The providers below document features intended to help with VPN blocking, but there are no current independent tests showing which one connects reliably on Afghan networks. Choose by the protections and app support you can verify for your device, and make a backup plan: a VPN cannot connect during an internet shutdown.
What to know about connectivity and digital risk
Afghanistan has experienced sudden interruptions to landline, internet, and mobile services. The UK Foreign, Commonwealth & Development Office (FCDO) says the Taliban have blocked, significantly slowed, or shut down those services without warning, locally or nationwide. It also warns that previous blackouts affected flights and access to cash. The FCDO advises travelers not to rely on mobile data, non-Afghan mobile apps, or international calls for personal safety.

The EU Agency for Asylum’s January 2026 country report describes an Afghanistan-wide communications shutdown in late September 2025 that ended in early October. It also reports concerns about monitoring of social media, mobile-phone searches at checkpoints, and informants. These are reported findings, not evidence that every person or communication is monitored.

1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsA VPN encrypts traffic between your device and the VPN server. It does not protect an unlocked phone from inspection, hide the VPN app from someone looking at your device, or guarantee safety from targeted surveillance. The US Department of State advises travelers to update operating systems and apps before travel, avoid public Wi-Fi, and prepare backup communications such as satellite phones or handheld radios where appropriate. Neither a VPN nor an international app is a substitute for a personal safety plan.

VPN options: what providers document—and what remains unproven
These are feature-based options, not a performance ranking. Provider descriptions explain what a service says it offers; they do not show that it works on every Afghan ISP, mobile network, or device. The features below are based on official provider pages accessed 7 October 2026 unless otherwise noted.
| Provider | Documented feature or location detail | What that evidence does not establish |
|---|---|---|
| Proton VPN | Proton describes Stealth as a way to disguise a VPN connection to bypass censorship and blocks, and documents alternative routing and Smart Protocol. Its Smart Routing information lists Afghanistan as a location routed through London. | There is no independent evidence here that it connects reliably on Afghan networks. The Afghanistan listing is Smart Routing through London, not proof of physical VPN infrastructure in Afghanistan. |
| NordVPN | NordVPN documents obfuscated servers for restrictive networks and lists an Afghanistan location on its server page. | The listing does not establish that the servers are physically hosted in Afghanistan or that connections work on every local network. Obfuscation is not invisibility: NordVPN says a website may still identify a VPN connection from its IP address. |
| ExpressVPN | ExpressVPN says automatic obfuscation operates on supported platforms when a network attempts to block or interfere with VPN traffic. | The feature description does not establish availability on every device or reliable performance in Afghanistan. |
| Mullvad and CyberGhost | A 2024 Right to Connect guide includes both among VPN providers discussed for Afghan civil society. | That guide is dated context, not a current independent Afghanistan performance ranking. |
To compare services for your own situation, check that the relevant app supports your device and that its documented anti-censorship features are available in that app. Consider whether it also offers alternative routing, a kill switch and leak protection, and review its privacy policy, audits, account requirements, and current renewal and refund terms. Do not use server count or a country selector as a substitute for evidence of connection reliability.

How to prepare before access becomes restricted
- Install and update apps in advance. Download the VPN app from a provider-controlled source, verify it is authentic, and update your operating system and apps before travel or before access becomes restricted. Human Rights First’s Afghanistan digital-security resource says tools help only if downloaded before censorship or shutdowns occur.
- Confirm settings on your device. Check whether the provider’s obfuscation, alternative-routing, kill-switch, and leak-protection features are supported in the app and operating system you will use. A feature listed for a service may not be available on every platform.
- Make an offline backup plan. Keep important contacts and navigation information available offline, tell friends or family where you will be, and arrange backup communication that does not depend on mobile data or an international app. The FCDO and US Department of State both advise preparing alternatives.
- Consider device inspection risks. An installed VPN app may be visible to someone inspecting an unlocked phone. A VPN does not make that device inspection safe or prevent it.
What a VPN cannot do
- Restore a connection during a shutdown: VPNs need an underlying internet connection. If internet access is unavailable, the VPN cannot connect.
- Guarantee access through blocking: Obfuscation and alternative routing are provider-described techniques, not guarantees that a connection will succeed in a particular place or at a particular time.
- Make you anonymous or eliminate surveillance risk: A VPN changes how traffic is routed and encrypts the device-to-server connection; it does not erase all identifying information or protect an unlocked device.
The official sources cited here do not establish the current legal status of VPN use in Afghanistan. Do not treat a provider feature page or commercial review as legal advice.
