A PDF is a static rendering, not a guarantee of completeness, authenticity, or court admissibility. Complex pages, linked collections, and high-stakes records may need a fuller web capture or separate copies of important files. Choose a method based on what the page contains and how much context you need to preserve. No source cited here establishes a universally “court-approved” capture tool.

The U.S. National Archives and Records Administration (NARA) distinguishes web harvesting, PDF capture, and manual downloading or copying as transfer methods. It describes PDF capture as static rendered content, says some links may be preserved, and cautions that PDF capture is unsuitable for complex websites or large bodies of web content. NARA’s Guidance on Managing Web Records states: “The integrity of a web content record refers to it being complete and unaltered.” It also says snapshot frequency should be based on risk and that a snapshot may need a site map to show relationships among pages. The guide was published in January 2005 and the page says it was last reviewed June 26, 2017.
How to save a webpage as a PDF for a record
- Open the relevant page and note its exact URL. Capture it while the content is available. Record the date and time, including the time zone if it matters to the record.
- Use the browser’s Print command. Choose Save as PDF or the equivalent destination. Enable headers and footers if offered so the URL and date can appear. Browser labels and print dialogs vary.
- Check the PDF from first page to last. Look for missing sections, comments, images, identifying details, or truncated text. If something material is absent, make a supplemental capture or acquire the file separately.
- Document how the capture was made. Record who made it, when, the source URL, the method and any relevant context. NARA transfer guidance calls for capture documentation; Tech Safety Canada recommends retaining the URL and capture date/time.
- Preserve a master and a backup. Keep an unaltered master in storage protected against alteration or accidental erasure, and make a backup. Tech Safety Canada gives USB flash drives and external hard drives as examples of backup media. Storage does not itself capture, timestamp, or authenticate a webpage.
- For actual or anticipated litigation, check the applicable rules. UK Civil Procedure Rules Practice Direction 31B, for example, says electronic documents include metadata and directs preservation when litigation is contemplated. That is UK civil-procedure guidance, not a universal rule.
When a PDF needs to be supplemented
Complex or linked pages
A PDF can retain a page’s appearance while losing functionality, captions, relationships among pages, or other content. For a collection of related pages, consider a fuller web capture and preserve a site map or other record of how the pages connect where the method supports it.

Files and embedded material
Check whether referenced documents, media, or downloadable files are part of what must be preserved. NARA warns that some file formats may not be captured through web transfer and should be acquired manually when they are part of the record. Keep such files with notes identifying their source and relationship to the page.

A screenshot or screen recording may supplement a PDF when layout or what appeared on screen matters. Tech Safety Canada recommends capturing the entire relevant page, while warning that screenshots may be insufficient in some court situations. Treat it as a supplement, not proof of completeness by itself.

How to preserve the capture and its context
- Keep the capture notes with the PDF and any supplemental files: exact URL, capture date and time, person responsible, method, and relevant circumstances.
- Retain an unaltered master and a separate backup. Use access controls and handling practices appropriate to the sensitivity and importance of the record.
- Keep related files and documentation together enough that another person can understand what was captured and how components relate.
- For repeated snapshots, choose frequency based on the record’s risk and the likelihood that the page will change.
The UK Defence Science and Technology Laboratory’s Digital Imaging and Multimedia Procedure v3.0, published November 16, 2021, describes a documented master copy stored to prevent alteration or accidental erasure, with traceable handling. This is a useful preservation principle from a UK evidential digital-imaging procedure, not a guarantee about webpage evidence in every jurisdiction. NIST’s digital-evidence preservation page also points handlers to NISTIR 8387 (2022) for broader preservation challenges: NIST digital evidence preservation.
For litigation, follow the rules that apply where the matter is being handled. UK Practice Direction 31B notes that electronic documents include metadata and embedded data, which may become less accessible after conversion to an image or paper, and directs preservation of disclosable documents when litigation is contemplated: Practice Direction 31B.

Choosing a capture tool
Compare methods or services by whether they capture the material you need, retain visible context and metadata, let you export related files, make the output easy to review, and suit the page’s complexity and the record’s risk. Common problems and what to do
- The PDF is missing content: Print output can omit parts of a page. Inspect every page, then supplement with a screenshot, manual file acquisition, or fuller web capture as appropriate.
- A referenced file is absent: Download or copy the standalone material separately when it is part of the record, and document its source and connection to the webpage.
- The page changed after capture: Preserve the capture you made and its notes; do not silently replace it. If the matter calls for another snapshot, record the new capture separately with its date and method.
- You are unsure whether the record is sufficient for court: A PDF or screenshot does not guarantee admissibility. Consult the applicable procedural rules and qualified legal counsel for the jurisdiction and case.
