There is no single best VPN for every Bosnia and Herzegovina user. The right choice depends first on whether you need an IP address located in Bosnia and Herzegovina or a connection from Bosnia to another country. Proton VPN is the provider in this guide with an explicit statement that it operates servers in Bosnia and Herzegovina and can provide a Bosnian IP address. Its free plan, however, lists ten server countries that do not include Bosnia, so a free account should not be assumed to provide a Bosnian exit location.
Other decisions matter just as much: privacy policy and audits, supported devices, simultaneous-connection limits, streaming or P2P requirements, performance from your ISP, and the full renewal price rather than a temporary headline offer. No Bosnia-specific independent speed or reliability ranking was established, so the figures below should be treated as context—not proof that any service is fastest from Sarajevo, Banja Luka, Mostar or another local connection.

Start with the location you actually need
A VPN encrypts traffic between your device and a VPN server, then websites see the server’s IP address instead of the address assigned by your ISP. That can protect traffic from some people on the same network and can make your connection appear to come from another country. It does not make you anonymous to everyone: the VPN company becomes a party you must trust, and websites can still identify accounts, cookies, browser characteristics or other signals.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteWhen you need a Bosnian IP address
A Bosnian IP is useful when a service checks your apparent country, when you are travelling and want websites to treat you as being in Bosnia and Herzegovina, or when you are testing a regional website from abroad. Proton’s Bosnia and Herzegovina page says it has servers in the country and that connecting to them can provide a Bosnian IP address. That is a provider statement, and server availability can change, so check the location list in the app before paying.

Proton describes the purpose this way: “We have servers in Bosnia and Herzegovina, allowing you to bypass regional blocks, stream unlimited entertainment, and protect your privacy.” The statement is marketing copy rather than an independent test; whether a particular streaming service works can change by platform, title and date.
When you are connecting from Bosnia to another country
If your goal is a US, UK, German or nearby regional IP, a Bosnian server is irrelevant. You need a provider with a suitable foreign endpoint, acceptable latency and a plan that permits the devices and activities you intend to use. A nearby server often reduces latency, but the best route depends on your ISP, congestion, protocol and the destination service.
How the main documented option compares by plan
Proton’s plan page, accessed October 13, 2026, separates its free and paid tiers in ways that matter for Bosnia-based users. The following figures are the provider’s listed terms and may change.
| Plan | Simultaneous devices | Data allowance | Listed server-country access | Features stated on the plan page |
|---|---|---|---|---|
| Proton Free | 1 | Unlimited data | Netherlands, Japan, Romania, Poland, Norway, Switzerland, Singapore, Mexico, Canada and the United States | Free-tier access to the listed locations |
| Proton VPN Plus | Up to 10 | Not limited on the cited plan page | Paid network access; the page advertises 20,000+ servers in 140+ countries | Streaming, P2P, Secure Core and other premium features listed by Proton |
Bosnia and Herzegovina is not among the ten countries listed for Proton Free. Therefore, someone who specifically needs a Bosnian IP should not sign up for the free tier expecting to select Bosnia. Confirm that the paid tier you purchase still includes the Bosnia location at checkout and in the current app.
What Proton says it offers in Bosnia and Herzegovina
On its country-specific page, Proton says users can connect to servers in Bosnia and Herzegovina and obtain a Bosnian IP address. The same page describes encrypted connections, a strict no-logs policy, applications for several desktop and mobile platforms, WireGuard support and Secure Core routing. Those are provider claims. They describe the product’s design and policy, not an independent measurement of throughput, latency or streaming success.
Proton’s broader selection guidance recommends checking several trust signals before choosing a VPN: the privacy policy, jurisdiction, whether applications are open source and whether an independent audit is available. Read the current documents yourself because policies, audit scope and app behavior can change between versions.

