There is no evidence-based “best” smokeless tobacco product that can be called safe. Chewing tobacco, dip, snuff and snus contain tobacco; nicotine pouches are a separate, tobacco-leaf-free category, but they still deliver addictive nicotine. For adults who smoke, FDA says completely switching to nicotine pouches may reduce exposure to many harmful chemicals in cigarettes—but that is a limited comparison, not a safety claim or a recommendation for nonsmokers. If your goal is to quit, approved treatment and counseling are better-supported options.
What counts as smokeless tobacco?
Smokeless tobacco is used without burning it. FDA describes several forms, which differ in how they are prepared and used:

| Product | What it is | Typical use |
|---|---|---|
| Chewing tobacco | Cured tobacco sold as loose leaf, plugs or twists | Chewed or held in the mouth |
| Moist snuff (including dip) | Moist, finely cut tobacco; dip is a common form | Placed in the mouth, often between the cheek and gum |
| Dry snuff | Loose, finely cut or powdered tobacco | Typically sniffed through the nostrils |
| Snus | A form of oral tobacco sold loose or in pouches | Placed in the mouth |
Nicotine pouches are related in use, but are not smokeless tobacco: CDC describes them as small microfiber pouches containing nicotine powder, flavorings and other ingredients, placed between the lip and gum. They contain no tobacco leaf. Their nicotine can be tobacco-derived or synthetic, and nicotine amounts vary; some pouches contain high levels. The product category alone does not establish a particular pouch’s risk or FDA status.

A “best” ranking would need a clear goal and product-specific evidence. A product that contains no tobacco leaf is not automatically harmless, and a claim about one specifically authorized product does not apply to every product in its category. FDA says modified-risk orders apply to specified products, not whole classes.

For an informed comparison, check these distinctions rather than relying on labels such as “smokeless” or “tobacco-free”:
- What it contains: tobacco leaf, nicotine, or both; for pouches, whether the nicotine is tobacco-derived or synthetic.
- How it is used: chewed, sniffed, or placed in the mouth, and where it contacts oral tissue.
- Nicotine amount: amounts differ, especially among pouches. Do not assume products deliver equivalent doses.
- What FDA has authorized: check the status of the specific product and the scope of any order; class-wide assumptions are not reliable.
- Your objective: continued nicotine use and quitting tobacco are different goals. A recreational nicotine product is not necessarily a cessation treatment.
Are smokeless products safer than cigarettes?
FDA describes a continuum of risk: combusted tobacco products are generally more harmful than non-combusted tobacco products. That relative-risk statement does not make smokeless tobacco safe. CDC says smokeless tobacco causes cancers of the mouth, esophagus and pancreas. It can also cause nicotine addiction and oral problems, and is associated with other serious harms.

FDA says adults who smoke and switch completely to nicotine pouches may reduce exposure to many harmful chemicals found in cigarettes. This statement is specifically about adults who smoke and fully switch. It does not establish that pouches are safe, that dual use provides the same exposure reduction, that pouches help people quit, or that the comparison applies to nonsmokers or every smokeless product. FDA’s central warning is that no tobacco product is safe.

What are the health risks?
Oral and cancer risks
Smokeless tobacco can damage the mouth and gums. FDA identifies increased oral cancer risk, white patches called leukoplakia, tooth staining, tooth decay and gum disease among the effects associated with dip, snuff and chewing tobacco. CDC also identifies cancers of the esophagus and pancreas. A product’s lack of smoke does not remove these risks.

Addiction and other harms
Nicotine is addictive, and smokeless tobacco can sustain nicotine dependence. CDC also warns that use during pregnancy can increase the risks of early delivery and stillbirth. Nicotine products can poison children if swallowed or otherwise accessed, so they must be kept securely away from children. CDC further notes a possible increased risk of death from heart disease and stroke among smokeless-tobacco users.
What do use figures tell us—and what do they not tell us?
CDC reports several different measures of nicotine pouch and smokeless-tobacco use. They cover different populations, years and definitions, so they should not be merged into a single prevalence trend:

| Measure | Reported figure | Scope |
|---|---|---|
| Current nicotine pouch use | 1.8% in 2024 | U.S. middle- and high-school students; reported on a CDC page dated 2025-01-31. |
| Current smokeless tobacco use | 1.2% overall in 2024; 0.8% of middle-school students and 1.5% of high-school students | U.S. students; CDC’s smokeless-tobacco estimate excludes nicotine pouches. Reported by CDC on 2024-10-17. |
| Nicotine pouch use among adults | 2.9% had ever used pouches and 0.4% reported current use in 2022 | U.S. adults; reported on the CDC page dated 2025-01-31. |
| Nicotine pouch sales | 126 million pouches in August 2019; 808 million in March 2022 | Historical U.S. sales figures reported by CDC on 2025-01-31, not current sales or a measure of health effects. |
These figures describe use and sales, not safety, product quality or the effectiveness of quitting. In particular, student estimates for nicotine pouches and smokeless tobacco refer to separate categories.

For adults who smoke, FDA says fully quitting all forms of tobacco offers the greatest health benefit. FDA identifies approved smoking-cessation medications including nicotine replacement therapy (NRT), bupropion and varenicline, and recommends medication together with behavioral counseling as first-line treatment. CDC says nicotine pouches are not FDA-approved smoking-cessation aids. It reports that FDA has approved seven medications to help people quit smoking and that combining medication with counseling can more than double the chance of quitting successfully.

Nicotine replacement gum is one NRT medication category—not smokeless tobacco and not a recreational substitute. A health professional can help you choose a suitable treatment, especially if you have medical conditions, take other medicines, are pregnant, or are trying to stop using a product other than cigarettes.
Practical next steps:
- Set the goal: decide whether you want to stop smoking, stop all tobacco, or stop nicotine entirely. These are not interchangeable goals.
- Ask about treatment: discuss NRT, bupropion or varenicline with a health professional, including which option fits your circumstances.
- Add counseling: combine medication with behavioral support rather than treating a pouch as a proven quit aid.
- Use a cessation resource: FDA points adults seeking to quit toward Smokefree.gov.
What to keep in mind about U.S. product rules
This guidance reflects U.S. FDA and CDC information. Authorization, sales rules and availability can vary by product and location and may change. FDA authorization or a modified-risk order for one product should not be read as approval of an entire category or proof that a product is harmless. For current status, check the specific product’s FDA information and local rules.
