Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Short answer: there is no single European VPS that is best for every workload. The €1.72/month figure reported for IONOS is a comparison-table starting price, not a universal checkout promise. Your practical shortlist should be built around CPU allocation, RAM, storage behavior, traffic limits, data-center distance, backups, support and renewal cost. The comparison reviewed here covered nine providers and European locations, but it was not an exhaustive survey of the market.
Cybernews reported 100% uptime for the providers it tested after at least two weeks of monitoring, 50-virtual-user stress tests and WebPageTest checks. That is useful short-term evidence, not a service-level agreement or proof of long-term reliability. Use the figures below to narrow your options, then verify live terms and measure from your own users’ locations.

“Best” depends on what the server must do. A small brochure site has different needs from a PostgreSQL database, a game backend or a sustained compute job. The most defensible choices from the available evidence are therefore use-case matches rather than a universal ranking.
| Use case | What to prioritize | Why the cheapest headline plan can fail |
|---|---|---|
| Small website, API or development box | At least enough RAM for the operating system and application, predictable CPU, nearby region, snapshots or backups, and straightforward administration | A very low price may include little memory, shared CPU time or a first-term discount that disappears at renewal |
| Database or sustained compute | CPU allocation, storage latency and I/O behavior, RAM headroom, backup and recovery options | Nominal vCPU counts do not reveal contention; shared cores can throttle under continuous load |
| Latency-sensitive application | Facility closest to the actual audience, network path, port limits and measured response time | A fast server in the wrong country can feel slower than a modest server near users |
| Production service | Documented SLA scope, incident history, support access, monitoring and a tested recovery plan | A short publisher test cannot establish years of operational reliability |
The comparison source’s nine-provider list is a starting point, not a complete inventory. Confirm that your preferred operating system, virtualization type, IPv4/IPv6 options, control panel and compliance requirements are available in the exact European facility you intend to use.

What the “from €2/month” price actually means
Cybernews listed IONOS at €1.72 per month and Contabo at €4.40 per month in its comparison table. Those are source-reported starting figures, not guaranteed prices for every customer. Before ordering, check all of the following on the checkout screen:
- Whether the amount is monthly, annualized or payable only when a longer term is selected.
- Whether VAT is included for your billing country.
- Whether the price is introductory and what the renewal price will be.
- The exact vCPU, RAM, storage type and capacity included.
- Traffic or transfer allowance, port speed and overage charges.
- The selected data-center country and whether that location carries a different price.
- Backup, snapshot, IPv4 and support charges that may be optional extras.
Cybernews describes Contabo’s entry Cloud VPS 4 as 4 vCPUs, 8 GB of RAM and 100 GB of SSD storage, with the stated starting price applying to the first 12 months. Treat that bundle and term as a 2026 comparison snapshot; verify the live plan page before relying on it.
A July 9, 2026 secondary guide gives example starting prices of €4.15 for Hetzner, €3.50 for OVHcloud, €4.99 for Scaleway, €4.50 for Contabo and €3.25 for Netcup. These figures are dated secondary-source examples, not direct quotations from the providers, so use them only to set a rough budget and recheck the provider’s current calculator.
Plan examples and resource differences
Price comparisons become misleading when plans are not comparable. Hetzner’s European Cloud page distinguishes instance families and lists examples with different resource sizes and traffic allowances. The accessible page did not expose a stable price, so no price is inferred here.
| Hetzner instance example | vCPU | RAM | Storage | Included traffic |
|---|---|---|---|---|
| CPX02 | 1 | 1 GB | 20 GB | 20 TB |
| CPX12 | 1 | 2 GB | 40 GB | 20 TB |
| CPX22 | 2 | 4 GB | 80 GB | 20 TB |
Hetzner also separates dedicated general-purpose instances from shared instance types. That label matters for a workload that needs consistent CPU time: two plans with the same vCPU count can behave differently when one uses shared capacity. Read the provider’s current technical description at Hetzner’s European Cloud page and record the instance family, not just the marketing tier.
For a fair comparison, normalize each candidate to a similar amount of memory, storage and expected transfer. If one plan offers four vCPUs and another offers two dedicated cores, do not call the first faster without like-for-like testing. Storage capacity is not the same as storage performance, and a large traffic allowance does not guarantee a high network rate.

