There is no evidence-based single “best VPN for Peru” for everyone. The right choice depends on what you are doing: getting a Peruvian IP address from abroad, protecting traffic while connected in Peru, or routing through the United States, Chile, Spain, or another country. Proton VPN and ExpressVPN both publish Peru-specific server pages, but those are provider claims rather than independent verification of server placement, speed, or streaming access. Use the comparison below to match a service to your route, privacy requirements, devices, budget, and the service you need to reach.
What a VPN for Peru actually does
A virtual private network creates an encrypted connection between your device and a VPN server. Websites and online services generally see the VPN server’s IP address instead of the address assigned by your internet provider. Selecting a Peru location can therefore make a service treat your connection as coming from Peru; selecting another country routes your traffic through that country instead.

That change is useful in two different directions:
- Outside Peru: connect to a Peru location when you need a Peruvian IP for a local website, account, or service.
- In Peru: connect to a foreign location when you need an IP in the United States, United Kingdom, Chile, Spain, or elsewhere, or when you want encrypted traffic on hotel, airport, café, or other shared Wi-Fi.
Encryption adds processing and routing steps. The resulting speed depends on your ISP, device, distance to the selected server, network congestion, VPN load, and the destination service. A Peru page or a server count cannot predict the speed you will receive on your particular route.
Shortlist: what the Peru-specific pages establish
The two providers below publish Peru pages with different supporting claims. Treat every provider description as marketing information, and confirm the current plan, server list, refund terms, and device limits before paying.

| Proton VPN | Its Peru page says Peru servers are available and provide a Peruvian IP. | Proton describes encryption, WireGuard, Secure Core routing, a no-logs policy, open-source apps, and independently commissioned app audits. These are separate claims; an app audit does not prove every aspect of a provider’s privacy program. | Major platforms listed include Windows, macOS, iOS, Android, Linux, and Chromebook. The page advertises a 30-day money-back guarantee. Check the current plan for simultaneous-device limits. | Strongest documented privacy-and-transparency angle in this shortlist. |
| ExpressVPN | Its Peru pages describe Peru servers and explain that a Peru server is the way to obtain a Peruvian IP. | ExpressVPN describes the Lightway protocol, an audited no-logs policy, and RAM-based TrustedServer infrastructure. These remain provider statements and should not be read as a guarantee of any specific result. | Desktop and mobile support is advertised. The Spanish Peru page says up to 14 devices can be protected simultaneously; verify the limit and plan conditions at checkout. A 30-day money-back guarantee is advertised for new subscribers. | Provider-described ease of use and a clear Peru-access use case. |
Read the Proton VPN Peru page, ExpressVPN Peru page in Spanish, and ExpressVPN Peru page in English for the providers’ current descriptions. Server inventories, app features, device allowances, and refund rules can change.
Which service fits your situation?
You need a Peruvian IP while abroad
Start by confirming that the provider’s app currently shows a Peru location. Sign in, open the location list, search for “Peru,” and connect. After the connection succeeds, check the IP and country shown by a reputable IP-checking service. If the site still identifies your home country, disconnect and reconnect, try another Peru entry if the app offers one, and clear the browser’s site data before trying again.
A provider’s statement that it has Peru servers does not establish whether every address is physically hosted in Peru or whether a particular website will accept it. Some services use their own location databases, cookies, account history, GPS, payment country, or browser signals in addition to IP geolocation.
You are in Peru and want a foreign exit location
Select the country required by the website or application. ExpressVPN’s English Peru page lists the United States, United Kingdom, Chile, and Spain as popular locations for people connecting from Peru. The closest suitable location is often a sensible starting point for speed, while a service-specific requirement may dictate another country. Your actual route, not the provider’s global server total, determines performance.

You mainly use public Wi-Fi
Connect before opening sensitive websites or entering credentials. A VPN can encrypt traffic between your device and the VPN server, reducing exposure on an untrusted local network. It cannot make a phishing page safe, repair a compromised device, or prevent a website you are logged into from identifying your account. Keep your operating system, browser, and security software updated and use HTTPS wherever available.
You need several household devices
ExpressVPN advertises protection for up to 14 devices simultaneously on its Spanish Peru page. Proton lists apps for the major desktop and mobile platforms but does not establish a comparable simultaneous-connection figure on the cited Peru page. Check whether the plan covers phones, computers, tablets, televisions, and any router setup you intend to use. “Supported platform” and “simultaneous connection” are different limits.
Privacy claims: how to compare them without overreading marketing
Look at the scope, date, and methodology of any independent audit rather than relying on labels such as “private” or “secure.” Proton says its apps are open source and that it commissions independent app audits; it also describes a no-logs policy and Secure Core routing. ExpressVPN describes an audited no-logs policy and RAM-based TrustedServer technology. Those statements concern different parts of a service. An app audit may examine application code or behavior, while a no-logs assessment addresses a provider’s systems and processes. Neither one automatically verifies every server, employee procedure, or future product change.

- Can you find current privacy-policy language explaining connection data, diagnostics, and optional analytics?
- Does the plan include the privacy feature you want, or is it restricted to a higher tier?
Provider-reported network size is also time-sensitive. Proton says its network has more than 20,000 servers in more than 140 countries. That figure is not a Peru-specific performance measurement and may change as infrastructure is added or removed.