Secure Core is a routing option intended to add an additional server layer. It can increase protection in some threat models but may also add latency. WireGuard is a modern VPN protocol supported by Proton; the practical result still depends on the device, network and server selected.
What independent comparison data can—and cannot—tell you
A Tom’s Guide comparison dated October 8, 2026 tested NordVPN and ExpressVPN under its own conditions. It did not test a Bosnia and Herzegovina connection, so the numbers cannot be presented as local results.
| Test reported by Tom’s Guide | NordVPN | ExpressVPN |
|---|---|---|
| Local speed test | 1,427 Mbps | 1,177 Mbps |
| US-to-UK long-distance test | 939 Mbps | 1,117 Mbps |
The same review reported that NordVPN was more consistent across its streaming test suite, while ExpressVPN’s applications were simpler to navigate. It also reported audits completed by Deloitte for NordVPN in February 2026 and by KPMG for ExpressVPN in June 2025. These are the review’s reported audit history, not a substitute for reading each provider’s current audit report, scope and privacy policy.
Use these results to understand why a provider can lead one route and trail another, not to declare a winner for Bosnia. Your distance to the chosen server, ISP peering, local congestion, device hardware and time of day can reverse the order.
Choosing a VPN for your specific use case
Regional websites and a Bosnian exit IP
Make country availability the first filter. Select a service whose current server list explicitly includes Bosnia and Herzegovina, then verify that the location is included in the subscription tier you are considering. A large global server count does not prove that a particular country is available.

Travel and public Wi‑Fi
For hotel, airport, university or café Wi‑Fi, prioritize a trustworthy privacy policy, current apps for your operating systems, a reliable kill-switch implementation and a protocol supported by your device. A VPN reduces exposure to some local-network observers, but it does not protect you from phishing, malware, a compromised account or a website that already knows your identity.

Streaming
Streaming access is changeable and platform-specific. Services can block known VPN addresses, require a local payment method or show different catalogs based on account country rather than IP alone. Treat any provider’s unblocking language as a current possibility, not a permanent guarantee. Test the exact platform, device and server you intend to use, and check the provider’s refund terms before committing to a long subscription.
P2P and large downloads
Check whether P2P is permitted on the particular plan and server, whether port forwarding is offered, and how the provider handles abuse complaints. Unlimited data does not automatically mean unlimited speed; congestion, protocol overhead and your home connection remain constraints.
Multiple household devices
Count phones, computers, tablets, televisions and routers before choosing. Proton lists one simultaneous device on Free and up to ten on Plus. If you need more, examine the current subscription conditions rather than assuming every provider’s “unlimited” wording covers router installations, family sharing or every device type.

- Confirm the location before purchase. Open the provider’s current server list or app and make sure Bosnia and Herzegovina appears. For Proton, the country-specific page states that a Bosnian server and IP option are offered: Proton’s Bosnia and Herzegovina server information.
- Choose a plan that includes the location. Do not infer paid-location access from a free plan. Proton’s plan page lists ten free countries and excludes Bosnia: Proton’s plan details.
- Install the official application. Use the provider’s current app for your operating system, sign in, and update it before connecting. Labels and menus can differ between desktop, mobile and router configurations.
- Select Bosnia and Herzegovina. Open the location list, search for Bosnia or Bosnia and Herzegovina, and choose a server. If the country is absent, do not assume a nearby country will provide a Bosnian IP.
- Connect and verify. Wait for the app to show an active connection, then use a reputable IP-checking service and confirm that the detected country is Bosnia and Herzegovina. A browser may retain old sessions, so close or reload the relevant site after connecting.
- Test the service you actually need. Check login, regional content, payment and account functions. An IP location can be correct while a service still uses account history, cookies, GPS or payment-country data.
Privacy checks that matter more than marketing slogans
Read the logging policy precisely
Look for definitions of connection logs, source IP addresses, DNS requests, bandwidth records, timestamps, crash data and account information. “No logs” can refer to a narrow category, so compare the policy’s definitions with the provider’s explanation of what is retained and for how long.
Check jurisdiction and legal process
Jurisdiction affects which legal demands a provider may receive and how it can respond. It does not automatically make a provider private or unsafe. Read the transparency material and understand whether the company explains warrants, data requests and emergency disclosures.
Look for open-source applications and audits
Open-source clients allow outside inspection of code, although publication alone does not prove that every release is safe. An audit is useful only when you can read its date, scope, methodology, exceptions and whether it covered the current app or infrastructure.

