The best VPN for Slovenia depends on which country’s IP address you need. If you are abroad and want a Slovenian IP, Proton VPN is a relevant option because its official page lists Slovenia servers—but Slovenian servers are not included in its free plan. If you are in Slovenia and need a service from another country, choose a VPN with an exit location in that country instead. Neither a listed location nor a provider’s general streaming claims guarantee access to a particular service.
Choose the exit country before choosing a VPN
A VPN routes your connection through a server location, so the IP address seen by websites and services can appear to be from that country. The right location depends on where you are and what you are trying to reach:

- Outside Slovenia, seeking a Slovenian IP: choose a provider that offers Slovenia as a connection location. Proton VPN says it operates servers in Slovenia; its free plan does not include that location. Proton VPN’s Slovenia server page
- In Slovenia, seeking a service from another country: choose a provider with an exit location in the country the service expects. A Slovenian server will not provide a different country’s IP.
- Traveling or using public Wi-Fi: a VPN can protect some parts of the connection from observation by the local network, but it shifts trust to the VPN provider. It does not make every online activity private or secure.
These are different jobs, not one universal “best VPN for Slovenia” use case. A comparison by Comparitech also distinguishes access needs by location and describes its own selection criteria, including compatibility, speed, servers and unblocking, privacy and cost. Which providers fit a Slovenian IP use case?
The available provider-specific evidence supports a short, conditional shortlist rather than a performance ranking. The details below are provider statements; they do not establish independent speed, privacy or streaming results.

| Provider | What its Slovenia page says | Useful qualification |
|---|---|---|
| Proton VPN | Its official page says it operates Slovenian servers and lists desktop and mobile platforms, Chromebook and Android TV, and WireGuard support. | The page says the free plan does not include Slovenian servers. Its privacy, security, no-logs, audited-app and 30-day money-back statements are Proton’s claims; check the current plan and refund terms before subscribing. |
| ExpressVPN | Its official page describes a Slovenia location, support for popular devices, unlimited bandwidth and 14 simultaneous connections. It also states a 30-day money-back guarantee for new users. | These are provider claims, not independent tests. Confirm current plan terms and how the Slovenia location is implemented. How to compare VPNs for your actual needs
1. Confirm the required country and location
Check that the app offers the exit country you need, not merely a large overall network. If physical server location matters—for example, for latency—ask the provider whether the listed Slovenia location uses hardware physically in Slovenia or a virtual location. A virtual location can assign an IP associated with Slovenia while the underlying server is elsewhere. A comparison publisher discusses this distinction, but provider-specific claims can change and should be confirmed directly. AvisVPN’s Slovenia comparison

2. Verify the exact streaming service
Streaming services may change how they detect VPN connections, and access can depend on the service, account, plan and location. Check current provider and service terms, and treat generic claims such as “works with streaming” as insufficient evidence for your particular service. Comparitech reports its own service-access checks, but those are not a guarantee of future access or a result for every user. Comparitech’s reported methodology and findings
3. Read the privacy policy, not just the slogan
When you connect to a VPN, the provider becomes an important party you trust. Review what the policy says about connection data, activity data, collection, retention and disclosure, and look for the scope and date of independent audits. A “no logs” label by itself does not answer what was audited or what information the service may still collect.

RTINGS’ review of Proton VPN Free found limitations in the scope of the audited no-logging policy it examined: it said wider privacy policies were excluded and auditors did not have access to VPN software source code. RTINGS also noted ambiguity in data collection and retention language. Those findings apply to the review and plan it assessed; they should not be generalized to every Proton plan or later audit. 4. Check devices and household limits
Confirm that the app supports the devices you will actually use, such as a phone, laptop, Chromebook or Android TV, and check how many simultaneous connections your current plan permits. A feature listed on a location page is a provider claim; confirm it remains available on the plan and in the region where you will subscribe.

5. Compare the full subscription terms
Compare the price at checkout with the renewal price, billing period, cancellation process and refund conditions. A refund window is not the same as a free trial, and eligibility rules may apply. Offers and subscription details change; the evidence here does not establish a current price or renewal amount for either provider.
Legality and workplace VPNs are separate questions
ExpressVPN’s Slovenia page says VPN use is legal there and advises users to follow applicable laws and content-provider terms. That is a provider statement, not a detailed legal analysis; do not treat a VPN as permission to break a law or a service’s rules. For work or government remote access, use the instructions and approved connection supplied by the organization rather than assuming a consumer subscription is suitable. GOV.SI publishes official remote-access information and VPN-related network documents. GOV.SI remote-access application and instructions
