Start with your local water provider’s rules, then stop leaks before buying equipment. Western drought restrictions can change quickly and differ by city, county, utility, and drought stage. Compliance keeps water available for firefighting, health care, and businesses. At home, the fastest sequence is to find hidden leaks, reduce everyday indoor demand, then adjust landscaping and irrigation to local conditions. WaterSense-labeled fixtures and properly scheduled irrigation controls can lower recurring use, but rebates, installation requirements, and allowed watering times must be confirmed with your own utility.

1. Check local restrictions before changing how you use water

National guidance cannot tell you whether your address may water on certain weekdays, use a hose, fill a pool, operate an evaporative cooler, or install a rainwater or greywater system. Those details are set by local utilities, cities, counties, and state agencies. Look for the current drought stage, watering-day calendar, time-of-day limits, exemptions for newly planted landscapes, rules for fixing leaks, and penalties for violations. Recheck the notice whenever the drought stage changes; a schedule that was legal last month may not be legal now.

Follow mandatory restrictions even if your household has a private well or a large storage tank unless the rule expressly exempts it. Voluntary conservation requests are also worth following because reducing peak demand helps utilities protect reservoirs and maintain pressure for critical services. Save a copy or screenshot of the current notice so everyone in the household can follow the same schedule.

2. Stop the largest preventable loss today

Use the meter to screen for hidden leaks

  1. Turn off faucets, showers, ice makers, washing machines, irrigation, and any appliance that uses water.
  2. Write down every digit on the water meter, or photograph the display.
  3. Wait about two hours without using water and read it again.
  4. Any change indicates flow somewhere in the plumbing. Repeat the test overnight if the display is difficult to read.

A winter bill can provide a second check. The U.S. Environmental Protection Agency says a four-person household using more than 12,000 gallons in a winter month, when there is no outdoor use, likely has a serious leak. Compare the current bill with the same month last year rather than with a summer bill, because seasonal irrigation can otherwise hide an indoor problem.

Test toilets for silent leaks

  1. Remove the tank lid and add a few drops of food coloring to the tank water.
  2. Do not flush for about 10 minutes.
  3. Color appearing in the bowl means water is bypassing the flapper or another tank component.

EPA household guidance gives a striking example: a leaky toilet can waste 200 gallons of water per day. A separate EPA WaterSense drought factsheet says leaks can waste nearly 1,000 gallons per month. These are different illustrative estimates, not a universal rate; actual loss depends on the leak and how long it runs. A worn flapper is a common, relatively simple repair. If replacing it does not stop the leak, have the fill valve, overflow tube, and tank-to-bowl seal checked.

Inspect every visible connection

Check faucet spouts, showerhead joints, hose bibs, supply valves, washing-machine hoses, water-softener connections, and irrigation valves for drips or wet surfaces. Look for sprinkler sprays hitting sidewalks, puddles that remain after a cycle, and damp spots near the foundation. A leak detector or whole-home flow monitor can alert you to continuous flow, but it cannot replace a physical inspection and may require compatible plumbing, electrical power, or internet service.

3. Cut indoor demand without a remodel

Change routines that run every day

  • Take shorter showers and turn the faucet off while brushing teeth or shaving.
  • Run the dishwasher only with a full load. Scrape food into the trash or compost rather than continuously running a disposal.
  • Run the clothes washer with full loads and select a load-size setting when a partial load is unavoidable.
  • When hand-washing dishes, fill a basin for washing and another for rinsing instead of letting the tap run.
  • Keep a pitcher of drinking water in the refrigerator so you do not run the tap waiting for it to become cold.

These actions cost nothing and work immediately. Assign one person to check the meter and bills each month so a gradual increase is noticed before it becomes an expensive leak.

Replace a showerhead when the existing one leaks or is due for replacement

Standard showerheads use 2.5 gallons per minute (gpm). A WaterSense-labeled showerhead uses no more than 2.0 gpm while meeting the program’s performance criteria. EPA estimates that an average family could save 2,700 gallons per year by installing a labeled showerhead. EPA also reports that showering represents nearly 17% of residential indoor water use, or nearly 40 gallons per day for a typical household. Check the label’s certified flow rate, spray performance, connection size, and whether the head includes a pause feature before buying. Clean mineral scale from the shower arm and screen first; a restricted old head can make a replacement appear weaker than it is.