What the published speed and uptime evidence proves
The reviewed Cybernews comparison describes a publisher-run process: personal setup and use, evaluation of resources and features, at least two weeks of uptime monitoring with Grafana Synthetics, stress testing with 50 virtual users through Grafana k6, and page-load checks with WebPageTest. Its table reports 100% uptime for the listed providers during that test window.
Those results answer a narrow question: how the tested configurations behaved during that particular observation period. They do not establish a provider SLA, long-term incident rate, global latency ranking or a universal speed winner. The source does not publish enough raw, like-for-like detail to reproduce a definitive league table.
Interpret the measures separately:
- Observed uptime: a monitoring result over the stated period, not a contractual credit promise.
- SLA: the availability percentage, exclusions, measurement method and remedies written in your contract.
- Latency: round-trip delay from your users or application services to the chosen facility; it is primarily a location and routing question.
- Application speed: a combination of CPU scheduling, storage I/O, memory pressure, software configuration and network behavior.
After deployment, run your own checks from the countries that generate traffic. Record time to first byte, error rate, CPU steal time, disk latency and memory pressure during normal and peak periods. A two-week clean result is encouraging, but it should not replace alerting, backups or an incident runbook.

Provider and location considerations
IONOS: verify the low entry figure
The €1.72/month number is the lowest named figure in the comparison table. Because it is a starting price, confirm whether it requires a particular term, excludes VAT, applies only to a first period or changes at renewal. Compare the included CPU, RAM, storage and transfer against alternatives before treating it as a bargain. A lower invoice is not useful if the plan must be resized immediately.
Contabo: generous-looking entry resources with a first-year qualifier
The described Cloud VPS 4 bundle—4 vCPUs, 8 GB RAM and 100 GB SSD—looks substantially larger than many entry plans. Cybernews states that its €4.40/month starting figure applies to the first 12 months. Check the post-promotion price, storage performance, traffic policy and facility availability for your country. Resource quantity alone does not indicate whether CPU capacity is dedicated or shared.
Hetzner: compare instance families, not a single “VPS” label
The CPX examples show how quickly resources change between sizes: CPX02 has 1 vCPU and 1 GB RAM, CPX12 doubles memory and storage, and CPX22 provides 2 vCPUs and 4 GB RAM while retaining 20 TB of included traffic in the listed examples. The provider’s page also distinguishes shared and dedicated general-purpose models. Select the family that matches your consistency requirement, then confirm current regional availability and price.
Hetzner describes its cloud offering as GDPR-compliant and makes data-sovereignty statements on its own page. Those are provider claims about its service. They do not automatically establish legal compliance for your application, contract or processing activity.
OVHcloud, Scaleway and Netcup: use dated prices only as budget signals
The July 2026 secondary guide’s examples—€3.50 for OVHcloud, €4.99 for Scaleway and €3.25 for Netcup—can help frame a comparison spreadsheet. They should not be copied into an order decision without checking each provider’s current calculator, billing term, VAT treatment, renewal amount and exact region. A secondary article may describe a different currency conversion, promotion or plan revision than the live product page.
How to choose a VPS for your workload
Small site, API or staging environment
Start with memory rather than the lowest possible price. Leave room for the operating system, web server, runtime, database cache and deployment tools. Choose a facility near your visitors, enable automated backups or snapshots, and confirm that you can increase RAM or CPU without rebuilding the server. If you administer Linux yourself, budget time for updates, firewall rules, SSH-key management and monitoring.
Database and sustained compute
Ask whether the advertised vCPUs are shared, burstable or dedicated. Investigate storage IOPS or latency behavior, not only gigabytes. Run representative queries or jobs while observing CPU steal, disk wait and swap use. Keep a tested backup outside the instance; a snapshot that remains in the same account or facility is not a complete disaster-recovery strategy.
Latency-sensitive services
Map your users before choosing a region. A European location is not automatically close to every European user, and routing can differ between mobile, broadband and cloud networks. Measure from the actual audience countries, then select the nearest suitable facility that offers the required resources. Also check IPv6, port limits, DDoS protections and egress policies for your protocol.

