Can you bring a backpack and a carry-on bag?

The label on a bag does not determine whether it qualifies as a personal item: its size and ability to fit in the required space matter. Delta says some Delta Connection flights with 50 seats or fewer allow only personal items because overhead space is limited. Even a bag within a published size limit may be gate-checked if cabin space or operations require it.
Can a briefcase count as a personal item?
Yes, under the cited Delta and JetBlue policies, a briefcase is an example of a personal item. JetBlue also lists a purse, small backpack, or laptop as examples. In practice, the briefcase still needs to fit the carrier’s under-seat space; a larger case should not be assumed to qualify just because it is called a briefcase.

Can you bring a duffel bag as a carry-on?
A duffel can serve as a carry-on if the operating airline permits it and it meets the airline’s size rules when packed. Flexible sides do not guarantee acceptance: measure the bag in its packed state, including handles or other protrusions where the airline’s policy requires them.

The Federal Aviation Administration gives 45 linear inches—the total of height, width, and depth—as a general maximum carry-on size for most airlines. Its guidance also says airline limits can be stricter, so check directly with the carrier. Delta and JetBlue each publish a 22 × 14 × 9-inch overhead limit, with Delta explicitly including handles and wheels. The International Air Transport Association gives 56 × 45 × 25 cm (22 × 18 × 10 in) as a general reference used by many airlines, not a universal allowance.

What size backpack fits under an airline seat?
There is no single under-seat size that applies to every airline or aircraft. JetBlue lists 17 × 13 × 8 inches for its under-seat item. The FAA advises that personal items may need to fit under the seat when overhead space is limited; check your carrier’s current rules and measure the packed backpack rather than relying on its product label.
Cabin stowage is not guaranteed solely because a bag meets a typical dimension. The FAA and IATA both warn that space constraints or operational limits can result in gate-checking or moving a bag to the hold. IATA also notes that allowances vary by airline, cabin class, and aircraft type.

How to check your two-bag setup before departure
- Identify the operating airline for every segment. Check the live baggage policy for each flight, particularly on a mixed-carrier itinerary. JetBlue advises checking both airlines when another carrier is involved; it says the first airline on the first leg each way generally determines bag rules as bags are checked.
- Confirm the permitted bag count and roles. Verify whether your fare allows both a carry-on and a personal item, and whether the proposed backpack or briefcase fits the airline’s personal-item definition.
- Measure both bags packed. Compare the duffel with the overhead limit and the smaller bag with the under-seat limit. Include handles and wheels when the policy specifies them.
- Test the pair as a loaded set. Check laptop and document access, clothing capacity for your trip, comfort while carrying both through a transfer, and whether you can manage them together. These are useful buying criteria, not measured outcomes.
- Plan for a gate check. Keep spare lithium batteries and power banks in the cabin. If your bag is gate-checked, remove these items first; FAA guidance also calls out lithium-battery-powered devices such as phones and laptops. IATA says spare batteries and power banks must be carried in cabin baggage and protected from short circuits.

Some carrier and cabin combinations specify different pieces and bag types. For example, Emirates’ cited allowance for travel from the USA on its network lists two pieces in Business Class: one briefcase plus one handbag or garment bag. The briefcase is limited to 45 × 35 × 20 cm, and each piece may weigh up to 7 kg. This is a specific network-and-cabin example, not a general business-class rule; check the allowance for your exact itinerary.