Choose efficient faucets and repair the ones you have

Fix a dripping faucet before adding an aerator. For a kitchen-faucet replacement, EPA maintenance guidance gives 1.5–1.8 gpm as an efficient range. Verify that the aerator fits the faucet thread and that the flow is adequate for filling pots and rinsing. Bathroom faucets often need less flow than kitchen fixtures, so select a certified product appropriate to the task rather than using one flow rate everywhere.

Replace toilets when repair is no longer sensible

Repair a flapper or fill valve when the bowl test identifies a small, accessible failure. When the bowl, tank, or flush mechanism needs replacement, compare WaterSense-labeled toilets. EPA says labeled fixtures use at least 20% less water than standard models while providing equivalent performance. Confirm rough-in dimensions, bowl shape, seat height, supply-line location, and local plumbing-code requirements before ordering. A toilet that does not fit the existing flange can turn a water-saving purchase into a costly installation problem.

4. Compare upgrades on four practical axes

Do not judge an upgrade by flow rate alone. Compare the water saved, up-front cost, installation and compatibility, and local rebate availability. EPA materials do not establish a universal purchase price or payback period, so calculate those from local prices and your household’s use.

Upgrade Water-use evidence Installation and compatibility checks Cost and rebate questions
WaterSense-labeled showerhead No more than 2.0 gpm versus 2.5 gpm for a standard head; EPA estimates 2,700 gallons saved per average family per year. Check shower-arm threads, spray performance, mineral buildup, and whether a pause feature is permitted by local code. Price is not stated in EPA guidance. Ask the utility whether this model and purchase date qualify.
Toilet repair Stops loss from a leaking flapper, fill valve, or seal; loss varies by leak. Match the replacement part to the toilet model and confirm the shutoff valve works. Usually a parts decision rather than a fixture replacement; local programs may have separate repair rules.
WaterSense-labeled toilet At least 20% less water than standard models under the WaterSense program. Verify rough-in, bowl dimensions, supply connection, flush performance, and code compliance. Price and rebate amount vary by retailer and utility; confirm eligibility before purchase.
Faucet aerator or efficient faucet EPA maintenance guidance cites 1.5–1.8 gpm for a kitchen-faucet replacement. Match thread type, swivel clearance, sprayer arrangement, and the task’s required flow. Check whether the utility recognizes aerators, complete faucets, or only labeled products.
Leak detector or flow monitor Does not save water by itself; it can reveal continuous or unusual flow sooner. Check pipe size, installation location, power, Wi-Fi, app support, and whether a plumber is required. Hardware and service fees are not established here. Ask about utility incentives and data requirements.

5. Redesign outdoor use for the local climate

Replace thirsty areas thoughtfully

Choose plants adapted to your western climate, soil, sun exposure, and frost conditions. Replace water-intensive turf where practical, but plan for establishment: a new drought-tolerant planting may need regular irrigation while roots develop. Group plants with similar water needs so one zone does not overwater drought-adapted plants to satisfy a thirstier species. Use mulch to reduce evaporation and moderate soil temperature, keeping it away from trunks and siding.

Before removing turf, check local restrictions, rebates, and disposal requirements. A landscape conversion that qualifies in one service area may not qualify next door. Include mature size, maintenance, shade, wildfire considerations, and replacement cost in the design rather than choosing plants solely from a drought-tolerant list.

Schedule irrigation for weather and soil

Water in the morning or evening when temperatures are cooler, but obey any local time-of-day rule even if it differs from this general practice. Adjust run times after rain, during heat waves, and when soil moisture is adequate. Shorter cycles with soak periods can reduce runoff on sloped or compacted soil. Hand-check a sample of each zone: probe the soil, inspect plant stress, and look for water leaving the root zone.

Repair overspray and distribution problems

Run each sprinkler zone briefly while watching heads, valves, hoses, and emitters. Replace broken nozzles, straighten tilted heads, repair cracked lines, and correct sprays that hit pavement or walls. A pressure problem can cause misting or poor coverage; changing nozzles without diagnosing pressure may increase waste. Fixing a valve that does not shut completely can prevent a slow, continuous loss between cycles.

6. Decide whether an irrigation controller is worthwhile

WaterSense weather-based controllers use local weather information to adjust schedules. Soil-moisture-based controllers wait for a measured moisture threshold before allowing irrigation. Either can reduce needless cycles when configured correctly, but neither compensates for broken equipment or an incorrect zone map.