Production systems
Read the SLA’s scope and exclusions line by line. Determine whether it covers the virtual machine, network, power, storage or only a subset of the service. Check how downtime is measured, what evidence is required for a credit and whether maintenance windows are excluded. Review support channels and response targets, and keep a second recovery location or provider if an outage would materially affect your business.

European locations, GDPR and data sovereignty
The comparison lists European data-center countries for the providers it covers. Selecting Europe can reduce latency for European audiences, but the country alone does not settle every legal or contractual question. Confirm the exact facility, subprocessors, data-processing terms, retention controls, access procedures and export requirements relevant to your workload.
For personal data, document your role, lawful basis, processing instructions and breach procedures. Check whether the provider offers the contractual documents your organization needs and whether backups, support access and monitoring logs remain in the jurisdictions you permit. Do not treat a provider’s “GDPR-compliant” wording as a blanket legal opinion for your application.
A purchase checklist that avoids cheap-plan surprises
- Describe the workload. Record expected concurrent users, background jobs, database size, peak CPU and monthly transfer.
- Pick candidate regions. Shortlist facilities close to users and verify that the required operating system and IP versions are available there.
- Normalize resources. Compare similar RAM, storage capacity, CPU allocation and transfer rather than comparing entry labels.
- Read the billing terms. Capture VAT treatment, billing period, introductory duration, renewal price, setup fees and cancellation rules.
- Check network policy. Note port speed, included traffic, egress overage, IPv4 charges and any fair-use wording.
- Confirm resilience. Identify snapshot frequency, backup storage location, restore testing, failover options and maintenance notifications.
- Review support and SLA. Save the uptime definition, exclusions, response channels and credit process before paying.
- Validate security responsibilities. Decide who patches the operating system, configures the firewall, rotates credentials and responds to abuse notices.
- Test before migration. Deploy a disposable instance, run representative load and measure latency from your real audience countries.
- Document recovery. Export configuration, verify a clean restore and keep credentials and DNS procedures accessible if the primary account is unavailable.
Common pitfalls and how to correct them
Confusing a first-year promotion with a recurring cost
Fix this by writing the first-term and renewal amounts in separate columns and calculating the 12-month and 24-month totals with VAT. If the renewal price is not stated, mark it as unknown and ask sales or support before ordering.
Using vCPU count as a performance guarantee
Fix this by identifying shared, burstable and dedicated models. During a trial, monitor CPU steal time and run the same workload at several times of day. Sustained jobs may justify fewer but dedicated cores.
Assuming 100% observed uptime equals an SLA
Fix this by reading the contract’s measurement window and exclusions. Keep independent monitoring and define an escalation path; a publisher’s two-week observation cannot provide contractual protection.
Choosing a region from a country list alone
Fix this by measuring network latency from your users and checking the precise facility. Test DNS, TLS handshake and application response, not only ICMP ping.
Treating a large traffic allowance as unlimited performance
Fix this by checking transfer quotas, port speed, burst rules and overage billing. A generous allowance can coexist with throughput limits or a costly excess rate.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsKeeping the only backup beside the live server
Fix this by maintaining an independent copy and performing scheduled restore tests. Include databases, uploaded files, secrets, infrastructure definitions and DNS records in the recovery plan.
How to keep the comparison current
Prices, stock, plan names, facility availability and performance change. Recheck volatile figures immediately before publication or purchase. The primary comparison is Cybernews’s 2026 article, Best VPS Hosting Europe 2026 (From €2/month): Speed & Reliability, accessed October 13, 2026. For plan specifications and provider statements, consult Hetzner’s European Cloud page, also accessed October 13, 2026. Historical context on low-cost VPS examples appears in TechRadar’s 2025 guide; do not treat those historical prices as current quotes. The dated secondary comparison is EuroHosting’s July 2026 guide.
Use those pages to locate candidates, then rely on the live provider checkout and contract for the amount you will actually pay. The strongest decision is the one that matches your workload, audience and recovery obligations—not the one with the smallest number in a headline.
