Best overall approach: use a two-layer telematics strategy. Indian public-service and other regulated commercial vehicles should start with an AIS-140/ICAT-approved vehicle location tracking device (VLTD). For vehicles that also run in Europe, select hardware and a platform with the required LTE bands, GNSS constellations, diagnostics, offline buffering, security controls and integrations. A generic consumer tracker is not proof of Indian compliance or multinational coverage.
What a cross-India-and-Europe fleet actually needs
“Best” depends first on the vehicle’s legal status and operating route, not on the number of features in a product brochure. A school bus, taxi or public-service vehicle registered in India may need an approved AIS-140 VLTD. A privately operated truck crossing Europe may instead be judged on connectivity, tachograph data, driver-hours workflows, diagnostics and data-protection arrangements. If the same fleet includes both categories, purchasing one unverified tracker for every vehicle creates a compliance risk.

Free tools Windows power users keep installed
One-click scans. No signup required.
- Approval: Is the exact hardware model listed by India’s ICAT/ARAI system for the relevant vehicle class?
- Connectivity: Which Indian and European LTE bands are supported, and does the SIM roam or use local subscriptions?
- Positioning: Does the receiver support GPS alone or several constellations, and is NavIC/IRNSS available where your Indian specification requires it?
- Installation: Is it a hardwired AIS-140 unit, a CAN/J1939 gateway, an OBD device or a battery tracker for a trailer or other asset?
- Data: Can it capture vehicle faults, fuel, temperature, driver events and tachograph records, and how much data is retained when coverage disappears?
- Security and privacy: What encryption, access controls, audit logs and European data-processing terms are documented?
- Service: Is there a usable API, installation support, replacement process and response-time commitment in both operating regions?
Certification, radio coverage and subscription service are different checks. Passing one does not prove the other two.

India’s AIS-140 compliance gate
What the requirement means
AIS-140 is an Indian automotive standard used for vehicle location tracking and emergency features in specified public-service and commercial applications. Approval is model-specific. A vendor’s statement that a product is “AIS-140 compatible” is not the same as an approval record for the exact model, hardware revision and supplier.
The Bihar State Transport Department portal states: “Every public service vehicle (four wheeler or more) must have AIS 140 compliant GPS device (VLTD) whose registration is done on or after 01-Jan-2019.” That date is the threshold stated on the cited state portal; other states, vehicle classes and enforcement procedures can differ.
How to verify a device before installation
- Identify the legal category of each vehicle: public-service, contract carriage, school transport, goods vehicle or private fleet.
- Request the manufacturer’s exact model number, hardware revision and certificate details.
- Check the current ICAT approved-supplier register. The register dated 3 December 2025 is the relevant model-verification reference in this comparison.
- Ask the supplier how the device and vehicle are registered with the applicable state system, including any Vahan or state-backend activation.
- Confirm that SOS or panic inputs, ignition status, location reporting, tamper detection and power-failure behavior match the mandated specification.
- Keep the certificate, installation record, SIM details and backend confirmation with the vehicle’s compliance files.
Do not treat a NavIC-capable enclosure, an Indian SIM or an Amazon listing as approval evidence. Those may be useful characteristics, but only the current official listing and your state’s registration process establish compliance.
Features commonly offered in Indian VLTDs
Indian-oriented VLTDs may combine GPS with IRNSS/NavIC, an SOS or panic input, an embedded eSIM and a rugged enclosure. These features can simplify deployment, but the exact certificate and backend process still have to be checked for the model you buy.
European operation: connectivity, data and regulations
LTE bands and roaming
Europe is not one radio network. A tracker must support the bands used in every country on its route, and the subscription must permit roaming or provide local connectivity. As a concrete example, the Samsara Vehicle Gateway specification lists European LTE bands 1, 3, 7, 8, 20 and 28. That is useful evidence for those bands, not a guarantee of service in every location or under every roaming agreement.
Ask for the modem category, supported bands by region, 2G/3G fallback (if any), eSIM profile management and the countries covered by the quoted plan. Confirm what happens when a vehicle enters a country where the fleet’s primary operator has no roaming agreement.

GNSS in Europe and India
Multi-constellation receivers can improve availability in urban canyons, mountains and tree-covered routes. GPS, Galileo, GLONASS, BeiDou and QZSS are common combinations. NavIC/IRNSS support is particularly relevant to Indian specifications, but it does not substitute for AIS-140 approval.

