Best TSA-Compliant Power Banks for International Travel (2026 Guide)

Choose a lithium-ion power bank marked at 100 watt-hours (Wh) or less, pack it in your carry-on, and check every operating airline before departure. That is the practical rule for international travel. The Federal Aviation Administration (FAA) requires spare power banks to stay in the cabin; the Transportation Security Administration (TSA) summary allows batteries from 101 to 160 Wh only with airline approval and limits that category to two units. Batteries above 160 Wh are not permitted on passenger aircraft.

“TSA-approved power bank” is useful shopping shorthand, not a product certification. A particular unit is acceptable only when its printed energy rating, packing location, and airline rules all comply. Output wattage, charging protocols, and port selection determine whether it is useful for your phone or laptop, but the stored-energy rating in Wh determines its carriage category.

The international-flight power-bank rules that matter

Power banks are spare lithium-ion batteries because they store energy but are not installed in a device. FAA PackSafe guidance therefore treats them differently from a phone or laptop with its battery installed. Keep a spare power bank in the passenger cabin, where a battery problem can be detected and handled. Do not place it in checked baggage.

Power-bank rating What the federal guidance means What you must do
Up to 100 Wh per battery Ordinary spare lithium-ion batteries, including power banks, fall within the FAA baseline. Carry it in cabin baggage and confirm that the operating airline does not impose a lower limit.
101–160 Wh TSA’s 2025 passenger summary says airline approval is required and no more than two spare units are allowed. Obtain approval from the airline before travel, then carry the approved units on board.
More than 160 Wh FAA PackSafe guidance does not allow these batteries on passenger aircraft. Do not take the power bank on a passenger flight.

The 100 Wh figure is a per-battery threshold, not a total allowance for all of your electronics. A carrier can still set a lower limit, restrict the number of power banks, require advance approval, or control whether passengers may use or recharge them during the flight. International itineraries can involve several carriers, so apply the strictest confirmed rule to the whole trip.

Why “TSA-approved” is not a label you can rely on

TSA does not issue a universal approval badge for retail power banks. Compliance depends on the exact battery and the circumstances of travel. Two products with the same advertised capacity can have different nominal voltages, printed Wh ratings, or labels that are difficult for an inspector to verify.

Look for a clearly printed Wh value on the power bank or its manufacturer label. If the unit shows only milliampere-hours (mAh), calculate the Wh value and compare that result with the airline’s requirement; do not assume that a large mAh number is automatically acceptable or that a small one is automatically exempt from inspection.

Convert mAh to Wh before you buy or fly

IATA’s method is:

Wh = ampere-hours (Ah) × nominal voltage (V)

Because many products advertise capacity in mAh, first divide mAh by 1,000 to obtain Ah. Use the nominal voltage printed by the manufacturer, not the USB output voltage shown by a charger.

  • A 20,000 mAh bank rated at 3.6 V calculates as 20 Ah × 3.6 V = 72 Wh. That is below 100 Wh, subject to the airline’s own policy and the rating printed on the actual unit.
  • A 24,000 mAh bank rated at 3.6 V calculates as 24 Ah × 3.6 V = 86.4 Wh.
  • A 30,000 mAh bank rated at 3.7 V calculates as 30 Ah × 3.7 V = 111 Wh. That falls into the 101–160 Wh approval category rather than the ordinary sub-100-Wh category.

These examples are arithmetic illustrations. The label on your exact power bank controls, because advertised mAh and nominal voltage vary by model and edition. If the label presents both figures, use the manufacturer’s stated Wh value. Photographing the rating before packing can make an airline or security conversation easier, but it does not replace the physical marking or airline approval.

