For someone in Cuba, the key question is not whether a VPN advertises a Cuban server; it is whether the service can connect through the local network being used. The available evidence does not establish which VPN reliably connects from Cuba, so the options below are a feature-based shortlist—not a tested ranking or guarantee of streaming access.
First, distinguish a Cuban IP address from a connection inside Cuba
A VPN server located in Cuba can give someone elsewhere a Cuban IP address. It does not show that a person physically in Cuba can connect to that provider through ETECSA, a hotel network, or another local internet service. Proton VPN’s Cuba page describes its Cuba servers and the ability to appear to browse from Cuba; it is not a test of in-country connectivity.

Connections may be difficult where internet or VPN traffic is restricted. NordVPN’s support guidance describes this general risk, but does not report a Cuba-specific test. None of the options below can therefore be called a proven reliable choice for connecting from Cuban networks.

The options are drawn from a Cuba-focused guide updated September 10, 2026. That guide discloses that it is reader-supported and may earn commissions. Its ranking is not independent proof of connection success in Cuba; the distinctions below rely on provider statements and the stated limitation that no in-country comparison test is available.

| VPN | What the cited information establishes | What it does not establish |
|---|---|---|
| NordVPN | Its support page explains that users in countries restricting internet or VPN traffic may have difficulty connecting. NordVPN Support | No Cuba-specific connection result or comparative success rate. |
| Proton VPN | Its Cuba page describes servers in Cuba, apps for desktop, mobile, and TV platforms, encryption, a kill switch, and a no-logs policy. The provider says those Cuba servers use 10 Gbps connections and claims its VPN Accelerator can increase speeds by over 400% in some circumstances; neither figure is a measured result for Cuba. Proton VPN | A Cuba server listing does not verify that the VPN connects from inside Cuba. The provider’s privacy and speed statements are not a common independent comparison. |
| CyberGhost | Included in the VPNAlert Cuba shortlist. VPNAlert | The cited material does not establish a Cuba-specific server, in-country connection test, or comparable privacy finding. |
| ExpressVPN | Its Cuba-focused page describes a server network spanning 113 countries, up to 14 simultaneous connections, and a no-logs policy. These are provider statements, not independent measures of access from Cuba. ExpressVPN | The Cuba page does not establish reliable connection from Cuban networks or guaranteed access to a streaming catalogue. |
| PureVPN | Included in the VPNAlert Cuba shortlist. VPNAlert | The cited material does not establish a Cuba-specific server, in-country connection test, or comparable privacy finding. |
For Proton VPN and ExpressVPN, the listed privacy features and network details are provider descriptions. The cited material does not give a consistent independent audit comparison across all five services. Check each provider’s current documentation for terms, supported devices, availability, and payment options before subscribing; access and purchasing conditions for people in Cuba are not established here.
Can a VPN in Cuba stream Netflix or other services?
Possibly, but access depends on the VPN connection working and the streaming service allowing it. No evidence here establishes that any of these VPNs reliably streams from Cuba or unlocks a particular country’s catalogue.

Netflix says a VPN can make a connection appear to come from another location, but it may then show only titles available worldwide. The company notes that users may need to turn off a VPN to see titles available in their region, and says VPNs are not supported for live events or ad-supported viewing. Its rules and detection can change. Netflix Help Center
Are VPNs legal in Cuba?
Proton VPN’s Cuba page says VPN use is legal in Cuba while cautioning that many VPN websites are blocked and that activity remains subject to Cuban law. This is a provider’s statement, not a legal opinion for an individual situation. Proton VPN

For U.S. sanctions questions, OFAC FAQ 785 says certain transactions incident to internet-based communications services are authorized in most circumstances and points to related FAQs and regulations. It is not a blanket determination covering every VPN subscription, payment method, or use. Consider the laws that apply to your location and circumstances.

How to choose without mistaking marketing for proof
- If you need to connect while physically in Cuba: look for current provider documentation addressing restricted networks and ask support whether the service is available on the network and device you will use. No cited option has a verified Cuba-specific success result.
- If you need a Cuban IP while outside Cuba: check whether the provider currently offers a Cuba exit location. Proton VPN and ExpressVPN publish Cuba-focused pages, but server-location claims answer a different question from local connectivity.
- If privacy is the priority: read the provider’s current privacy policy and determine whether its claims and any audits meet your needs. Features such as encryption, a kill switch, or a no-logs policy are not interchangeable with a guarantee of anonymity.
- If streaming is the priority: treat access as changeable, confirm the platform’s current VPN policy, and avoid relying on a VPN for live events or ad-supported Netflix viewing.
- If you are already in Cuba: do not assume you can reach a provider website, create an account, pay, or download an app locally. Those practical conditions are not established by the cited pages.