Controller approach Best fit Questions to ask before buying
Weather-based Homes with several zones and changing temperature, wind, or rainfall. Which weather source does it use? Does it work with the existing valves and wiring? Is internet service required? Can schedules be overridden during restrictions?
Soil-moisture-based Landscapes where soil conditions vary and a sensor can be installed in a representative root zone. Where will the sensor go? Can it be calibrated for local soil and plant type? How does it handle multiple zones with different moisture needs?
Basic timer Simple landscapes that a resident can inspect and adjust frequently. Does it support multiple start times, seasonal adjustment, and a rain-delay function? Who will update it after weather changes?

Look for the WaterSense label when a controller is eligible in your area. Ask the utility whether the exact model, installation method, and documentation are accepted for a rebate. Keep manual control available so you can comply immediately if the utility changes watering days or imposes a no-watering period.

7. Use rebates without assuming you qualify

EPA’s WaterSense Rebate Finder lists partner programs for labeled toilets, showerheads, faucets, irrigation controls, and conservation services. The finder is a starting point, not a promise of payment. A utility may limit rebates to certain service addresses, brands or models, purchase dates, contractors, quantities, or drought stages. Some require preapproval, photographs, invoices, proof of disposal, or inspection.

  1. Identify your water provider from the bill and open its current conservation or rebate page.
  2. Check the utility’s terms against the exact WaterSense product model and certification.
  3. Confirm whether preapproval is required before purchase or installation.
  4. Keep the itemized receipt, model number, proof of address, and any required installation records.
  5. Submit by the stated deadline and retain confirmation until the payment is issued.

Because programs and funds change, verify terms immediately before ordering. A product can remain WaterSense labeled while a local rebate ends or changes amount.

8. A practical drought action plan

Today: stop losses

  1. Read the meter with all water off, wait about two hours, and read it again.
  2. Compare this bill with the same month last year; investigate winter use above 12,000 gallons for a four-person household with no outdoor use.
  3. Perform the food-coloring toilet test and repair the flapper or fill valve if needed.
  4. Walk the house and yard looking for drips, wet spots, sprinkler overspray, and hose-bib leaks.
  5. Record the current meter reading and photograph any repair before-and-after results.

This week: lower indoor demand

  1. Install a WaterSense-labeled showerhead when the existing head leaks, performs poorly, or is due for replacement.
  2. Repair leaking toilets; choose a WaterSense-labeled toilet when the fixture itself needs replacement.
  3. Fit a suitable aerator or efficient faucet, using the 1.5–1.8 gpm kitchen range as a reference.
  4. Set a household rule for shorter showers, closed taps while brushing, full laundry and dishwasher loads, and basin dishwashing.
  5. Recheck the meter after repairs to verify that the unexplained flow has stopped.

This season: cut outdoor use

  1. Read the current watering schedule and mark allowed days and times on the controller.
  2. Inspect every sprinkler zone for leaks, overspray, broken heads, and runoff.
  3. Group plants by water need, mulch exposed soil, and replace practical areas of high-water turf with climate-appropriate plants.
  4. Adjust cycles for weather and soil moisture; pause after meaningful rain.
  5. Evaluate a WaterSense weather-based or soil-moisture-based controller only after mapping zones and confirming compatibility and rebate rules.
  6. Check local requirements before installing rainwater or greywater equipment.

9. Measure results and troubleshoot setbacks

Use the same comparison each month: gallons per billing period, weather, household occupancy, irrigation days, and any guests or unusual events. A lower bill is useful evidence, but a meter reading during a no-use test is better for detecting continuous flow. If indoor use falls but the bill does not, inspect irrigation, pool-fill systems, water softeners, and automatic appliances. If a new fixture seems to save less than expected, verify its certified flow rate, confirm it is not leaking at the connection, and check whether another fixture is running simultaneously.

When plants wilt after reducing irrigation, check soil moisture and root depth before adding time. Wilting can reflect transplant shock, heat, disease, or a clogged emitter rather than an inadequate whole-yard schedule. Conversely, lush growth beside a sidewalk, algae, or persistent puddles signals overwatering or a distribution fault. Correct the equipment and zone design before simply extending run times.

Keep records of repairs, model numbers, meter readings, and rebate submissions. They make recurring problems easier to diagnose and provide the documentation a utility may request. Recheck restrictions, rebate terms, and product availability at least monthly during an active drought because national EPA guidance cannot establish the rules for any particular western community.

The Bottom Line

Follow your local restrictions, test for leaks before spending money, then combine efficient fixtures, water-saving routines, climate-appropriate landscaping, and carefully scheduled irrigation. Confirm compatibility and rebate terms with your utility because local rules and programs change.