Carry-on packing: what to do at the airport

  1. Inspect the marking. Confirm the power bank has a legible Wh rating and that it is within the category your airline permits.
  2. Put it in cabin baggage. Spare power banks must remain with you in the passenger cabin, never in a checked suitcase.
  3. Keep it accessible. Pack it where you can remove it if security staff or airline personnel ask to see the label.
  4. Handle a gate check correctly. If an airline takes your carry-on at the gate to load it in the hold, remove the power bank first and keep the battery with you in the cabin.
  5. Follow the operating crew’s instructions. An airline may restrict use or charging during a flight even when the battery is permitted for carriage.

The carry-on rule applies to power banks regardless of whether they are intended for a phone, tablet, camera, or laptop. Putting a permitted 86.4 Wh unit in checked baggage does not make it compliant; the location is part of the rule.

Airline policy is the final checkpoint on an international itinerary

FAA guidance warns that domestic and international airlines may impose stricter quantity and Wh limits for spare batteries, including power banks. A flight sold under one booking can contain multiple operating carriers, each with its own conditions.

  1. List every airline that will physically operate a segment, including regional connections.
  2. Read each carrier’s current dangerous-goods or lithium-battery page, paying attention to Wh thresholds, quantity limits, approval procedures, and in-flight-use restrictions.
  3. Contact the airline when the unit is between 101 and 160 Wh, when the policy is unclear, or when you are carrying more than one bank.
  4. Save approval messages and policy details with your travel documents. Approval from one carrier does not automatically bind another carrier on the itinerary.
  5. Recheck the rules shortly before departure because airline policies can change after you purchase the power bank.

If an airline sets a lower ceiling than 100 Wh, its limit governs that flight. If one carrier bans passenger use while another permits it, follow the more restrictive instruction whenever the rules are uncertain.

How to choose a travel power bank beyond the Wh number

Start with stored energy, not the biggest mAh headline

For uncomplicated international travel, a clearly marked unit at or below 100 Wh gives you the widest margin before airline-specific approval is needed. Capacity above that threshold can be useful, but it adds an approval step and may be refused by a carrier with a lower limit. Compare the printed Wh value first, then consider how much energy your devices actually need.

Separate output wattage from battery capacity

Wh describes how much energy the bank stores for carriage purposes. Output wattage describes how quickly it can deliver power to a connected device. A bank can advertise 140 W output and still remain under 100 Wh, as the cited 86.4 Wh example demonstrates. High output is valuable for a compatible laptop, but it does not raise the permitted Wh threshold.

For laptop charging, check the computer’s required USB-C Power Delivery profile and the bank’s maximum output. A high headline wattage is useful only when the port, cable, and laptop all support the required profile. For phones and tablets, a lower output may be sufficient and can allow a smaller, lighter design.

Choose ports for the devices you will carry

Count the devices that may need power simultaneously and inspect the connector mix. USB-C ports are important when the bank must charge a modern laptop or accept fast input for its own recharge; USB-A remains useful for older cables and accessories. A port count alone does not tell you the maximum combined output, so read the manufacturer’s simultaneous-use specification.

Balance size and weight against trip length

Higher capacity generally means a larger, heavier bank, but two banks can have similar Wh ratings while differing in shape and mass. For a day of phone use, portability may matter more than maximum output. For remote work, the extra weight of a laptop-capable bank may be justified if it avoids carrying a second charger. Include the bank’s mass in your personal-item plan, especially when your airline weighs cabin baggage.

Use status information to avoid surprises

A percentage display or wattage readout can show remaining energy and whether a laptop is drawing the expected power. This is a convenience feature, not a compliance feature. The Wh marking and airline policy remain decisive even when a display is present.

Check recharge speed and cable requirements

A large bank can take substantial time to refill. Compare its maximum input wattage with the charger you will actually pack. If the bank accepts high input only through one USB-C port, reserve that port for recharge and make sure your cable supports the required power level. A fast-output bank that recharges slowly may be inconvenient on a short airport connection.

Consider documentation and build support

Retain the model number, specification page, and purchase record. Documentation helps identify the exact edition if a manufacturer changes capacity or ports. Warranty length and regional support are legitimate tie-breakers, but they do not change the FAA or airline carriage rules.