Understand the trust shift
With a VPN, your ISP may see less of the destination traffic, while the VPN provider can observe some connection metadata depending on its architecture and policy. HTTPS still matters because the VPN does not replace end-to-end encryption. Use unique passwords and multifactor authentication for accounts that remain identifiable through the tunnel.
Is a free VPN suitable for Bosnia and Herzegovina?
A free plan can be useful for testing an application, protecting one device on occasional public Wi‑Fi or deciding whether the interface works for you. Proton says its Free tier includes unlimited data and one simultaneous device, but its listed server countries do not include Bosnia and Herzegovina. That makes it unsuitable for the specific goal of obtaining a Bosnian IP unless the provider changes the free-location list.
Before using any free service, inspect its ownership, advertising model, logging policy, protocol support, data limits, speed restrictions and update history. A free service that does not explain how it is funded deserves extra caution. Never install a VPN client from an unofficial download site or grant permissions unrelated to networking.
Performance: how to test from your own connection
Because no independent Bosnia-specific measurements were established, run your own repeatable checks if speed or latency matters.
- Measure your normal connection without a VPN at three different times, recording download, upload and latency.
- Connect to the nearest suitable VPN location, then repeat the same test using the same device and test server.
- Test the Bosnia location separately from a nearby foreign location if your purpose is a Bosnian IP.
- Repeat on both Wi‑Fi and wired Ethernet when possible, and note whether other household traffic is active.
- Record connection drops, DNS errors, video buffering and the time required to establish a tunnel—not only peak download speed.
Compare the median of several runs rather than a single best result. A provider can achieve high throughput in a laboratory-style test yet perform poorly on your ISP’s route or during evening congestion.

Bosnia does not appear in the location list
Check that you are signed into the correct account and that the subscription is active. Reinstalling the app will not add a location that the plan does not include. Confirm availability on the provider’s current country page and contact support if the website and app disagree.

The IP checker still shows your old country
Disconnect and reconnect, then check that the app reports an active tunnel. Close existing browser tabs, clear site data for the service you are testing and disable any browser feature that exposes a separate location signal. If the result remains wrong, try another server in the same country and check for DNS or IPv6 leaks using a reputable testing service.
Websites block the VPN
Blocking is common for streaming, banking and ticketing sites. Try a different server allowed by the provider, use the service’s documented streaming guidance and avoid repeatedly switching accounts or locations in ways that trigger fraud controls. Do not assume a new IP will bypass account-country requirements.
The connection is slow or unstable
Choose a nearer server, switch between supported protocols, update the client and test without Secure Core if you enabled an extra routing layer. Restart the router, compare wired and wireless connections and check whether your ISP is congested. If only one location fails, report that server rather than concluding the whole service is unusable.
Too many devices are connected
Disconnect inactive sessions from the app or account dashboard. Proton lists one simultaneous device on Free and up to ten on Plus; exceeding the applicable limit can prevent a new connection even when the account is valid.
Price, renewal and refund details to verify
VPN prices are not evergreen. Subscription length, introductory promotions, renewal rates, regional taxes, currency conversion and payment method can all change the total. Compare the amount charged today with the renewal amount, the billing interval, the refund window and any limits on changing plans. A low monthly figure for a two-year commitment is not equivalent to a month-to-month price.
Save the order confirmation and the provider’s terms at purchase. If streaming or a Bosnian IP is the reason you subscribed, test that function during the refund period rather than waiting until the first renewal.
VPN legality in Bosnia and Herzegovina
The material available for this article does not include an official Bosnian government or legal source that establishes a definitive rule. Do not treat a provider’s general statement as legal advice. Check current Bosnian law, workplace or school policies, and the terms of the service you plan to access. A VPN also does not authorize copyright infringement, fraud, unauthorized access or evasion of a platform’s contractual rules.

- Can you read a recent audit and understand its scope?

- Have you checked current Bosnian legal and service-specific rules?
Bottom line
For a reader whose primary requirement is a Bosnian IP, Proton is the clearest documented starting point because it explicitly advertises Bosnia and Herzegovina servers. Its free plan does not list Bosnia, so the location should be treated as a paid-plan question and rechecked before purchase. For users who only need a secure tunnel to another country, compare providers on privacy evidence, device limits, route quality and total subscription terms instead of assuming the Bosnia location is decisive. Independent test figures for other providers can illustrate trade-offs, but they are not measurements of performance from Bosnia and Herzegovina.
