1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsThe most resilient payment setup for a trip to mainland China is three-layered: prepare Alipay or Weixin Pay with an eligible overseas card, carry the physical card, and keep some Chinese yuan (RMB) cash. QR payments are convenient and widely used, but a linked card does not guarantee that every merchant or service will accept the wallet. Direct card acceptance depends on the network displayed at checkout and the merchant’s terminal, while cash remains a recognized fallback.
This guide explains how each method works, what to set up before departure, current fee and limit guidance, where transport rules differ by city, and how to recover when a payment fails. Hong Kong and Macao have different payment arrangements and are outside this guide’s scope.

Which payment method should you use?
Use mobile wallets for QR-code purchases, a physical bank card wherever the merchant displays your network, and RMB cash for backup. Treat the methods as complementary rather than competing options: a wallet can work when a shop does not handle international cards, a card can work when a QR flow is unavailable, and cash can bridge an outage, an issuer decline, or a transport rule that excludes your preferred app.
Recommended Free Tools
| Method | Best use | What can prevent acceptance | Fallback value |
|---|---|---|---|
| Alipay or Weixin Pay linked to an overseas card | QR-code purchases at shops, restaurants, taxis and other participating services | Issuer rejects the linkage; card network is unsupported; merchant or service does not accept that wallet; app, identity or connectivity problem | High when the account and card are working, but still carry the physical card and cash |
| Physical overseas bank card | Merchants and ticket offices whose terminals display your card network | Merchant does not accept the network, terminal failure, offline or online authorization decline | Useful backup to a wallet; acceptance is merchant-specific |
| RMB cash | Small purchases, emergencies, and locations without a suitable card or QR route | Merchant may lack change; carrying large amounts is inconvenient; exchange or ATM access may be limited at a particular time | Highest independence from app and network outages |
Official national guidance describes overseas visitors as having options ranging from mobile payments to bank cards and cash. It does not establish that any one method works everywhere, so plan for at least two methods and keep them available separately.

How mobile wallets work for visitors
Alipay and Weixin Pay use QR-code flows. Depending on the merchant, you either scan the merchant’s code with the app or display your own payment code for the cashier to scan. The payment is then charged to a linked funding source, such as an eligible overseas card. A wallet account is not the same thing as direct card acceptance: the merchant is accepting the wallet transaction, not necessarily your card network at its terminal.
Alipay setup
- Install the official Alipay app and register with an international or local phone number or with email, as supported by the visitor guidance updated by Tianhe on March 30, 2026.
- Complete identity verification using your passport when the app requests it.
- Open the wallet’s bank-card or payment-method settings and add an eligible overseas card. Tianhe’s guide lists Visa, Mastercard, JCB, Diners Club and Discover for Alipay.
- Complete any verification requested by Alipay and your card issuer. A successful card addition means the account is configured; it does not guarantee approval of every later payment.
- Learn both payment gestures before travel: scan a merchant QR code and open your payment code for a merchant to scan. Menu names and prompts can change with app versions, so follow the current labels shown in your app.
Weixin Pay setup
- Install Weixin, create or sign in to your account, and open the wallet or payment settings.
- Provide the identity information requested, using your passport where the app asks for identity verification.
- Add an eligible overseas card. Tianhe’s visitor instructions list Visa, Mastercard, American Express, JCB, Diners Club and Discover for Weixin Pay.
- Confirm the card through the issuer’s authentication flow if prompted, then test the payment interface without making an unnecessary purchase.
- Practice scanning a merchant code and presenting your own payment code. The Tianhe page contains a minor wording inconsistency, referring to an “Alipay account” in one Weixin card-linking instruction; use the current in-app flow and confirm the card details displayed before relying on it.
Official national guidance names Alipay, WeChat Pay and UnionPay among available mobile-payment services and says foreign users can link international credit cards, including Visa and Mastercard, to Alipay and WeChat Pay. The more detailed card lists above come from the Tianhe visitor guide; neither list should be treated as a promise that every issuer, debit product or merchant will qualify.
Why preparation before departure helps
Setting up the apps before you leave is practical preparation, not a universal legal requirement. Registration, passport verification, card authentication and issuer approval can all require time, a working phone number or email, and access to your bank’s verification channel. Completing those steps while you can contact your issuer easily reduces the chance that the first attempted payment is also your first setup attempt.

