The right choice depends on your operating system, how much autonomy you will grant a tool, preferred models and accounts, GitHub or cloud workflow, and how usage is metered. The practical shortlist is Claude Code, OpenAI Codex CLI, Gemini CLI, and GitHub Copilot CLI. Treat this as a decision guide, then validate your choice on a representative task in your own repository.
What a terminal AI coding assistant actually does
A terminal coding assistant is an agent that operates from a shell rather than only from a browser editor. You describe a task in natural language, and the agent can inspect a repository, propose or apply file changes, run development commands, explain failures, and iterate on the result. Depending on its configuration, it may read files, modify them, or execute shell commands with real effects.
As an Amazon Associate I earn from qualifying purchases.
That last capability is why terminal agents are different from a code-completion box. An assistant can touch your working tree, run tests, alter generated files, install dependencies, or make network requests. Approval prompts, sandbox boundaries, repository isolation, and rollback procedures therefore matter as much as model quality.
The products covered here are software services, not physical equipment. A keyboard, monitor, or general-purpose computer is not a differentiator between these four tools.

| Assistant | Documented strengths | Access and workflow notes | What is not established here |
|---|---|---|---|
| GitHub Copilot CLI | Interactive terminal conversation, one-prompt programmatic invocation, ask/execute and plan modes, command approvals, local sandboxing, cloud-hosted sessions, model selection, and configurable providers. | GitHub documents Linux, macOS, and Windows through PowerShell or WSL. Interactions consume AI credits according to processed tokens and model. | A cross-vendor performance ranking or fixed price comparison. |
| OpenAI Codex CLI | ChatGPT account sign-in, terminal agent workflow, steering and queued follow-ups, agent view, multi-agent tools, voice interaction, Git worktrees, usage statistics, and improved LaTeX and Mermaid rendering in the refreshed CLI. | Usage limits vary by ChatGPT plan. Codex Cloud has separate eligibility and workspace conditions. | Identical limits, features, or model availability on every plan or in every region. |
| Claude Code | Terminal-oriented tool for writing, reviewing, and shipping code, with documented configuration for models, consumer and organizational access, usage analytics, API-key variables, security reviews, and accessibility. | Anthropic documents Pro or Max use as well as Team and Enterprise paths. | A stable, directly comparable price or operating-system matrix across all four tools. |
| Gemini CLI | Google’s open-source terminal AI agent, with a public source repository and an official Gemini CLI guide. | Use Google’s current setup and plan documentation for installation and account requirements. | The captured documentation does not establish a complete plan, operating-system, model, or feature comparison against every competitor. |

GitHub Copilot CLI: the most explicit approval and provider controls
GitHub describes Copilot CLI as a way to use Copilot directly from a terminal. Its documented scope includes answering questions, writing and debugging code, and interacting with GitHub.com. You can work interactively or invoke a single prompt from a script.
Interaction modes
- Interactive conversation: continue a dialogue while the agent inspects context and proposes next actions.
- Ask/execute: distinguish explanations from actions that may change files or run commands.
- Plan mode: review a proposed sequence before execution, useful for unfamiliar repositories or broad refactors.
- Programmatic invocation: send one prompt from a shell script or automation job when a conversational session is unnecessary.
Operating systems and isolation
GitHub’s CLI documentation lists Linux, macOS, and Windows through PowerShell or Windows Subsystem for Linux (WSL). It also documents a local sandbox and cloud-hosted sessions. Depending on the mode, the sandbox can constrain filesystem, network, and system access.

Models, providers, and credits
The CLI supports model selection and can be configured with providers including an OpenAI-compatible endpoint, Azure OpenAI, Anthropic, or a local Ollama instance. Confirm the current supported-model list and organizational policy before relying on a particular provider. GitHub says interactions consume AI credits based on processed tokens and the selected model; larger context windows and higher reasoning settings can consume more credits.
Who should start here
Choose Copilot CLI first if your team already lives in GitHub issues and pull requests, needs a documented plan-versus-execute workflow, or wants explicit provider and sandbox choices. Automatic approvals deserve special caution: GitHub advises reviewing suggested commands carefully because approval can expand what the agent is able to do.
