There is no single best VPN for Norway that every publisher agrees on. ITavisen names NordVPN its overall winner after comparing seven services. VPNportalen names ExpressVPN for most users, assigns Proton VPN to privacy, and assigns Surfshark to low price and unlimited devices. The right choice depends on what you need the connection to do: a Norwegian IP address while you are abroad, stronger privacy, reliable access to streaming libraries, or the lowest monthly cost.
Hvilken VPN er best i Norge? Which VPN is best in Norway?
Publishers that compare VPNs for Norwegian readers reach different conclusions because they weight different criteria. The table below sets out each published verdict and what it was based on. None of these is an independent measurement made for this article, and we did no hands-on testing of our own.

| Source | Verdict | Basis as described by the publisher | Notes |
|---|---|---|---|
| ITavisen, Norway comparison (2026) | NordVPN overall winner | Seven services compared on speed, security, privacy, streaming, usability, and price | Names ExpressVPN for streaming, Surfshark for many devices, and Proton VPN for privacy |
| VPNportalen, Norway comparison (undated in the material we reviewed) | ExpressVPN for most users | Publisher’s own judgement; testing method not described in the material we reviewed | Assigns Proton VPN to privacy and Surfshark to low price and unlimited devices |
| TechRadar, general VPN comparison (September 24, 2026) | NordVPN overall; Surfshark cheapest; Proton VPN privacy-first | Testing-based judgements for a general audience | Prices are not Norwegian and should not be read as Norwegian offers |
Two sources put NordVPN first and one puts ExpressVPN first. The disagreement is mostly about what counts most, not about which services are bad. That is why the rest of this article is organised by use case.

Start with the direction of your connection
Most people searching for a Norwegian VPN want one of two things. Some are based in Norway and want privacy or access from a different network. Others are travelling or living abroad and need a Norwegian IP address so that Norwegian services treat them as if they were at home. These two needs point to different features, so decide which one applies before comparing prices.

Getting a Norwegian IP address while abroad
A Norwegian IP address matters only if you connect through a server located in Norway. ExpressVPN’s Norway page describes Oslo IP addresses for using Norwegian services while travelling. Proton VPN states that it has 14 servers in Norway and that free servers are available there. Both are provider statements. The Proton figure comes from an undated page accessed in 2026, and server counts and locations can change.
| Norway-specific item | ExpressVPN | Proton VPN | NordVPN |
|---|---|---|---|
| Norwegian endpoint named by the provider | Oslo IP addresses (provider claim, ExpressVPN Norway page) | 14 servers in Norway (provider count, undated page accessed 2026) | Not stated in the sources reviewed |
| Norway server available on a free plan | Not stated in the sources reviewed | Yes, free servers in Norway (provider claim) | Not stated in the sources reviewed |
| Independent confirmation of Norwegian IP location | Not stated in the sources reviewed | Not stated in the sources reviewed | Not stated in the sources reviewed |
Before paying for any plan, open the app’s server list, choose Norway, and check that the location you connect to is the one you need. Then check the IP address shown by a public IP lookup page. Compare that with the same lookup when you are not connected.

Privacy claims are where readers most often over-read the evidence, so separate them into three kinds of statement.

- Provider policy: a written statement of what the service says it does and does not log.
- Independent review or audit: an outside firm examines the provider’s systems and reports whether they match its claims, for a defined period and scope.
- Absolute promise: a claim that no data is ever held. An audit cannot establish this, and no source reviewed here supports it.
NordVPN reports six no-logs examinations in total through 2025. According to its own summary, Deloitte carried out the 2023, 2024, and 2025 reviews, with the fifth and sixth taking place in 2024 and 2025. We have not read the underlying Deloitte reports, so their scope and conclusions come from NordVPN’s description. Read the report’s stated scope and period before treating it as proof of current practice.
For Proton VPN, the sources reviewed describe it as the privacy pick, and TechRadar calls it privacy-first. Those are publisher judgements. The material we reviewed did not cite a specific independent audit for Proton VPN, so check its privacy policy and any published reports yourself before relying on it.
Streaming-first readers
ITavisen names ExpressVPN for streaming. That verdict comes from its own comparison, not from a streaming test we ran. A VPN can change the location a streaming service sees, but no VPN guarantees access to any platform. Services can update how they detect and block VPN traffic, and their terms can change. If streaming is the main reason you are buying, use the refund window (covered below) to test your own platforms from Norway and from abroad.