European deployments can involve driver identification, location history, working-time records and in-cab events. Confirm the vendor’s data-processing terms, retention controls, role-based access, export and deletion procedures, and hosting locations with your legal and works-council advisers. The hardware and platform descriptions below do not constitute legal advice.
For heavy vehicles subject to EU driving-time rules, verify whether the platform can receive tachograph data directly or through an approved integration. A live map alone does not satisfy tachograph filing or analysis requirements.
Shortlist by fleet use case
| Category or device | Useful evidence | Best fit | Important limitation or check |
|---|---|---|---|
| AIS-140 GPS vehicle tracker / VLTD | India-focused compliance path; models may include NavIC/IRNSS, SOS, eSIM and rugged housings. | Indian public-service and regulated commercial vehicles. | Select only a model on the current ICAT list and complete the relevant state/backend registration. A product page alone is insufficient. |
| Geotab Next Gen GO | 4G LTE CAT-1 modem, Bluetooth asset visibility, tamper “last gasp” behavior and IOX expansion. | Enterprise fleets needing expandable sensors and a global deployment architecture. | Confirm Indian AIS-140 status separately; the cited product evidence does not establish it. |
| Samsara Vehicle Gateway | European LTE bands 1, 3, 7, 8, 20 and 28; GPS/GLONASS; CAN/J1939 diagnostics; Wi-Fi hotspot; offline storage; TLS 1.2 and AES-256 encryption. | Sensor-rich European fleets that need vehicle data and documented security features. | Confirm Indian approval, roaming, contract availability and the exact offline-retention policy for your plan. |
| Webfleet LINK 140 | Plug-and-play LTE-M/OBD design, 47-channel multi-constellation GNSS, geofence and incident alerts, plus power-disconnect alerts. | Light commercial vehicles where quick OBD installation is preferred. | Check LTE-M availability on every route and verify that the vehicle’s OBD port exposes the data you need. |
| Teltonika FTM880 | Battery-mounted LTE Cat-M1 tracker with IP69K protection. | Exposed trailers, containers and other assets where a sealed battery tracker is valuable. | It is not evidence of AIS-140 approval and is not a substitute for a hardwired vehicle unit when ignition, CAN or emergency inputs are required. |
Device profiles and practical trade-offs
AIS-140 VLTD: the correct starting point for regulated Indian vehicles
Choose this category when an Indian authority, contract or tender requires AIS-140. Hardwired installation generally provides stable power, ignition status and tamper monitoring. The most important buying action is not selecting the longest feature list; it is matching the exact approved model to the vehicle class and completing activation in the required government or state backend.
For a vehicle that also travels to Europe, add a second technical review: modem bands, roaming SIM terms, GNSS behavior outside India, cloud availability and the ability to export data to your central fleet system. An Indian approval does not automatically imply European radio coverage or GDPR-ready processing.
Geotab Next Gen GO: expandable enterprise gateway
The Next Gen GO uses a 4G LTE CAT-1 modem, supports Bluetooth asset visibility and tamper alerts, and offers IOX expansion for additional inputs and peripherals. Its “last gasp” behavior is designed to report a tamper or power-disconnect event using remaining power. This makes it attractive when a fleet wants one core gateway plus optional sensors rather than separate tracking systems.

For India, ask for written proof of the specific AIS-140 model and supplier status. For Europe, map the gateway’s accessories to your requirements for temperature, trailers, driver identification, fuel or tachograph data before signing a platform contract.
Samsara Vehicle Gateway: diagnostics and sensor depth
The Vehicle Gateway is described as an advanced sensor platform that captures real-time vehicle and driver data and provides live GPS tracking. The cited specification lists GPS/GLONASS, CAN/J1939 diagnostics, Wi-Fi hotspot capability, offline storage, TLS 1.2 and AES-256 encryption, along with European LTE bands 1, 3, 7, 8, 20 and 28.
That combination suits fleets that need engine or body-controller data rather than location alone. Confirm the vehicle’s CAN/J1939 interface, the exact data points exposed by each make and model, and the retention period during an outage. The platform documentation also states that it works with European tachographs; ask whether your required download, analysis and archive workflow is included in the quoted service.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteWebfleet LINK 140: fast OBD deployment
The LINK 140 is a plug-and-play LTE-M/OBD device with a 47-channel GNSS receiver supporting GPS, GLONASS, Galileo, BeiDou and QZSS. It can generate geofence, incident and power-disconnect alerts. OBD installation reduces fitting time and is useful for mixed light-vehicle fleets, but it depends on a reachable, powered diagnostic port and on the network’s LTE-M availability along the route.
Use it where rapid deployment matters and the required data is available through OBD. Choose a hardwired CAN-capable gateway instead when you need heavy-vehicle diagnostics, direct emergency inputs or a concealed installation.
Teltonika FTM880: protected asset tracking
The FTM880 is a battery-mounted LTE Cat-M1 tracker with IP69K protection. A sealed, rugged enclosure is valuable for trailers or equipment exposed to water, dust and wash-downs. Battery life, reporting interval, mounting position and serviceability should be calculated for the asset’s duty cycle.