OpenAI Codex CLI: a ChatGPT-account terminal workflow
Codex CLI is designed to be used from a terminal after signing in with a ChatGPT account. OpenAI says Codex is included across ChatGPT plans, but usage limits vary by plan. Codex Cloud has separate eligibility and workspace conditions, so cloud availability should not be assumed from CLI access alone.
Documented workflow features
- Steering and queued follow-ups: redirect the agent or queue the next instruction while work is in progress.
- Agent view: follow the agent’s current activity in the terminal.
- Multi-agent tools: coordinate more than one agent-oriented operation where supported by the current release.
- Voice interaction: use voice input in supported versions and environments.
- Git worktrees: keep parallel changes isolated in separate working directories.
- Usage statistics: inspect consumption rather than guessing how much a task used.
- Rendering improvements: the refreshed CLI documents better handling of LaTeX and Mermaid output.
Plan and region qualifications
Do not treat a ChatGPT subscription label as a universal quota. OpenAI’s account documentation distinguishes plan-dependent limits and separate Codex Cloud conditions. Features, model access, and limits can also differ by region or change over time. Verify the account page that applies to your workspace before planning sustained automation.
Rank #2
Who should start here
Codex CLI is a logical first test for developers who already have ChatGPT account access, want worktree-based parallel changes, or value visible steering and usage statistics. The documented workflow features describe affordances, not a guarantee that generated code is correct or safe.
Claude Code: a terminal tool centered on code delivery
Anthropic presents Claude Code as a terminal tool for writing, reviewing, and shipping code. Its documentation set covers model configuration, Pro or Max access, Team and Enterprise use, usage analytics, API-key environment variables, security reviews, and accessibility.
Configuration decisions
- Account path: decide whether you will authenticate through a consumer plan, an organizational Team or Enterprise arrangement, or an API key.
- Model selection: check the current model-configuration instructions rather than assuming every model is available in every account type.
- Usage visibility: use the documented analytics features to understand consumption before scaling to a team.
- Security and accessibility: review Anthropic’s security-review and accessibility material alongside your organization’s policies.
What the available evidence does not prove
The documentation establishes a serious terminal workflow, but it does not provide a stable apples-to-apples price, quota, operating-system, or benchmark comparison with the other assistants. Evaluate the current account terms and model availability for your location and plan.
Who should start here
Try Claude Code first when terminal-based code review and delivery are the priority and you need documented consumer and enterprise configuration paths. Keep the same repository, task, and approval policy when comparing it with another agent.
Gemini CLI: an open-source project with details to verify at setup time
Google’s public repository describes Gemini CLI as an open-source AI agent that brings Gemini to the terminal. Google also publishes a Gemini CLI guide for setup and use.
What is established
- The project is available as a terminal-oriented agent.
- The source repository is public, allowing you to inspect project activity and documentation.
- Google maintains a separate CLI guide for current installation and account instructions.
What to confirm before adoption
The available documentation does not establish a complete matrix of plans, operating systems, permissions, models, or limits against every competitor. Follow the current repository and Google guide for prerequisites, authentication, supported platforms, and entitlement details instead of importing assumptions from another Gemini product.
Who should start here
Gemini CLI is worth a trial if an open-source terminal project and Google’s model ecosystem fit your environment. Use the same controlled evaluation procedure described below; openness of the codebase does not by itself establish superior task results or safety.
Compare the assistants on the criteria that affect daily work
Operating system and shell
| Question | How to use it in your decision |
|---|---|
| Does it run on my host? | Copilot CLI explicitly documents Linux, macOS, and Windows through PowerShell or WSL. For Codex CLI, Claude Code, and Gemini CLI, open the current vendor setup page and verify your exact operating system, shell, and version. |
| Will it work inside my container, remote host, or WSL distribution? | Check filesystem visibility, network access, authentication behavior, and whether the vendor supports that environment. A tool that installs successfully on a laptop may not have the same permissions in a container or remote session. |
| Can scripts invoke it? | Copilot documents a one-prompt programmatic interface. For every other tool, verify the current automation and non-interactive-use instructions before putting it in CI. |
Permission and isolation controls
Ask four concrete questions before allowing an agent into a real repository:
Free tools Windows power users keep installed
One-click scans. No signup required.
