There is no substantiated single “best VPN for Ukraine” winner here: the available official provider list dates to 2023, and it does not compare current speed, reliability, prices, or Ukraine coverage. For travel, choose a service by checking its current security features, device support, reputation, and app permissions. A VPN can encrypt traffic between your device and its VPN server and change the IP address websites see, but it does not guarantee anonymity, access to every service, or mobile coverage when a network is unavailable.
What a VPN does for travelers in Ukraine
A VPN routes your device’s connection through a VPN server and encrypts traffic between your device and that server. Online services see the VPN server’s IP address rather than your ordinary connection’s IP address. The Ukrainian CSIRT describes VPNs as useful on unsecured public Wi-Fi, for secure access to work systems, to limit some tracking by internet operators or services, and to reach resources blocked by occupation authorities. Its guidance was published on 10 August 2023: CSIRT guidance on using VPNs safely.

On hotel, café, or airport Wi-Fi, a VPN adds protection to the connection between your device and the VPN server. For remote work, it can provide an encrypted connection while you access work systems; follow your employer’s requirements, which may specify an approved VPN.

It does not change your physical location or guarantee that a website, streaming service, or work system will allow access. A VPN also does not prevent every form of tracking: the VPN provider becomes an important intermediary, and websites can use other information besides your IP address to identify or profile a user.

How to choose a VPN for a Ukraine trip
Check current provider documentation before subscribing. The CSIRT lists the following selection factors, but provides no vendor-by-vendor comparison or current specifications.
| What to check | What to verify |
|---|---|
| Security | Which encryption and protocols the service currently supports, and whether DNS-leak protection and a kill switch are available. The CSIRT gives AES-256 and OpenVPN, L2TP, IKEv2, and WireGuard as examples of criteria; these examples are not confirmation that every provider offers them today. |
| Device compatibility | Whether the service supports the current operating-system versions on the devices you will travel with, such as Android, iOS, or Windows. |
| Concurrent devices | How many devices can be connected at once under the current plan, and whether that is enough for your phone, laptop, and other devices. |
| Trust and app hygiene | The provider’s reputation and record, its privacy information, and the permissions its apps request. Install apps only from the provider’s official website or an authorized app store. |
| Price and connection quality | Current plan terms, renewal pricing, and performance information relevant to your needs. The CSIRT recommends paid services for a stable and secure connection, but its page is not a comparative test of providers. |
| Ukraine availability | Whether the provider currently supports connections from Ukraine and has server locations that suit your needs. No current Ukraine coverage or performance comparison is established by the official sources cited here. |
What the official provider examples do—and do not—show
The CSIRT’s 10 August 2023 page names ExpressVPN, Surfshark, Private Internet Access, CyberGhost, NordVPN, and ProtonVPN as examples of VPN services recommended by experts. That is a dated list, not a 2026 ranking or an endorsement based on a disclosed comparative test. The page does not establish their current prices, features, country coverage, or performance, so compare those details directly with each provider before choosing.

Set up a VPN safely before you travel
- Choose a service: compare its current security features, device compatibility, simultaneous-device allowance, terms, reputation, and support for your devices.
- Install the official app: download it from the provider’s official website or an authorized app store. The CSIRT warns that apps from unofficial sources may contain vulnerabilities.
- Review permissions: check what the app asks to access and whether those permissions make sense for its VPN function.
- Enable available protections: turn on the kill switch and DNS-leak protection if the service provides them, and check the app’s current settings for how they work.
- Test before relying on it: connect on your usual networks and confirm that your work systems and essential services behave as expected. A VPN is not a substitute for a working internet connection.
What to do if your mobile network is unavailable
A VPN cannot create mobile coverage if your SIM’s network is unavailable. Ukraine’s national roaming system may let a subscriber select an available different operator when their home network has no service, including in situations involving power failures or damaged network infrastructure. The National Commission for the State Regulation of Electronic Communications (NKEK) says guest-network service is limited to voice, SMS, and data at basic 2G/3G speeds, with technical limitations possible because the guest operator also serves its own customers. Its guidance, dated 1 May 2025, is available at NKEK national-roaming instructions.
- In your phone’s mobile-network settings, turn off automatic network selection. Menu names vary by device.
- Choose an available network from the list: VodafoneUA, UA-KYIVSTAR, or LIFECELL.
- If registration fails, try again or select another available network.
NKEK says national roaming adds no charge; calls and SMS are billed under your own tariff. To reduce strain on limited guest-network capacity, the regulator advises keeping calls short and avoiding large video or photo transfers.

Does Ukraine’s sanctions notice mean VPNs are banned?
No general VPN ban is established by the NKEK notice of 17 July 2026. It describes sanctions measures that can include restricting electronic communication services or blocking access to specified online resources; it does not say that VPNs as a category are illegal or restricted. The notice concerns measures directed at communications services or named resources, not a blanket VPN prohibition: NKEK notice on sanctions measures.