- Please Note: To reach 10Gbps speed, keep the cable under 3.3 ft. For USB A Male to USB C adapters, try flipping the USB C connector. USB C Male to USB A adapters support bidirectional 10Gbps transfer within 3.3 ft
Because it is an asset-oriented tracker, do not assume it can provide vehicle ignition, CAN/J1939, tachograph or AIS-140 functions. Use it as a complementary layer unless the supplier documents every required vehicle input.
How to design one fleet across both regions
Separate compliance vehicles from ordinary assets
Create a vehicle register with country of registration, legal class, route, gross weight, required inputs and authority. Mark every Indian vehicle that falls under an AIS-140 mandate. Assign an approved VLTD to those units first; then decide whether the same device can meet European technical and service requirements.
Choose the connectivity model
- Single roaming eSIM: simpler procurement and centralized billing, but dependent on roaming agreements and policy.
- Local SIMs: can improve domestic resilience and pricing, but add contracts, provisioning and support work.
- Dual-profile or multi-network service: potentially stronger continuity, with more complex commercial and security administration.
Have the provider demonstrate a coverage and failover plan for border crossings, remote highways and underground loading areas. Require a clear statement of whether data is buffered locally and uploaded in order when service returns.
Standardize the data layer
Define a minimum event schema before installation: timestamp, latitude/longitude, heading, speed, ignition, odometer, emergency event, tamper state, power state and driver identifier. Add CAN/J1939 faults, fuel, temperature and tachograph records only where the vehicle and gateway expose them. An API or scheduled export prevents the fleet from being locked into separate dashboards for India and Europe.
Plan installation and maintenance
Hardwired units need an approved harness, fuse protection, installer training and a documented tamper seal. OBD devices need a protected port and a retention bracket. Battery trackers need a replacement interval and a mounting location that preserves GNSS and cellular performance. Record serial number, SIM identifier, firmware, installer, vehicle VIN and test results at commissioning.
Offline operation, security and reliability checks
Coverage gaps are normal on long routes. Ask each supplier:

- How many position and sensor records are stored locally?
- Are records timestamped by the device and uploaded in sequence after reconnection?
- What happens when external power is cut?
- Can administrators enforce multifactor authentication, least-privilege roles and audit logs?
- Which interfaces use encryption in transit and at rest?
- How are firmware updates signed, scheduled and rolled back?
- Can you export all historical data if the contract ends?
The Samsara specification explicitly lists offline storage, TLS 1.2 and AES-256. For every other candidate, obtain equivalent written details rather than assuming that a cellular modem implies secure storage or transport.

Prices, availability, model generations and partner terms are not established in the cited product information, so obtain a current quote for your vehicle count and routes rather than relying on an old list price.
Common failure modes and fixes
“The vendor says it is AIS-140, but the authority rejects it”
Recheck the exact model and hardware revision against the current ICAT register, then confirm the state registration and backend activation. “AIS-140 ready” language without a matching listing is not enough.
“The tracker works in India but stops reporting in Europe”
Check LTE bands, roaming permissions and the SIM’s country profile. Test a border crossing and a known weak-coverage route before fleet-wide installation. Configure local or multi-network service if the roaming design cannot meet the route.
“Location is visible, but maintenance data is missing”
Verify that the vehicle exposes the requested CAN/J1939 or OBD parameters and that the gateway harness is installed correctly. A GNSS tracker does not automatically read fuel, fault codes or temperature.
“The unit disappears after a power cut”
Inspect fuse and ground wiring, tamper settings and battery reserve. Select a device with documented power-disconnect or last-gasp behavior when that event is operationally important.
“The dashboard has too much driver data for Europe”
Review lawful purpose, retention, access roles and worker consultation with the responsible privacy and employment advisers. Disable collection that is not necessary for the stated fleet purpose.

- Indian public-service or otherwise mandated vehicle: start with an exact ICAT-listed AIS-140 VLTD, then validate European connectivity and data export if it crosses borders.
- European heavy fleet needing diagnostics and tachograph workflows: prioritize a gateway with documented LTE bands, CAN/J1939, offline storage, security controls and tachograph integration; verify Indian approval separately for any India-bound units.
- Mixed light-vehicle fleet needing quick fitting: consider an OBD/LTE-M device after checking route coverage and the required OBD data.
- Trailer or exposed equipment: use a rugged battery asset tracker, while retaining a compliant hardwired vehicle device where regulation or vehicle telemetry requires it.
- One multinational platform: standardize APIs, identity management and reporting, but allow different approved hardware by country and vehicle class.
The strongest cross-border design is therefore rarely one identical box. It is a verified compliance layer for Indian regulated vehicles, a radio-and-data-capable layer for European operations, and a common platform that can normalize both streams.
