No single VPN is the best choice for everyone in Nepal. The right service depends on why you need one: reaching restricted online services from inside Nepal, protecting yourself on public Wi-Fi, streaming foreign content, or appearing to have a Nepali IP address while abroad. This guide organizes the options by those needs. It separates three kinds of statements: official Nepali government sources, provider claims published by the companies themselves, and secondary coverage from comparison publishers. Where a claim rests only on one of the latter two, we say so.
Start with your situation
The table below maps common needs to the features that matter for them and the caveat that applies. Prices and plan details are as listed by each provider when this article was prepared and can change without notice.

| Your situation | Features that matter most | Where the evidence points | Main caveat |
|---|---|---|---|
| Reaching restricted services from inside Nepal | Obfuscation or stealth protocols, server choice, a plan you can test before committing | NordVPN describes obfuscated servers; secondary Nepal coverage describes Proton VPN’s Stealth protocol | No provider can guarantee access through a government block, and no independent test on named Nepali networks is established here |
| Privacy on public Wi-Fi in cafés, airports or hotels | A paid plan with a clear privacy policy, reasonable device limits, and a refund window | Proton VPN Plus lists up to 10 devices; Mullvad lists a flat monthly price with a 14-day money-back guarantee | A VPN encrypts traffic between your device and its server; it does not make you anonymous to the websites you visit |
| Streaming or accessing services based in other countries | Selectable server locations and stated streaming support | Proton VPN Plus lists selectable locations and streaming | Streaming access changes often and is not guaranteed by any provider |
| Nepali living abroad who needs a Nepal IP address | Servers physically located in Nepal, verified with the provider | Secondary Nepal-focused coverage identifies Private Internet Access (PIA) as offering Nepal IP servers | This is a secondary-source claim; confirm the server locations on the provider’s site before subscribing |
| Lowest ongoing cost | Renewal price, not just the introductory price, and refund terms | Mullvad lists €5 per month as a flat price | Refunds exclude cash payments under Mullvad’s listed terms |
What Nepali authorities have said
Three official positions shape the picture in Nepal. They concern different things, and it is easy to conflate them.

Our translation, for context only: because internet users who use free VPNs face increased security risks such as possible data theft, privacy violations and account hacking, the ministry earnestly requests everyone not to use free VPNs. The ministry’s language is a broad caution. It does not state that every free service is unsafe, and it does not name specific providers.

The Nepal Telecommunications Authority’s advisory and blocking directive
The Nepal Telecommunications Authority (NTA) has published its own free-VPN advisory. Separately, it has directed telecom providers to block access to specified unlawful sites and apps. These are two different actions. The blocking directive concerns the named services in the notice, not personal VPN use in general.
What remains unclear about personal VPN use
The official material we could cite does not state whether ordinary personal VPN use is legal or illegal in Nepal. The statutes of Nepal’s Law Commission that address privacy and electronic transactions do not resolve that question either. Readers should check the current text of Nepali law and any updated regulator notices before relying on a VPN for anything that could raise legal questions. A VPN does not make an unlawful activity lawful, and nothing in this guide suggests otherwise.

What a VPN can and cannot do under a block
A VPN sends your traffic through a server elsewhere. Whether that restores access to a blocked service depends on how the block works, and no provider can promise it will.
- It can change the route. Traffic reaches the destination from the VPN server’s address rather than your own connection’s address.
- It can be slow and costly. The Associated Press, reporting in 2025, quoted experts who said VPNs can be expensive, slow, and imperfect for reaching blocked services.
- Obfuscation helps only with some blocks. Obfuscated servers conceal the signature of VPN traffic, which can matter on networks that block known VPN protocols. It does not stop the destination site from seeing the VPN server’s IP address. NordVPN’s official page says websites may still identify traffic coming from a VPN server IP.
- It is not a privacy shield in full. Your VPN provider can see the traffic that passes through its servers, so the provider’s own privacy policy and audit record matter.
Provider comparison
The table lists only what the cited sources establish. “Not stated” means the provider page or secondary coverage we relied on did not give that detail, not that the feature is absent.

Two points deserve emphasis. First, the Proton VPN Free row describes a plan that is useful for limited trials but has one device and randomly chosen servers, so it cannot be used to choose a particular country. Second, the May 24, 2026 comparison guide evaluates privacy, streaming, server network, price, and value. Its rankings represent one publisher’s assessment, not an independent test we ran.