Fees, limits and issuer authorization
Current guide-level limits
Shanghai municipal guidance published September 21, 2026 reports a USD 5,000 single-transaction ceiling and a USD 50,000 annual cumulative ceiling for linked overseas cards. These are guidance figures, not a guarantee that every account has identical limits; check the limit shown in your account and at checkout. A 2024 State Council/Xinhua report records the earlier policy increase from USD 1,000 to USD 5,000 per transaction and from USD 10,000 to USD 50,000 annually. Use the 2026 Shanghai guidance for the current figures and regard the 2024 numbers as policy history.
Possible service fee
The same Shanghai guidance says a linked-card payment above RMB 200 may incur a 3% service fee on the full transaction amount, while payments of RMB 200 or less are generally exempt. The applicable charge or exemption should be verified on the payment page because account conditions and promotions can differ. For example, a RMB 260 purchase could be assessed against the full RMB 260 rather than only the RMB 60 above the threshold if the checkout screen shows the 3% fee.
When the issuer is the problem
The 2024 government visitor guide warns that a foreign card issuer may reject linkage. Contact the issuer if the app reports that the card cannot be added, ask whether overseas wallet transactions are blocked, and use another eligible card if necessary. An account that links successfully can still receive a decline for a particular transaction because of issuer fraud controls, merchant restrictions, a spending limit or an authentication failure.

- Check the exact fee and exchange-rate information shown before confirming a payment.
- Keep your issuer’s international-support contact method available without relying on SMS alone.
- Do not assume that making several smaller payments will avoid a fee; the reviewed official guidance does not authorize that strategy.
- Keep a second payment method ready instead of repeatedly retrying a declined transaction.
Using a physical foreign bank card
You can pay directly with a foreign bank card at a merchant that accepts the network printed on your card. Tianhe’s guide advises looking for checkout logos for UnionPay, Visa, Mastercard, JCB, American Express, Diners Club International or Discover and asking the cashier when uncertain. A logo is useful evidence of intended acceptance, but the terminal, merchant account and issuer still have to authorize the transaction.
What to check at the point of sale
- Look at the terminal, counter signage or ticket-office instructions for your network logo.
- Ask whether the merchant accepts that network before inserting, tapping or swiping.
- Follow the terminal’s currency and authentication prompts. If a signature or PIN is requested, use the credential associated with your card.
- Keep the card and receipt until the charge appears correctly in your banking app.
A 2024 national report describes a government circular requiring card acceptance at specified higher-category tourist hotels and tourist attractions. Those are defined venue categories, not evidence of universal acceptance across all shops, restaurants or services. Carrying the physical card remains worthwhile because it can work where a wallet QR route is unavailable, but you should not plan on using it for every small purchase.
Getting and using RMB cash
Where to obtain yuan
The 2025 national visitor guide says foreign travelers can exchange currency at commercial-bank branches, money changers and self-service exchange machines at airports, land ports, seaports and other entry ports. It also describes ATM withdrawals using international bank cards. Availability, hours, identification requirements and the networks supported by a particular ATM can vary, so obtain an initial amount when you have a convenient, reputable option rather than waiting until you have no electronic alternative.

ATM withdrawals in Shanghai
Shanghai’s official guidance says overseas cards can be used at ATMs or cash-recycling machines displaying the relevant network logos. It reports a typical single-withdrawal limit of RMB 3,000 in Shanghai, while noting that your card issuer may impose additional daily or monthly limits. This is Shanghai-specific guidance, not a universal national ATM rule. An ATM may also apply its own fee or offer a currency-conversion choice; review the screen and your issuer’s terms before accepting.
How much cash can you carry?
The national guide states that visitors may carry up to RMB 20,000 into or out of China per trip. That customs limit is separate from how much cash you need for daily spending. Carry a modest working reserve, keep it in more than one secure place, and avoid relying on a large cash balance when an ATM or exchange service is readily available.
When cash is especially useful
- A small merchant does not display a usable QR code or card logo.
- Your issuer blocks a transaction or the wallet is temporarily unavailable.
- Your phone battery, data connection or app access fails.
- A transport operator accepts cash but not your particular foreign card or wallet route.
Transport: check the operator and city
Transport is one of the easiest places to overgeneralize. Rules differ by railway service, metro operator, airport connection and city. The 2025 national guide says eligible railway-ticket purchases may use foreign bank cards or mobile payment. It says metro tickets and passes may accept cards, RMB cash or mobile apps, and that some operators support mobile QR entry. Confirm the current rule for the exact operator and station before you travel.