Budget-first readers
VPNportalen assigns Surfshark to low price and unlimited devices, and TechRadar calls it cheap. Those are relative judgements based on non-Norwegian price points. Promotional prices are common in this market, so the monthly figure you see on a sales page may not be what you pay after the first term. The next section explains how to check.
What your ISP can still see
A VPN hides the contents of your traffic and its destinations from your internet provider, but it does not make you invisible to that provider. NordVPN Support, writing about its own service, states: “When you connect to a NordVPN server, your ISP can see that you’re connected to an IP owned by a VPN service.” That is a provider-authored explanation, but the same general mechanism applies to any VPN.
According to the same NordVPN explanation, your ISP can still see:

- the VPN server’s IP address
- when you connect and for how long
- the protocol port in use
- how much traffic you send and receive
- that the traffic is encrypted
The destinations you visit are hidden behind the tunnel, as NordVPN describes it. If your goal is to keep your ISP from knowing the sites you use, a VPN can help with that. If your goal is to keep the fact of VPN use from the ISP, it cannot.
Speed and streaming evidence
ITavisen’s comparison includes speed as one of its criteria, but the material we reviewed does not report the figures behind it. We therefore have no speed numbers to quote, and this article does not give typical speeds for any service. Speed depends on your own connection, the server you choose, and the distance to it. Measure your speed without the VPN, then connect to the Norwegian server you plan to use and measure again. The gap will tell you more than any general average.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesPrices, renewal terms, and refunds
Introductory offers are the most common source of confusion. A sales page may show a monthly equivalent that applies only to a long initial term. The renewal price, which is what you pay after that term, can be much higher. The sources reviewed do not establish consistent Norwegian checkout and renewal prices across the services compared, so do not assume one service’s promotion is representative of the others.
Best Value
- Next-Gen Gigabit Wi-Fi 6 Speeds: 2402 Mbps on 5 GHz and 574 Mbps on 2.4 GHz bands ensure smoother streaming and faster downloads; support VPN server and VPN client¹
- A More Responsive Experience: Enjoy smooth gaming, video streaming, and live feeds simultaneously. OFDMA makes your Wi-Fi stronger by allowing multiple clients to share one band at the same time, cutting latency and jitter.²
- Expanded Wi-Fi Coverage: 4 high-gain external antennas and Beamforming technology combine to extend strong, reliable, Wi-Fi throughout your home.
- Improved Battery Life: Target Wake Time helps your devices to communicate efficiently while consuming less power.
- Improved Cooling Design: No heat ups, no throttles. A larger heat sink and redefined case design cools the WiFi 6 system and enables your network to stay at top speeds in more versatile environments.
Proton VPN’s page advertises a 30-day money-back guarantee on paid plans. This is the only refund term that appeared in the material we reviewed, and it is the provider’s own statement; check the current terms before you buy.
- Open the plan selection page and note the price shown for the first term.
- Find the renewal price, which is often shown in smaller print or in the order summary.
- Multiply the renewal price over the period you expect to keep the service, so you compare the full cost rather than the headline monthly figure.
- Read the refund window and any conditions attached to it.
- Check the number of devices the plan covers and whether it allows simultaneous connections.
- Test the Norwegian server you need during the refund window, before the longer term begins.
Which VPN to choose for each need
Norwegian IP while abroad
Start with a service that names a Norwegian endpoint you can confirm in its app. ExpressVPN describes Oslo IP addresses for this purpose. Proton VPN states it has 14 Norway servers, including free ones. Choose based on which endpoint and plan terms suit your devices, and run the IP check described above before committing.
Privacy first
Proton VPN is the pick named for privacy by both VPNportalen and TechRadar. If you want to see an audit history, NordVPN’s published Deloitte reviews are the most specific example in the material we reviewed. Read the scope of each report instead of relying on the number of reviews alone.
Streaming first
ExpressVPN is the streaming pick in ITavisen’s comparison. Confirm that the platforms you use work from a Norwegian server during your refund window, because outcomes depend on the platform’s current blocking.
Low cost with many devices
Surfshark is the choice VPNportalen makes for low price and unlimited devices. Check the renewal price and the device terms at checkout, since the cost you see in comparison articles may not match Norwegian checkout.
Overall default
If you want one name to start with, ITavisen and TechRadar both place NordVPN first overall. VPNportalen places ExpressVPN first for most users. Whichever you start with, the Norway-specific checks above decide whether it fits your use.
