Best Secure Alternatives to Claude and ChatGPT for Coding

There is no universally secure coding assistant. The safest choice depends on where code is processed, what is retained, which telemetry is exported, whether your contract permits model training, and how much repository context the tool receives. For a private or regulated repository, start with Tabnine Enterprise because it documents on-premises, VPC, and air-gapped deployments. Choose GitHub Copilot Enterprise when your controls and workflow already center on GitHub, and Amazon Q Developer when AWS identity, infrastructure, and development tools are your operating environment. In every case, treat generated code as untrusted until it passes your normal review and security testing.

What “secure” should mean for an AI coding assistant

Security is a configuration and contract question, not a permanent attribute of a model. Before comparing features, document the data path for a typical request: the source file or symbol sent for context, the prompt, the generated response, telemetry, diagnostic logs, and any support bundle. Identify every system that can receive each item and how long it is retained.

As an Amazon Associate I earn from qualifying purchases.

Evaluate these controls separately:

  • Deployment location: Can inference and supporting services run in your data center, a dedicated virtual private cloud (VPC), or an offline network? “Cloud” is not a single risk level, and “self-hosted” does not automatically mean no data leaves the environment.
  • Retention and training: Are prompts, snippets, responses, and repository indexes stored? Can they be used to train or improve a provider’s models? Which settings and contract terms govern the answer?
  • Telemetry: What operational metrics, error traces, diagnostics, and usage records are exported, and can administrators disable or minimize them?
  • Repository context: How is indexing scoped, refreshed, permissioned, and deleted? Can a user retrieve code from repositories they should not be able to read?
  • Model path: Does the product use a provider-hosted model, a private model, or a model you select through bring-your-own-key (BYOK)? BYOK changes the destination but does not remove the destination’s retention obligations.
  • Identity and audit: Can you enforce single sign-on, least-privilege repository access, joiner/mover/leaver processes, and auditable records of prompts, suggestions, approvals, and file changes?
  • Agent permissions: Can the assistant write files, execute commands, access secrets, or open network connections? The more autonomy it has, the more important sandboxing and approval gates become.

Ask vendors for a data-flow diagram and written answers for your exact edition and region. A public privacy statement may describe a default service, while an enterprise agreement, private deployment, or administrator setting changes the behavior.

Best options at a glance

Product Deployment and data-control signal Repository and workflow strengths Important qualification
Tabnine Enterprise Tabnine advertises SaaS, on-premises, VPC, and air-gapped deployment options for enterprise customers. Strongest starting point when code must remain in controlled infrastructure; deployment can be aligned to a regulated network boundary. Tabnine’s privacy documentation says private deployments may send operational metrics and logs to Tabnine servers for support. Self-hosted therefore does not mean zero vendor telemetry.
GitHub Copilot Enterprise Enterprise hosting and policy controls differ from individual subscriptions; review the organization’s configuration and contract. Indexes an organization’s codebase, supports fine-tuned custom private models, and integrates with VS Code, Visual Studio, JetBrains IDEs, and Neovim. GitHub documents that individual-subscriber interaction data can include prompts, suggestions, and generated snippets used for model improvement under applicable settings and policy. Do not infer enterprise behavior from an individual plan.
Amazon Q Developer Exact identity, region, logging, retention, and plan settings must be verified before proprietary code is sent. AWS describes repository analysis, a multi-file implementation plan, approved code changes, and tests in IDE and terminal workflows. Best fit is AWS-centered teams that can apply their existing identity, network, and logging controls; the service configuration still determines what is retained or exported.

Published prices and total-cost figures are not stated in the available product material. Obtain a quote for the required seats, private infrastructure, support tier, model usage, and administration work rather than comparing a headline subscription price with an enterprise deployment.

Tabnine Enterprise: the first choice for on-premises or air-gapped code

Tabnine Enterprise is the clearest documented candidate for a private coding assistant when a repository cannot be sent to a normal public SaaS endpoint. Its enterprise material lists SaaS, on-premises, VPC, and air-gapped deployment options. That range lets an organization choose a boundary appropriate to its threat model: a managed service for lower operational burden, a VPC for network isolation, or an offline deployment for networks that cannot have an external connection.