- Can it read files outside the repository?
- Can it write files without a per-command approval?
- Can it execute arbitrary shell commands, install packages, or access the network?
- Can you limit approval to one action, one session, or a sandbox?
GitHub documents single-use and session-level approvals, local sandbox constraints, cloud-hosted sessions, and command-review guidance. OpenAI’s Codex getting-started material documents approval modes. These controls reduce blast radius; they do not make generated commands trustworthy by default. Start with the narrowest permissions that allow the task, inspect every command, and keep a clean rollback point.
Interaction style
- Choose a conversational workflow when requirements are still changing or the repository needs exploration.
- Choose plan mode or an equivalent review step for migrations, dependency changes, and broad refactors.
- Choose programmatic invocation for repeatable, bounded jobs with explicit inputs and outputs.
- Choose steering, queued follow-ups, or worktrees when several related tasks must progress without mixing changes.
Copilot documents interactive, ask/execute, plan, and programmatic modes. Codex documents steering, queued follow-ups, and Git worktrees. Confirm equivalent features in the current release of the other tools rather than assuming parity.
Model flexibility
Model choice affects context capacity, reasoning behavior, latency, and usage consumption. Copilot documents model selection and user-supplied providers, including OpenAI-compatible endpoints, Azure OpenAI, Anthropic, and local Ollama. Claude Code documents model configuration. For Codex CLI and Gemini CLI, consult the current account and setup pages for the models available to your plan. Never compare a model name without recording its exact version, date, context settings, and permission mode.
Pricing, credits, and account access
A single “cheapest” winner would be misleading because these products meter access differently and the terms are volatile.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errors| Product | Documented economic model | What to verify before purchase or rollout |
|---|---|---|
| GitHub Copilot CLI | CLI interactions consume AI credits according to processed tokens and selected model; larger contexts or higher reasoning can use more credits. | Your Copilot plan, organization policy, current credit allowance, model rates, and treatment of automated calls. |
| OpenAI Codex CLI | Included across ChatGPT plans, with usage limits that vary by plan. Codex Cloud has separate eligibility and workspace conditions. | Your exact ChatGPT plan, region, remaining allowance, cloud eligibility, and whether the desired model or feature is included. |
| Claude Code | Anthropic documents consumer Pro or Max access, Team and Enterprise paths, and API-key configuration; a directly comparable price is not established here. | Whether your account uses a subscription or API billing, model availability, organization controls, and current usage limits. |
| Gemini CLI | Current plan and entitlement details must be taken from Google’s setup and plan documentation. | Authentication method, quotas, supported models, operating-system requirements, and any organization policy. |
Record region, plan, model, date, and task volume when estimating cost. A short prompt can become expensive if the agent repeatedly loads a large repository or uses a high-reasoning model. Conversely, a low headline subscription may be unsuitable for unattended automation if its limits are tight.
A reproducible way to choose one
Because the available documentation does not establish a controlled cross-vendor performance winner, run a small evaluation that reflects your own work.
- Select a safe repository copy. Use a representative project with tests, a lockfile, and enough history to expose real context issues. Remove secrets and proprietary data you are not permitted to send to a service.
- Define three to five tasks. Include one bug investigation, one test addition, one small feature, one refactor, and one documentation or build task. Write acceptance criteria before starting.
- Freeze the comparison conditions. Record assistant version, model, account plan, operating system, shell, repository commit, prompt, temperature or reasoning setting when exposed, and approval mode.
- Start with restricted permissions. Require approval for writes and commands. Expand access only when a task genuinely needs it. Do not compare a sandboxed run with an unrestricted run and call the result fair.
- Measure outcomes, not impressions. Track whether the task was completed, tests passed, files changed, review corrections required, elapsed time, human interventions, token or credit consumption, and any unsafe command proposal.
