside protected-area systems where governance and management deliver lasting biodiversity benefits, even when conservation is not the site’s main purpose. The approach could bring Indigenous, community, farming and privately managed lands and waters into the 30-by-30 effort—but only where rights, evidence, funding and adaptive management are real.
What is an OECM?
An OECM is a geographically defined area that is not formally designated as a protected area but is governed and managed in a way that produces positive, sustained biodiversity outcomes. Conservation can be a secondary result rather than the reason the place was created.

That distinction matters. A site does not qualify simply because it contains wildlife, has cultural significance or appears on a map as a valuable habitat. Its decision-making arrangements and management must demonstrably maintain biodiversity over the long term.
Places that may fit the model
The review Other Effective Area-Based Conservation Measures (OECMs) in Global Area-Based Conservation, published in Annual Review of Environment and Resources on 15 October 2026 (DOI: 10.1146/annurev-environ-121124-060839), describes possibilities including sacred grounds, pastoral lands, orchards, surf breaks, underground systems and thermal vents. The range shows why OECMs are broader than a conventional park category: a working landscape or seascape can support livelihoods or cultural practices while also sustaining important species and ecosystems.

How OECMs fit the 30-by-30 target
Target 3 of the Kunming-Montreal Global Biodiversity Framework calls for at least 30% of terrestrial and inland-water areas and at least 30% of coastal and marine areas to be effectively conserved and managed by 2030. The target covers both protected areas and OECMs, and says those systems should be ecologically representative, well connected, equitably governed and integrated into wider landscapes, seascapes and the ocean.
OECMs therefore expand the potential conservation estate without treating every non-park parcel as protected. They can help countries recognize effective stewardship that already exists, particularly where biodiversity is maintained through customary rules, local institutions or private management rather than a national-park agency.
Protected areas and OECMs are not interchangeable
| Comparison point | Protected area | OECM |
|---|---|---|
| Primary purpose | Conservation is the stated purpose of designation. | Another purpose may come first, but management must still deliver sustained biodiversity outcomes. |
| Governance | Government, private, shared, Indigenous or local-community governance can apply, depending on the designation. | The same range of governance types is possible; affected people must be able to participate meaningfully and decision-making authority must be respected. |
| Evidence | Designation establishes the legal category, while effectiveness still requires management and monitoring. | Recognition depends on evidence that biodiversity benefits are positive, durable and linked to management. |
| Connectivity and representation | Sites are expected to contribute to ecological networks and represent important ecosystems. | The site should also add value to connectivity, representation or areas important for biodiversity, rather than merely increase a national total. |
| Rights and livelihoods | Rights, customary tenure and benefit sharing must be addressed in governance. | Recognition must support customary tenure, sustainable use, local decision-making and fair distribution of conservation costs and benefits. |
| Climate resilience | Plans need to account for shifting habitats and species ranges. | Management must be able to adapt as ecological conditions move, or the claimed outcome may not persist. |
Can Indigenous and community lands count?
They can, but neither Indigenous nor community ownership automatically makes an area an OECM. The relevant question is whether the people responsible for the land or water have effective governance and management that sustain biodiversity, and whether recognition is based on consent, rights and evidence rather than only on the area’s location.

That means documenting who makes decisions, how customary rules operate, what activities are permitted, how conflicts are handled and who receives benefits. Conservation obligations should not be imposed in ways that weaken tenure or remove local authority. Support for monitoring, enforcement and livelihoods is part of whether the arrangement can endure.
How to test whether an OECM is actually working
Recognition is a starting point, not a performance certificate. A credible assessment should answer these questions:
- Is the area clearly defined? Boundaries, ecological features and the responsible governing body should be identifiable.
- Who has authority? Governance should be legitimate, transparent and inclusive of people affected by management decisions.
- What biodiversity outcome is expected? The claim should specify the species, habitats, ecological processes or cultural-biodiversity relationships being maintained.
- What evidence shows a benefit? Baselines, repeat observations and appropriate ecological indicators should demonstrate that outcomes are positive and sustained, not just that wildlife was present once.
- Are threats being managed? The plan should address extraction, invasive species, pollution, overuse, fragmentation and other pressures relevant to that site.
- Can management change? Rules, funding and responsibilities must allow adjustments when monitoring shows that conditions or species distributions have changed.
- Are costs and benefits fair? Stewards need adequate support, and recognition should not shift conservation costs onto communities without safeguards or compensation mechanisms.
What governments are measuring
Convention on Biological Diversity monitoring guidance includes an indicator for protected-area and OECM coverage. It separates protected-area coverage from OECM coverage and can be reported by terrestrial, inland-water and marine realms, areas important for biodiversity, effectiveness levels and governance type.

Coverage is a policy measure, not the same thing as ecological success. The review does not provide a single global percentage for OECM ecological effectiveness, nor a quantified estimate of how many recognized OECMs are durable. National totals should therefore be read alongside site-level evidence and effectiveness assessments.

Species and habitats can shift beyond the boundaries that were useful when a site was first recognized. An OECM that protects a habitat today may fail to maintain its biodiversity outcome if water temperatures, rainfall, fire regimes or land use change.
Climate-resilient recognition requires connected landscapes and seascapes, monitoring that can detect movement and management rules that can be revised. Fixed area totals may remain unchanged while the ecological value inside them declines, so persistence has to be tested over time.

What the new review adds
The University of Exeter-led team—including researchers from the University of Exeter, Jersey International Centre for Advanced Studies, the University of Kent, Manchester Metropolitan University and the University of Gibraltar—traced how OECMs moved from an emerging policy idea into practical national and local use.
Lead author Catherine Wensink, Executive Director of the UK Overseas Territories Conservation Forum and a PhD researcher at the University of Exeter and Jersey International Centre for Advanced Studies, said countries had already begun putting OECMs into practice rather than waiting for every global debate to be settled. She described the research as a way to follow the idea from international policy to the realities of a small, biodiverse Caribbean island.
Co-author Julia E. Fa, a professor at Manchester Metropolitan University and the University of Gibraltar, said OECMs can recognize conservation rooted in people’s everyday relationships with land and water, but that success depends on support for stewards, respect for their rights, evidence of sustained biodiversity and management that can adapt.
Best Value
A peer-reviewed East African case study provides the wider rationale: formal protected areas and wildlife policy cover only a small fraction of national biodiversity, while much biodiversity occurs in human-dominated landscapes undergoing rapid change. That finding supports looking beyond parks, but it is not a universal percentage for every country.
What this means for the next phase of conservation
OECMs give governments a way to recognize effective conservation in places that cannot or should not be converted into national parks. Their credibility will depend on whether reported areas have accountable governance, secure rights, adequate support, ecological monitoring and a realistic plan for changing conditions. Counting hectares without those safeguards can improve a statistic while leaving biodiversity and the people who steward it no better protected.