What to verify before deployment

  1. Define which repositories and branches the assistant may index. Start with a non-sensitive pilot and explicitly exclude secrets, production credentials, and regulated data that is outside the pilot’s purpose.
  2. Confirm where inference runs and where indexes, caches, crash dumps, and administrative records are stored. Record the region, account, storage class, encryption keys, and deletion process.
  3. Request a field-level inventory of prompts, code snippets, diagnostics, operational metrics, and support logs. Tabnine’s privacy documentation states that operational metrics and logs may be sent to Tabnine servers even for private deployments; ask which fields, under what trigger, and for how long.
  4. Test the egress path. In an air-gapped design, block outbound traffic and verify that editing, completion, indexing, updates, and failure reporting behave as documented.
  5. Map administrator roles to your identity provider and require approval before a support bundle or diagnostic export leaves the controlled environment.

When Tabnine is the better fit

  • Your policy requires on-premises, VPC, or air-gapped operation rather than merely a contractual “no training” statement.
  • Network segmentation and data residency are more important than access to the broadest hosted-model catalog.
  • You have staff to patch, monitor, back up, and capacity-plan a private deployment.

The trade-off is operational responsibility. A private installation can reduce exposure to an external inference service while increasing your obligations for hardening, availability, upgrades, and incident response. Include those costs in the business case.

GitHub Copilot Enterprise: strongest for GitHub-native context

GitHub Copilot Enterprise is designed for organizations whose source, pull requests, issues, and review process already live in GitHub. GitHub documents organization-codebase indexing and fine-tuned custom private models for Enterprise. The assistant also integrates with VS Code, Visual Studio, JetBrains IDEs, and Neovim, so developers can use repository context without changing their editor.

Separate enterprise policy from individual plans

GitHub’s hosting documentation distinguishes individual subscribers from enterprise arrangements. For individual subscribers, interaction data can include prompts, suggestions, and generated code snippets, and may be used to train or improve models under applicable settings and policy. That statement is not a description of every enterprise configuration. An administrator should obtain the terms for the organization’s plan, confirm the training setting, and test that personal or unmanaged accounts cannot access protected repositories.

Repository-indexing controls to review

  • Which organizations and repositories are eligible for indexing, and how quickly are revocations reflected?
  • Does a pull request author receive context from private repositories they cannot independently read?
  • How are forks, archived repositories, generated files, and vendored dependencies treated?
  • Can administrators audit membership, indexing events, policy changes, and use of custom models?
  • What is the deletion workflow when a repository is closed, a contractor leaves, or a customer requests erasure?

BYOK in a GitHub workflow

GitHub’s BYOK documentation allows local or externally hosted models, but it also states: “When using BYOK, your prompts and responses are transmitted to your selected provider and may be subject to that provider’s data retention and privacy policies.” BYOK therefore gives you model-path choice, not a blanket exemption from third-party processing. Evaluate the selected provider’s retention, training, region, subprocessors, incident terms, and logging just as you would for a direct integration.

Amazon Q Developer: an AWS-centered option for multi-file work

Amazon Q Developer is most compelling for teams already using AWS identity, terminals, and development environments. AWS documentation describes a workflow in which the assistant analyzes an existing codebase, maps a step-by-step implementation plan spanning multiple files, and, after approval, runs the required code changes and tests. That sequence is more controlled than an agent that edits files immediately: the plan is a review point, and approval is a deliberate permission boundary.

Controls to establish before enabling repository analysis

  1. Create a dedicated identity and permission set for the assistant. Grant read access only to the repositories and branches needed for the task.
  2. Separate planning from execution. Require a human approval step before file writes, dependency changes, migrations, or test commands.
  3. Run commands in a disposable workspace with no production credentials and with network access denied by default. Allow only the package registries and test services that the build actually needs.
  4. Confirm the selected IDE and terminal integration, AWS Region, account boundary, logging destination, and retention period for your plan.
  5. Capture the generated plan, diff, test output, and approval decision in the same change record as a human-authored pull request.

Because Amazon Q can analyze a codebase and execute approved changes, mis-scoped permissions are a practical risk. Treat it like a build automation identity, not like a passive autocomplete widget.

How BYOK changes—and does not change—privacy

Bring your own key can route requests to a local model or to a provider you select. This may help with model governance, regional processing, or cost controls, but the request still contains whatever context the assistant sends. A prompt that includes proprietary source, a response containing generated code, and diagnostic metadata can all be subject to the selected provider’s policy.

  • [Dont Hesite to Order] 24 hours customer services and professional technology team are standing by

Use a written data-flow checklist:

  • List the exact provider endpoint and account that receives prompts and responses.
  • Confirm whether prompts, responses, embeddings, and abuse-monitoring records are retained.
  • Confirm whether any of those records are used for training or service improvement.
  • Identify subprocessors and support-access paths.
  • Test key rotation, revocation, regional failover, and deletion.

