There is no VPN that can be counted on to work uninterrupted in mainland China. If you decide to use one, choose a service with anti-censorship features, install and test it before you leave, and prepare for the possibility that it will fail. Also weigh the legal and privacy risks: U.S. travel guidance says VPN use is illegal in most cases in China and may lead to confiscation, a fine, or detention.
What is the best VPN for China?
No single provider can honestly be called a guaranteed best VPN for mainland China. Blocking methods and providers’ countermeasures change, and reported results differ between test setups. The available evidence can help narrow a shortlist, but it cannot predict whether a connection will work on your hotel Wi-Fi, mobile network, or a particular day.

TechRadar’s China review, updated September 9, 2026, named NordVPN second and ExpressVPN third in its rankings. Its field testing was conducted July 20–22, 2025, when reviewer Dashielle Wood was in China and assessed streaming services, social platforms, and everyday apps. Those results are useful as dated observations, not as a guarantee of current performance. The review’s top-ranked provider is not named here.

That is the publisher’s reported result from its own setup, not an independently replicated industry-wide failure rate. The contrast with TechRadar’s rankings is a reason to consider test dates and methods rather than treating any list as a dependable forecast.

Proton VPN’s documentation describes Stealth, which it says wraps VPN traffic in an obfuscated TLS tunnel over TCP, and alternative routing, which can send connections through third-party networks if direct access to its servers is blocked. These are Proton’s descriptions of its own features; they do not establish that competing services offer the same tools or that these features will work on every Chinese network.

What are the legal and privacy risks?
The UK Foreign, Commonwealth & Development Office’s China safety and security advice, accessed October 8, 2026, says, “The Chinese authorities control internet access.” It identifies Google, Facebook, YouTube, and X among services that are permanently blocked, and says other sites may sometimes be blocked. The FCDO also states that China’s cybersecurity laws require online products and services such as VPNs to be licensed by the Chinese government.
The U.S. Department of State’s China Travel Advisory, issued September 4, 2026, says VPN use in China is illegal in most cases and may lead to device confiscation, a fine, or detention. It also warns that there is “no expectation of privacy on mobile or other networks in China” and says providers must give Chinese intelligence and security services on-demand access to data, networks, and related infrastructure. These are statements in U.S. government travel guidance, not individualized legal advice; consider the risk before using a VPN or transmitting sensitive information.

The U.S.-China Economic and Security Review Commission’s February 2024 report says restrictions on censorship-evasion software have generally been laxly enforced, while emphasizing that VPN prohibitions are not dead-letter law. The report also says commercial VPN performance in China had degraded significantly over the previous ten years. This is background on enforcement and changing performance, not a test of any specific provider in 2026.
How should you choose a service?
For mainland China, look beyond speed claims and familiar brand names. The useful questions are whether the provider documents an obfuscation feature, whether it has an alternative route when direct server access is blocked, and whether there is recent in-country testing with a clearly described method. A provider’s own feature description and an independent publisher’s test are different kinds of evidence; neither guarantees your outcome.

- 【Always online】: This travel router is an essential travel accessory, equipped with powerful 4G LTE network technology and SIM card slot, which can ensure that your device can quickly connect to the Internet anytime, anywhere (LTE includes: B2/B4/B5/B7/B28/B38/B40/B41).The upload and download speed depends on the signal strength of your network provider, which is very suitable for online gaming and daily work.
- Obfuscation: Check whether the service explains how it attempts to make VPN traffic harder to identify. Do not assume that a feature offered by one provider exists in another provider’s app.
- Fallback connection methods: Find out whether the app can try an alternative route if its usual servers are unreachable. Proton says its alternative-routing feature uses third-party networks when direct access to its servers is blocked.
- Test date and setup: Prefer evidence that identifies when and where testing took place and what the tester tried. A test from Shanghai, a reviewer’s trip, and a provider’s own support page answer different questions.
- Preparation and devices: Check that the provider supports the devices you plan to bring, and read its current setup instructions before travel. The cited material does not establish a complete device-support comparison among the services above.
- Cost and terms: Compare current subscription prices, renewal terms, and cancellation conditions directly with providers. The cited China comparisons do not establish current prices or subscription lengths.
Top10VPN recommends preparing at least two services before travel because restrictions may tighten and VPN provider websites may be inaccessible. That is a contingency recommendation, not evidence that two subscriptions will guarantee access.

How do you prepare before arriving?
Proton’s instructions for its own service say to create an account, download and configure the app, sign in, and check the connection before arriving in China. Proton also advises enabling Stealth and alternative routing. These are vendor instructions for Proton, not a universal setup recipe or proof that its service will connect once you arrive.

- Choose and subscribe before departure. Review the service’s current features and terms while you still have access to its website and support materials.
- Install the app on each device you intend to use. Download it from the provider’s official source and follow the provider’s instructions for your device.
- Sign in and complete setup at home. If you choose Proton, its support guidance specifically advises enabling Stealth and alternative routing.
- Test the connection before travelling. Confirm that the app connects and that you know how to switch its available connection options. A successful pre-trip test does not predict access after arrival.
- Save essential information for offline use. Keep account-recovery details and provider support instructions somewhere accessible without relying on blocked sites or email.
- Make a non-VPN plan for essential tasks. Decide how you will handle travel documents, maps, communication, and account access if a VPN cannot connect.
Why can a VPN stop connecting?
Proton’s support page says the Great Firewall uses DNS filtering, IP blocking, and deep packet inspection (DPI) to detect and block VPN connections. It describes Stealth as obfuscated TLS over TCP, intended to make VPN traffic resemble a regular HTTPS connection, and says alternative routing can use third-party networks when Proton’s servers are blocked. These explanations are Proton’s account of the problem and its own tools; they should not be generalized to other providers.
A connection may fail because a server, route, or traffic pattern has been blocked, or because network conditions differ from the ones in a published test. Proton itself cautions that no VPN service can guarantee 100% reliability in China because restrictions evolve. If a connection fails, use only the provider’s documented troubleshooting steps and consider whether continuing to attempt access is worth the legal and privacy risks.
Are VPNs the same as “airport” proxy subscriptions?
No. A 2026 academic preprint, Understanding the “Airport” Censorship Circumvention Ecosystem in China, studies commercial proxy subscriptions known in China as “airports,” which are distinct from conventional branded VPN services. The authors surveyed 1,667 censorship-circumvention users; 55% of those surveyed reported using airports. They identified 3,431 active airport services and subscribed to 35 for characterization. Those numbers describe the study’s survey and service-sampling work, not the share of all Chinese internet users who use VPNs or the reliability of mainstream VPN subscriptions. The study also describes takedowns, configuration challenges, and service-specific censorship policies.
Does this advice apply to Hong Kong?
This article’s legal and performance discussion concerns mainland China. Hong Kong and other jurisdictions have different legal and network conditions, so mainland China findings should not be applied to them without separate, current evidence.