Free plans are the most common starting point, and they are the category the ministry has specifically warned about. The distinction that matters is between a free plan that a provider has described publicly and an unknown free app. Proton VPN’s free plan is documented on the provider’s own page, with stated limits and a stated server pool. That is a more verifiable situation than an app whose ownership, data handling, and funding are unclear. Even with a documented plan, the single-device and random-server limits mean a free plan is rarely a complete answer for a person who needs a specific location or several devices.
Best Value
- Next-Gen Gigabit Wi-Fi 6 Speeds: 2402 Mbps on 5 GHz and 574 Mbps on 2.4 GHz bands ensure smoother streaming and faster downloads; support VPN server and VPN client¹
- A More Responsive Experience: Enjoy smooth gaming, video streaming, and live feeds simultaneously. OFDMA makes your Wi-Fi stronger by allowing multiple clients to share one band at the same time, cutting latency and jitter.²
- Expanded Wi-Fi Coverage: 4 high-gain external antennas and Beamforming technology combine to extend strong, reliable, Wi-Fi throughout your home.
- Improved Battery Life: Target Wake Time helps your devices to communicate efficiently while consuming less power.
- Improved Cooling Design: No heat ups, no throttles. A larger heat sink and redefined case design cools the WiFi 6 system and enables your network to stay at top speeds in more versatile environments.
The Proton VPN sign-up figure
The Associated Press reported in 2025 that Proton VPN sign-ups from Nepal rose by 8,000% after September 3, 2025, according to Proton’s own signup data. This is a provider-reported figure. It is not a government count and not an independent measurement. It shows that interest in VPN services rose sharply at that time; it does not show that any particular service works on any particular Nepali network. The same AP report carried the expert cautions about cost, speed, and limited effectiveness noted above.
How to choose: a practical sequence
- Name the service you need to reach, or the purpose. A restricted-site need, a Nepali IP need, and a public Wi-Fi need lead to different providers.
- Confirm the feature on the provider’s own page. Obfuscation, stealth protocols, server locations, and device limits should be checked on the provider’s site rather than taken from a comparison article.
- Check the renewal price and refund terms. Introductory prices are often different from renewal prices. Note the refund window and whether it applies to your payment method.
- Test during the refund window on the network you actually use. Try the service on your own ISP or mobile network before the refund period ends, and record whether the service you need is reachable.
- Keep a fallback. If the service does not work on your network, a refund or a switch to a different server type may be the next step; a VPN should not be your only plan for an essential service.
Nepalis abroad who need a Nepal IP address
A reader outside Nepal who wants a Nepali IP address has a different requirement from a reader inside Nepal who wants a nearby, low-latency connection. For the first reader, the question is whether the provider actually operates servers physically located in Nepal. Secondary Nepal-focused coverage identifies PIA as offering Nepal IP servers, but that is a third-party claim. Before subscribing, check the provider’s server list for Nepal and confirm that the location is listed on its own site.
Prices and offers
Prices and promotions are time-sensitive. The figures in this guide come from provider pages as listed when the article was prepared. Mullvad’s listed price is a flat €5 per month, which contrasts with long-term discount structures many providers use. Proton’s free plan is listed at $0. Check each provider’s pricing page for current amounts, taxes, currency conversion, and any promotional terms before paying. This guide does not carry commercial offers, and no offer should be read as an endorsement of a particular result.

What this guide does not establish
- No hands-on speed, latency, or access testing has been reported on Nepal Telecom, Ncell, WorldLink, or other Nepali networks. The comparisons above rely on provider listings, official Nepali sources, and secondary coverage.
- Whether a VPN restores access to specific platforms, including Facebook and Instagram, depends on how each block is implemented and cannot be confirmed here.
- The legal status of personal VPN use in Nepal is not resolved by the official material cited above.
- Provider features, server inventories, pricing, refund terms, and streaming support can change. Recheck them on the provider’s site before purchasing.
The Bottom Line
For most people in Nepal, the best VPN is the one that matches your specific need and passes a refund-window test on your own network. If you need to reach restricted services, look first at providers that document obfuscated or stealth modes, but treat any access as unguaranteed. If you need a Nepali IP address from abroad, confirm Nepal server locations directly with the provider. If you only need privacy on public Wi-Fi, a paid plan with a clear privacy policy and a reasonable device limit is a more dependable choice than an unknown free app.