- Inspect the diff and command history. Look for unnecessary rewrites, secret exposure, dependency drift, generated-file damage, and commands that touched paths outside the intended scope.
- Repeat important tasks. One lucky or unlucky run is not a product ranking. Repeat with the same prompt and conditions, then report the spread and failure modes.
Independent benchmark claims need the same scrutiny. A 2026 ICLR paper record reports work evaluating command-line agents on Terminal-Bench 2.0, but a paper’s score is meaningful only after checking its full methods, model versions, task set, date, and limitations: ICLR 2026 paper record. Do not convert a benchmark result into a universal buyer recommendation.

For ChatGPT account continuity and parallel worktrees
Test Codex CLI when your team already has eligible ChatGPT accounts and values Git worktrees, steering, queued follow-ups, and usage statistics. Confirm plan limits and Codex Cloud eligibility separately.
For Anthropic consumer or enterprise paths
Test Claude Code when model configuration, code review, and documented Team or Enterprise access align with your governance requirements. Decide up front whether authentication will use an account plan or API-key environment variables.
For an open-source terminal agent
Test Gemini CLI if inspecting a public project and using Google’s current Gemini setup fit your requirements. Treat open source as a transparency attribute, not proof of better coding outcomes.
For automation in scripts or CI
Prefer a tool with documented non-interactive invocation and explicit permission controls. Pin the repository state, make outputs reviewable, deny unneeded network access, and require a human gate before merging or deploying changes. Verify current CI terms for the selected assistant; interactive desktop success is not evidence that unattended execution is supported.

- Run the agent in a disposable clone, worktree, container, or VM when practical.
- Remove API keys, credentials, production configuration, and private customer data from the context.
- Keep version control clean enough to identify every agent change.
- Require approval for destructive commands, dependency installation, database operations, and network access.
- Review commands before accepting automatic approval for a session.
- Run tests, linters, type checks, and security scans after the agent finishes.
- Inspect diffs for broad formatting churn and unrelated edits.
- Revoke or rotate credentials if a secret may have entered a prompt or log.
Sandboxing and approval settings are practical product criteria because terminal agents can modify files and execute commands. They reduce risk but cannot substitute for code review, least privilege, and backups.

Common mistakes and how to correct them
Comparing different models and permissions
Symptom: one assistant receives a larger context, a newer model, or unrestricted shell access while another is sandboxed. Correction: repeat the task with matched model class, repository commit, prompt, and approval policy, or clearly label the comparison as an experience report rather than a benchmark.
Assuming plan names imply identical quotas
Symptom: a team budgets from a subscription headline and encounters limits or unavailable features. Correction: record the exact plan, region, organization policy, model, and date; recheck the vendor account page before rollout.
Turning on automatic approvals too early
Symptom: the agent edits unrelated files, runs an unsafe command, or accesses a path outside the project. Correction: return to per-use approvals or a restricted sandbox, inspect proposed commands, and work from a clean clone.
Treating a benchmark or testimonial as a universal result
Symptom: a score or vendor-published customer statement is used to claim the best assistant for every developer. Correction: report the task, model, date, and method, then run representative tests on your own codebase.
Using a terminal agent without a rollback plan
Symptom: a failed refactor leaves an unclear mixture of intended and incidental changes. Correction: commit or stash a known-good baseline, use a dedicated branch or worktree, and review the complete diff before accepting results.
Bottom line
For 2026, choose by workflow rather than by an unsupported universal ranking. Copilot CLI has the clearest documented combination of GitHub integration, plan and execute modes, approval controls, sandbox options, model selection, and provider configuration. Codex CLI is compelling for ChatGPT-account users who want steering, worktrees, multi-agent features, and usage visibility. Claude Code is a focused terminal path with documented consumer, organizational, model, analytics, security, and accessibility guidance. Gemini CLI offers an open-source terminal agent, while its current setup and entitlement details require verification from Google’s live documentation.
Install the candidates that fit your account and operating system, run the same controlled tasks with restricted permissions, and keep the assistant whose results, review burden, safety behavior, and usage economics match your repository. Recheck official pages before making a final decision because access terms, model lists, limits, and features can change.