If your requirement is “no training on my code,” obtain that commitment for the chosen provider and plan; do not infer it from the presence of a customer-managed key.

A practical rollout for a private coding assistant

1. Write the data classification rule

Define whether the assistant may process public code, internal code, customer data, regulated records, credentials, or security-sensitive algorithms. Make the rule machine-enforceable where possible with repository allowlists, secret scanning, and editor policies.

2. Establish a least-privilege pilot

Use a small team, disposable repositories, read-only indexing where available, and separate identities for experimentation. Disable automatic file writes and command execution until the team has reviewed the logs and approval flow.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Test negative cases

  • Ask for a secret that exists in an excluded file and confirm it is not returned.
  • Attempt to access a repository outside the user’s permissions.
  • Revoke a user and verify that access and cached context disappear within the documented interval.
  • Block outbound network traffic and observe whether the tool fails closed or silently queues data.
  • Submit a prompt containing a canary string and trace every system that records it.

4. Add engineering guardrails

Require pull requests for generated changes, mandatory code-owner review for sensitive directories, dependency and secret scanning, static analysis, unit tests, and integration tests. Keep generated diffs attributable to the assistant so an incident investigator can reconstruct what happened.

5. Review telemetry and support access

Inspect operational logs, crash reports, prompt history, and support bundles. Minimize fields, set retention limits, encrypt exports, and require time-bound approval for vendor support access. For private Tabnine deployments in particular, reconcile the documented export of operational metrics and logs with your air-gap policy.

6. Reassess after model or policy changes

Model routing, indexing behavior, retention defaults, and administrator controls can change between editions. Record the product version, plan, Region, and policy settings in your change-management system and repeat the negative-case tests after upgrades.

Generated code still requires security review

GitHub’s responsible-use guidance tells developers to continue avoiding hard-coded secrets and SQL injection and to follow normal code-review practices. That advice applies regardless of vendor or deployment model. An assistant can reproduce insecure patterns from its context, misunderstand authorization boundaries, introduce a vulnerable dependency, or write tests that pass without exercising the real threat.

A 2025 arXiv analysis examined 7,703 files attributed to AI tools. In that study sample, 91.52% were attributed to ChatGPT, 7.50% to GitHub Copilot, 0.52% to Amazon CodeWhisperer, and 0.46% to Tabnine, and the authors reported widespread security concerns. These percentages describe the study’s attributed files, not market share and not the probability that any particular product will emit vulnerable code. They are a reason to measure your own defect rate and review process, not a product ranking.

For each generated change, reviewers should check authentication and authorization, input validation, output encoding, cryptography, error handling, dependency provenance, logging of sensitive data, concurrency, resource limits, and tests for abuse cases. Run the same scanners and approval gates used for human-written code.

Choosing among the three

Choose Tabnine Enterprise when infrastructure control is the deciding requirement

Select it first for an AI coding assistant that can run on-prem, an air-gapped GitHub Copilot alternative, or a private coding assistant for regulated teams. Make the decision conditional on resolving the operational-telemetry question and on your ability to operate the private environment.

Choose GitHub Copilot Enterprise when GitHub context outweighs deployment flexibility

It is the natural fit when pull requests, repository permissions, and supported IDEs are already standardized on GitHub. Confirm enterprise data terms rather than relying on assumptions from an individual subscription, and treat BYOK as a provider-routing decision with its own retention review.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Choose Amazon Q Developer when AWS is the control plane

It suits teams that want repository analysis followed by a plan, explicit approval, multi-file edits, and tests in AWS-oriented workflows. Keep the execution identity and workspace isolated, and verify the exact Region, plan, and logging configuration before allowing proprietary code.

When none of them meets the requirement

If your policy forbids any external telemetry, requires a fully offline model, or demands a specific audit artifact that a product cannot provide, do not weaken the policy to fit a tool. Use the documented private-deployment path where available, or keep coding assistance limited to non-sensitive repositories until the control gap is closed.

Bottom-line decision

For the question “what is the best secure alternative to ChatGPT for coding?” the answer is Tabnine Enterprise as the first investigation for controlled, on-premises, VPC, or air-gapped environments. For a Claude alternative for proprietary code inside a GitHub-centered organization, investigate GitHub Copilot Enterprise’s indexing, private-model, and enterprise-policy controls. For an AWS-centered engineering team that wants approved multi-file implementation and test execution, investigate Amazon Q Developer. Whichever route you take, document the data path, constrain permissions, test telemetry, and require human security review for every generated change.