A laptop-oriented example under the 100 Wh ceiling

The Anker 737 Power Bank (PowerCore 24K, model A1289) illustrates how capacity and output should be read together. The manufacturer lists 24,000 mAh, a stated 86.4 Wh rating, up to 140 W output, two USB-C ports, one USB-A port, and an approximate weight of 630 g.

Specification Listed value Travel significance
Capacity 24,000 mAh Must be interpreted with the nominal voltage rather than treated as a Wh value by itself.
Stored energy 86.4 Wh Below the FAA’s 100 Wh baseline, provided the exact unit carries the same printed rating and the airline has no stricter rule.
Maximum output 140 W Supports the laptop-oriented use case; output wattage is separate from the 86.4 Wh carriage limit.
Connectors Two USB-C ports and one USB-A port Provides a mix for a laptop, phone, and older accessory cables; verify combined-output limits for simultaneous charging.
Approximate weight 630 g A substantial carry-on item, so account for it when planning a lightweight setup.

Use this as a specification example, not as proof that every unit sold under the same family name has identical markings. Confirm the Wh value printed on your exact power bank and check the current policy of every operating airline before departure.

Best configuration for common international-travel needs

Phone-first sightseeing

Prioritize a compact, clearly marked bank under 100 Wh, one dependable USB-C port, and enough capacity for the days when wall power is unavailable. Extra laptop-level output adds weight without helping a phone charge faster than its own charging system permits.

Work travel with a USB-C laptop

Choose a sub-100-Wh bank with USB-C Power Delivery output that meets the laptop’s requirement. Confirm the output available when another device is connected, carry an appropriate cable, and accept that a laptop-capable model can weigh considerably more than a phone-only model. The 86.4 Wh, 140 W example is in this category.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Several personal devices

Port count and simultaneous-output behavior matter more than a single maximum number. A bank with two USB-C ports and one USB-A port can reduce cable swapping, but verify whether connecting multiple devices lowers the power delivered to each one.

Long connections and airport days

A readable charge indicator helps you decide when to conserve energy or find a wall outlet. Pair that convenience with a charger capable of refilling the bank during a connection; otherwise the display only tells you that the reserve is running down.

Common mistakes and how to correct them

  • Relying on mAh alone: Convert using the manufacturer’s nominal voltage and compare Wh. A 20,000 mAh figure is not a universal energy value.
  • Checking the power bank: Move it to your cabin bag. If that bag is taken at the gate, remove the power bank before it enters the hold.
  • Assuming a “TSA-approved” marketing phrase settles the issue: Verify the printed Wh rating and the airline’s current conditions for the exact itinerary.
  • Confusing output with stored energy: 140 W describes delivery speed and laptop compatibility; it does not mean the bank stores 140 Wh.
  • Ignoring a connecting carrier: Review every operating airline, not only the company that issued the ticket.
  • Waiting until security to discover an approval requirement: Resolve 101–160 Wh cases with the airline before arriving at the airport, and keep the confirmation available.

A preflight checklist you can save

  1. Read the physical label and record the model, mAh, nominal voltage, and Wh rating.
  2. Confirm the rating is within the category allowed by every operating airline.
  3. If it is 101–160 Wh, obtain airline approval and verify that your total number of units is permitted.
  4. Place every power bank in carry-on baggage, never checked baggage.
  5. Pack the bank so the label is accessible and remove it if the carry-on is gate-checked.
  6. Carry the correct USB-C or USB-A cables and a charger that can recharge the bank at a useful speed.
  7. Before boarding, review any airline instruction about using or charging power banks in flight.

For most travelers, the safest buying decision is a clearly labeled lithium-ion bank below 100 Wh whose ports match the devices you carry. Treat airline approval and carry-on placement as part of the product decision, not as airport formalities.
