What’s actually slowing this PC down?

For a free Windows 11 option that advertises direct PDF text editing and OCR tools, start with PDFgear. If you need a paid editor with features such as forms, security tools, and a stated perpetual-license option, compare Foxit PDF Editor. Adobe Acrobat is another paid choice for editing, exporting, organizing, and protecting PDFs. The right fit depends on whether you need to change document content, work with scans, or simply annotate—and on the license terms you prefer.
Which PDF editor fits your task?
| Tool | What its publisher or cited review describes | License and platform notes |
|---|---|---|
| PDFgear for Windows | PDFgear describes direct text editing, image changes, and OCR-related tools for scanned documents. These are publisher claims, not independently tested results. | Its Windows page says it supports Windows 10 and 11 and presents the tool as free. Confirm current terms on the publisher’s site. |
| Foxit PDF Editor | Foxit describes PDF editing, conversion, OCR, forms, and document security. | Foxit says Windows and macOS perpetual licensing is available. Features and terms depend on the edition and checkout offer. |
| Adobe Acrobat | Adobe describes tools for editing text and images, exporting, protecting and organizing PDFs, and making scans editable. | Paid plans differ. Check Adobe’s current plan breakdown for the feature tier you need; Reader is distinct from paid editing products. |
| PDF24 Creator | A July 2026 TechRadar comparison includes it among free Windows options. | The cited comparison is secondary coverage; the available evidence does not establish specific Windows 11 features or current license details. Verify with PDF24 before relying on it. |
Choose by what you need to do
Change existing text or images
PDFgear advertises direct text editing and image changes, making it a candidate when the goal is to revise PDF content without first converting the file. Foxit and Adobe also describe editing tools. Feature availability can vary by product edition, so confirm that the exact operation is included before committing to a paid plan.

Make a scanned document searchable or editable
OCR converts text in a page image into machine-readable text. PDFgear, Foxit, and Adobe each describe OCR or scan-to-editable capabilities. A publisher’s feature description does not establish how accurately a tool handles your scans; try a representative document before building a workflow around it.
Annotate, fill forms, or protect documents
If you mainly need comments or simple markups, check whether your existing PDF viewer already covers them before purchasing an editor. For form creation or document-security tasks, Foxit explicitly lists forms and security among its capabilities; Adobe describes protection tools. Confirm that the specific security or form feature you need is included in the current edition. Do not assume a general “protect” label guarantees a particular redaction or compliance workflow.

Free, subscription, or perpetual license?
PDFgear is positioned by its publisher as a free option. Foxit says it offers a perpetual license for Windows and macOS as well as other licensing choices. Adobe’s products are sold in tiers, and the cited sources do not establish a matching perpetual option for Acrobat. A perpetual purchase can avoid recurring subscription billing, but compare the edition’s included features and upgrade terms with the subscription alternatives.
Prices depend on region, plan, billing cadence, and offer. As examples rather than universal current prices, Foxit published US list-rate comparisons in July 2026 of $159.99 per user per year for PDF Editor+ and $287.88 per user per year for Acrobat Pro for Teams. A July 2026 TechRadar comparison listed Acrobat Standard at $22.99 monthly, $12.99 monthly with annual billing, or $155.88 annually; its Acrobat Pro examples were $29.99 monthly, $19.99 monthly with annual billing, or $239.88 annually. These figures refer to different products and billing arrangements; check the vendor’s current regional checkout page before comparing total cost.

How to make a practical choice
- List the operations you actually need. Separate direct content edits, OCR, annotations, form work, and security or redaction requirements.
- Match the operation to a specific edition. Compare the vendor’s current feature breakdown, not just a product-family name. Reader and paid editing products are not interchangeable.
- Check your preferred license model. Compare free access, subscription billing, and any perpetual option, including the relevant edition and renewal or upgrade terms.
- Test your own files. Use a typical text PDF and, if relevant, a scan or form. This helps expose layout or OCR issues that a feature list cannot predict.
- Verify current platform and price details. Confirm Windows 11 support, regional availability, and the final checkout total before installation or purchase.
What the available comparisons can—and cannot—establish
The feature descriptions above come from the software publishers, while the PDF24 mention and dated Acrobat price examples come from TechRadar’s July 2026 comparison. They are not results of matched independent testing. The evidence does not provide a like-for-like assessment of accuracy, privacy practices, system requirements, or security certifications, so those factors should be checked directly if they are decisive for your work.
