No independent test establishes that any particular VPN reliably works with Bilibili, so this guide does not name five “best” providers or promise that anime will unlock. What can be checked is Bilibili’s own statements about regional availability, the terms that govern access, and the features VPN companies publish about themselves. Those are the basis for the comparison below, and they show why a VPN alone cannot decide whether a title plays.
What Bilibili’s official pages say about regional access
Bilibili’s international edition describes itself as available in Indonesia, the Philippines, Thailand, Vietnam, Singapore and Malaysia, in addition to Greater China. The About page at https://www.bilibili.tv/en/about/ describes an anime library and creator videos, and it states: “Content varies from region to region and may be subjected to changes at any time.” The page does not say that the same catalogue or the same titles appear in every listed market, so a title you see in one country may be absent in another.

The terms that govern access
Bilibili’s international Terms of User Service, dated September 29, 2021, at https://www.bilibili.com/blackboard/protocal/international_en.html, say that if the laws of the jurisdiction you are in do not permit or restrict access to content, you must discontinue access to that content or comply with the restriction. The same terms state that the service or its functions may be changed, withdrawn or terminated. Read these terms as the rules you accepted, not as a promise that any given title stays available.

Bilibili’s notice at https://www.bilibili.com/blackboard/activity-B1xW8EADje.html says that proxy-server or VPN use cannot draw on China Unicom’s dedicated data for Bilibili, and that the benefit is unsupported when using the Bilibili client internationally or in Hong Kong, Macao or Taiwan. This concerns that carrier data benefit only. It does not establish that VPN use always stops Bilibili from playing. The page currently displays a service-closed notice, so treat the benefit as unverified until you confirm its status directly.

Why a VPN does not settle whether a title plays
A VPN changes the network exit that a service sees. It does not grant viewing rights, change account or payment eligibility, or guarantee playback. Two published explanations from VPN providers illustrate the limits.
- Device location signals. ExpressVPN’s troubleshooting guide at https://www.expressvpn.com/support/troubleshooting/vpn-connected-cant-access-content/ (last updated July 24, 2026) says a service may verify location through device signals such as GPS, Wi-Fi positioning or cellular location, in addition to the IP address. A mismatch between these signals and the VPN exit can block access even while the VPN is connected. This is general guidance from ExpressVPN, not Bilibili-specific documentation.
- Account, rights and device factors. BiliVPN’s streaming guide at https://bilivpn.com/en/manual.html states that a route alone does not guarantee content availability or picture quality, and that account details, payment information, rights, client cache, device capability, location and network conditions may all matter. That is BiliVPN’s own statement, not an independent test.
What published VPN features show, and what they do not
The table below sets out the figures two providers publish about themselves. These are marketing specifications, reported with their publisher and page. They tell you how many exits or devices a provider advertises. They do not show that Bilibili accepts any of those exits.

Terms to check before subscribing
- ExpressVPN’s geographic-restriction clause. ExpressVPN’s Terms of Service at https://www.expressvpn.com/tos, and its streaming guidance at https://www.expressvpn.com/support/knowledge-hub/what-services-can-i-access-with-a-vpn/ (last updated May 6, 2026), say the service may not be used to circumvent geographic restrictions imposed by content providers. If the title you want is restricted in your region, that clause applies whatever a VPN does technically.
- BiliVPN’s refund window. The seven-day refund policy is advertised on BiliVPN’s service page. Confirm the conditions on the purchase page before paying.
Why this guide does not rank five providers
A five-place ranking would need comparable, repeatable results: playback tests of the same titles, in the same Bilibili edition, on the same devices, on a stated date. None of the official Bilibili pages or provider documents checked provides that, and no hands-on Bilibili playback tests were run for this article. Nothing here shows that any provider works or fails with Bilibili. Customer support quality was not established by any source checked either.
If you compare providers yourself, use criteria that can be verified from published pages:

- The refund window and its conditions, recorded with the date you read them.
- The geographic-restriction clause in the provider’s terms.
- Support channels and response information, which you should test before relying on them.
How to check access before you pay
- Confirm the edition and title. Bilibili says content varies by region, so check the specific title in the edition and country you actually use.
- Check the account and device. Sign in to the official Bilibili app with the account that holds the rights you need, and note whether the title plays in your region without any VPN. Some causes of a failed playback have nothing to do with location.
- Read both sets of terms. Review Bilibili’s international Terms of User Service and the VPN provider’s terms, including its rule on geographic restrictions.
- Use a service only where you are authorised. If you are authorised to use a provider in a given region, follow its support guidance on location and device-signal conflicts.
- Verify refund and device terms on the provider’s current pages before purchase, and keep a note of the date you checked them, because published features change.
When playback fails while connected
Work through these checks in order. Each one comes from the official or provider sources above, but none is a tested Bilibili procedure.
- Location signals. Check whether the device’s GPS, Wi-Fi or cellular location conflicts with the VPN exit location, as described in ExpressVPN’s guide.
- Account and rights. Confirm that the account holds the right to the title in that edition.
- Client cache. Stored app data may be stale. Clearing it and signing in again is a reasonable step to try.
- Device capability. Confirm the device and app version are supported.
- Network conditions. Try a different network to rule out a connection problem.
If the title is not offered in your edition, no VPN setting changes that. Bilibili’s terms state that content and functions may be changed, withdrawn or terminated.