Beijing example
The national guide gives a location-specific example: Beijing permits overseas-issued Mastercard or Visa tap-to-pay on 27 urban rail lines and suburban line S2. This does not establish the same coverage in another city or on every Beijing transport service. Check whether your card is contactless, whether the gate or ticket machine displays the relevant network, and whether the route you need is one of the covered lines.
Railway tickets
For an intercity journey, check the railway operator’s current payment page and have the physical card available even if you intend to use a wallet. A card or wallet may be accepted for the ticket purchase while a separate station gate, refund counter or onboard service follows different procedures.
Metro and buses
Before entering a metro system, verify whether the operator requires a stored-value pass, accepts a foreign card at the gate, supports a wallet QR code, or expects cash at a ticket machine. Save the operator’s instructions while you have connectivity. Do not assume that a wallet accepted at a restaurant will automatically work at every transit gate.

Before leaving home
- Install Alipay and Weixin, register, complete passport verification and attempt to link at least one eligible overseas card.
- Check the card-network list in each app rather than assuming that support is identical between wallets.
- Tell your card issuer that you will be in mainland China and confirm international transactions, contactless use and fraud-verification options.
- Record your issuer’s support number and ensure you can authenticate without depending on a single phone number or roaming arrangement.
- Review the wallet’s displayed limits and fee notice. Treat the Shanghai figures as current guide-level reference points, not a personal account guarantee.
- Check payment instructions for your first city’s airports, railway operator and metro system.
On arrival
- Obtain a reasonable amount of RMB from an exchange service or a network-compatible ATM.
- Make a small, ordinary wallet payment only after confirming the fee and funding card shown on the confirmation screen.
- Keep the physical card and cash separate from the phone so one lost item does not remove every payment option.
- Save enough battery and connectivity for payment and transport apps; carry the card for situations where a QR scan is impractical.
For each purchase
- Identify the merchant’s preferred route: wallet QR, card terminal or cash.
- If using a wallet, verify the merchant name, amount, funding card and any service fee before confirming.
- If using a card, look for the network logo and ask the cashier if acceptance is unclear.
- If the first method fails, switch methods rather than repeatedly submitting the same declined transaction.
Troubleshooting failed payments
The card will not link
- Confirm that the card is one of the networks listed by the wallet and that it is enabled for international use.
- Recheck passport details and identity-verification prompts.
- Contact the issuer to ask why linkage was rejected; the 2024 government guidance specifically notes issuer rejection as a possibility.
- Try another eligible card or the other major wallet, then retain cash for immediate needs.
The wallet is linked but the merchant declines it
- Ask whether the merchant accepts that wallet, not merely whether it displays a QR code.
- Check that the QR code is current and that the amount and merchant name match.
- Try the wallet’s alternate flow: scan the merchant code or present your own payment code.
- Use the physical card or cash if the merchant’s service does not support your route.
The physical card is declined
- Confirm that the terminal supports your network and that contactless is available if you are tapping.
- Try chip-and-PIN or another terminal where appropriate.
- Check issuer alerts, spending limits and fraud holds.
- Pay with the wallet or cash and contact the issuer before attempting repeated retries.
An ATM or exchange attempt fails
- Use a machine displaying your card network and follow its currency and fee prompts carefully.
- Try a smaller withdrawal, remembering that Shanghai guidance reports a typical RMB 3,000 single-withdrawal limit and that your issuer may set lower limits.
- Use a bank branch, licensed money changer or another network-compatible ATM.
- Switch to your wallet or existing cash while you resolve the card or ATM issue.
Security and record-keeping
Use the official app stores and keep both wallet apps and your phone’s operating system updated. Lock the phone, enable the card issuer’s transaction alerts, and review each wallet confirmation for the merchant and amount. Keep passport and card details private, and do not hand an unlocked phone to an unknown person for a payment you cannot verify.
Save receipts or screenshots for unusual purchases, especially transport tickets, deposits and refunds. Keep a written or offline record of your issuer contact details in case the phone is lost. If a phone or card disappears, contact the issuer and wallet provider promptly, then rely on the separate payment method you kept available.
Bottom line for travelers
Set up and verify a mobile wallet linked to an eligible overseas card before departure, but do not treat it as universal coverage. Carry the physical card for merchants and transport services that accept its network, and obtain RMB cash as a genuine fallback. Check every fee, limit and transport rule in the app or operator guidance at the time of use; acceptance and conditions can change by account, merchant and city.