Speed and streaming: what you can and cannot assume
The reviewed independent roundup does not provide Peru-specific speed or streaming tests, and no hands-on Peru route test establishes a winner between the providers above. A VPN may reduce throughput or increase latency because traffic is encrypted and sent through an additional server. The effect varies by protocol, Wi-Fi quality, ISP routing, server load, time of day, and the distance between you, the VPN server, and the destination.
Do not treat a provider’s statement that it supports streaming as a promise that a named platform will work from Peru or from abroad. Streaming companies change their VPN detection and licensing rules. Test the exact service during the refund period: compare a normal connection with a nearby VPN location, then test the country-specific location you actually need. If video buffers, try a different server in the same country, switch between the app’s available protocols, lower video quality temporarily, and test again later. Avoid repeatedly switching locations while a streaming account is active, because unusual changes can trigger an account security check.
How to set up a Peru VPN
- Define the destination. Decide whether you need a Peru IP, a foreign IP while in Peru, or encryption on a local network. Write down the country or countries required by each service.
- Check the current plan. Confirm the billing period, renewal price, taxes, refund window, included protocols, supported devices, and simultaneous-connection limit on the checkout page.
- Create an account and install the official app. Download the Windows, macOS, Linux, Android, iOS, or Chromebook application listed by the provider rather than an unknown third-party package.
- Sign in and review permissions. Approve the operating system’s VPN configuration request. Read optional diagnostics or analytics prompts and disable those you do not want to share.
- Select a location. Search for Peru when you need a Peruvian IP. Otherwise select the country required by your destination. A nearby server is a useful first test for latency.
- Connect and verify. Wait for the app to show a protected connection. Check the displayed IP country, then open the website or application you need.
- Test your real workload. Measure a file download, video call, game, or streaming session at the times you normally use it. Record whether DNS errors, captchas, banking warnings, or location prompts occur.
- Set an automatic rule. If the app supports auto-connect, configure it for unknown Wi-Fi networks. Use split tunneling only when you understand which applications will bypass the VPN.
- Disconnect when appropriate. Some banking, government, ticketing, and workplace systems reject unfamiliar IP countries. Disconnect or use your normal connection when the service requires your ordinary location.
Troubleshooting a Peru connection
The app cannot find Peru
Update the application, sign out and back in, and search the complete location list rather than relying on a favorite or “recommended” shortcut. If Peru is absent, the provider’s current inventory may have changed or your plan may not include that location. Do not assume that a nearby country will provide a Peruvian IP.
The IP still appears outside Peru
Reconnect, test another listed Peru endpoint, and check for browser location permissions, GPS data, cookies, or an account profile that reveals your actual country. A website can use more than IP geolocation. If the provider offers a support diagnostic, send the connection time, app version, protocol, and displayed location without disclosing passwords or private account data.

Websites show captchas or block access
Shared VPN addresses are used by many customers and may receive extra scrutiny. Try a different server in the same country, clear only the affected site’s cookies, or use your ordinary connection for services that prohibit VPN access. Repeatedly changing countries can look like account takeover activity.
The connection is slow
Test without the VPN, then test a nearby location and the required country. Use a wired connection or a stronger Wi-Fi signal, pause large downloads, and try another protocol offered by the app. If only one destination is slow, the bottleneck may be the route between the VPN server and that destination rather than your local connection.
An app or bank stops working
Some applications require a stable home-country IP, local GPS, or a device region setting. Disconnect temporarily, restart the app, and follow its account-security instructions. Do not attempt to defeat a service’s terms or a fraud-control system.

Cost, refunds, and plan terms
Price comparisons are unusually easy to misread. The amount shown at checkout can depend on currency, tax, billing period, introductory promotion, renewal rate, and selected features. A 30-day money-back guarantee is advertised on the cited Proton and ExpressVPN Peru pages, but eligibility and exclusions should be checked in the current terms before purchase.

Are VPNs legal in Peru?
The reviewed provider page says VPN use in Peru is legal, but that is a provider statement, not authoritative Peruvian legal advice. The sources available for this article do not establish a definitive, current Peruvian rule covering every VPN use, nor do they settle how specific activities are regulated. A VPN does not legalize copyright infringement, fraud, unauthorized access, harassment, or violation of a website’s terms. If your use involves employment, regulated data, journalism, financial services, or government systems, obtain advice from a qualified Peruvian lawyer or the relevant authority.
What “best” should mean for your decision
Choose Proton VPN when privacy documentation is your priority
Proton’s Peru page combines a Peru-location claim with descriptions of WireGuard, Secure Core, open-source apps, a no-logs policy, and independently commissioned app audits. That makes it the more clearly documented choice for a reader who wants to examine privacy architecture and software transparency. Confirm the current plan’s features and device allowance before subscribing.
Choose ExpressVPN when its app workflow and device allowance fit better
ExpressVPN’s Peru pages explain the Peru-IP use case, describe Lightway and RAM-based TrustedServer infrastructure, and advertise up to 14 simultaneous devices on the Spanish page. It may suit a household that values a straightforward app and a stated multi-device limit, provided the live plan terms match your needs.
Do not choose on server-count claims alone
Large global totals do not reveal the quality of your Peru route, whether a listed location is physical or virtual, or whether a streaming service will accept the address. Compare the exact location, protocol, support response, refund terms, and real-world workload during the guarantee period.
Quick Recap
A practical buying checklist
- Does the current app list Peru, or the foreign country you actually need?
- Is the location available on your selected plan and device?
- What independent audit exists, what did it cover, and when was it published?
- Which protocols are available, and can you change them when a route is slow?
- How many simultaneous devices are allowed under the exact plan?
- What is the total charged today, the renewal amount, the billing period, and the tax treatment?
- How do you request a refund, and are there eligibility limits?
- Have you tested the websites, calls, downloads, or streaming services that matter to you?
- Can you turn off the VPN quickly for banking, work, or services that reject VPN addresses?
