Best Proxy Providers in 2026: How to Choose and Test a Plan

There is no single best proxy provider for every workload. The right purchase depends on the targets you must reach, the countries or cities you need, whether sessions must stay on one IP, and how you are charged. For most data-collection projects, start with a small residential or ISP/static-residential pilot, measure success rate and latency on your real targets, then scale only after the numbers and total cost are acceptable.

Editorial tests illustrate why a universal ranking is unreliable. Proxyway’s 2026 US residential benchmark and TechRadar’s 2026 buyer guide select different leaders, while another 2026 roundup reports a different overall recommendation. Those are separate publishers, methods, dates and workloads—not a consensus guarantee.

What a proxy provider actually sells

A proxy is an intermediary that makes the request to a website on your behalf. The destination sees the proxy IP address rather than the IP address of your device. Your software connects to an endpoint supplied by the provider, and the provider routes the request through an IP from its network.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The routing layer can provide a different country, a city-level location, a pool of rotating addresses or a persistent address for a session. It does not automatically make an activity lawful, anonymous in every context, or successful against every anti-bot system. Your account, browser fingerprint, request pattern and the target’s rules still matter.

Choose the proxy category before comparing companies

“Proxy” covers several products with different performance, trust and pricing characteristics. Select the category that matches the job, then compare providers inside that category.

Category How the IP is sourced Best fit Trade-offs to check
Residential An IP associated with a physical household connection supplied by an internet service provider. Sites that scrutinize datacenter ranges; country, city or carrier targeting; moderate request volumes. Usually higher cost and latency than datacenter proxies; availability varies by location; bandwidth is often metered.
Datacenter An address hosted in a commercial datacenter rather than an access ISP. High-throughput crawling of less restrictive targets, testing and workloads where speed and price dominate. Datacenter ranges are easier for some sites to identify; precise household-level targeting is generally unavailable.
ISP or static residential A static address advertised through an ISP but commonly hosted on infrastructure operated for business use. Long-lived sessions, account logins and workflows that need a stable address without residential rotation. Smaller pools and higher per-address pricing are common; confirm whether the plan is truly dedicated and how long an address is retained.
Mobile An address associated with a cellular carrier network. Mobile-only experiences, carrier-specific testing and targets that treat cellular ranges differently. Scarcer supply, variable latency and often the highest prices; verify country and carrier coverage.

Within any category, compare rotation controls, sticky or dedicated sessions, HTTP(S) and SOCKS5 support, authentication options, concurrency limits and location controls. A large advertised pool is not useful if it lacks the country, ASN, ZIP code or city your target requires.

The buying criteria that predict real-world fit

Target-specific success

Measure the percentage of valid responses from the exact domains, pages, APIs and actions you need. A provider can perform well on a public test endpoint and poorly on your target because blocking rules, JavaScript challenges and rate limits differ.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Latency and stability

Record connection time, time to first byte and total response time separately. Look for consistency across several hours and peak periods, not only a single average. Retries can conceal an unstable network, so report both first-attempt success and success after your permitted retry policy.

Geography and targeting

Confirm the available country before paying, then test the granularity you need: state, city, ASN, ZIP or carrier. “195+ countries” or another pool-size claim is a provider-reported figure and does not establish that every location is available on your plan or remains in stock.

  • 【Keep your Internet Safe】IPv6 supported. OpenVPN & WireGuard pre-installed, compatible with 30+ VPN service providers. Cloudflare encryption supported to protect the privacy.

Session behavior

Use rotating sessions when each request should originate from a fresh address. Use sticky sessions when a login, cart or multi-step workflow must keep one IP for a defined period. For a dedicated or static address, ask whether another customer can receive it and what happens when it is blocked.

Protocols and integration

Check whether your client needs HTTP, HTTPS or SOCKS5, and whether the provider supplies a standard hostname-and-port endpoint, an API, or both. Verify examples for your language, connection limits, DNS handling and IPv4/IPv6 behavior before committing engineering time.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Total cost and contract terms

Compare the billing unit, minimum purchase, expiration, overage rate, concurrency fees, refunds, trial eligibility and support response—not just a promotional price per gigabyte. A cheap gigabyte can become expensive when failed requests, mandatory minimums or unused traffic are included.

What the published 2026 tests actually show

Proxyway reports a US residential test consisting of 560,000 connection requests over 14 days. The figures below are that publisher’s benchmark, not a test performed for this article and not a promise of future performance. “Unique IPs” is the count reported by Proxyway during its test; success and response figures are its averages.

Provider Unique IPs in Proxyway test Average success rate Average response time Evidence qualification
Oxylabs 489,032 99.83% 0.68 s Proxyway US residential benchmark, 2026
Decodo 466,068 99.82% 0.60 s Proxyway US residential benchmark, 2026
NetNut 470,287 98.44% 0.84 s Proxyway US residential benchmark, 2026
SOAX 340,126 98.25% 0.55 s Proxyway US residential benchmark, 2026
Massive 222,513 99.87% 0.67 s Proxyway US residential benchmark, 2026
Webshare 278,836 99.27% 1.36 s Proxyway US residential benchmark, 2026
Bright Data 392,272 99.14% 1.00 s Proxyway result from 2024 reproduced on its 2026 comparison page

The spread is small at the top: Massive’s 99.87% and Oxylabs’ 99.83% are only hundredths of a percentage point apart in this particular setup. SOAX’s 0.55-second average is the fastest listed response, while Webshare’s 1.36 seconds is the slowest. Those differences cannot be treated as universal because the target list, concurrency, geography, protocol and test dates are not identical to yours.

Why 2026 “best” lists disagree

TechRadar’s 2026 guide names Decodo as its overall choice and reports provider figures of more than 125 million IP addresses across more than 195 countries, alongside residential, mobile and datacenter products. Those pool and coverage numbers are the guide’s reported provider information and editorial selection, not an independently verified inventory count for your account.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A separate 5-Proxy 2026 roundup says it ran more than 1.2 million automated requests and recommends Bright Data overall, while assigning other providers to particular categories. Its method and figures were not independently validated here. The disagreement is useful: rankings change when the target set, geography, weighting and date change. Treat each list as a lead, then run your own pilot.

Published price examples and terms

Proxyway lists these examples on its 2026 comparison page:

Example plan Page-reported price What the figure does and does not establish
Decodo residential $4 for 1 GB A page-reported example; check current checkout, expiration, minimums and refund or trial terms.
Oxylabs residential $30 for 5 GB A page-reported example; verify whether the rate is pay-as-you-go, recurring or subject to a commitment.

Prices, trials, refunds and pay-as-you-go rules are volatile. Before purchase, calculate the effective cost per successful result: total subscription and traffic charges divided by the number of usable pages or API responses. Include retries, failed traffic, reserved addresses and engineering time. A plan with a lower nominal rate can lose that advantage if its location pool is too small or its sessions break during multi-step requests.

A practical purchase and pilot process

  1. Write the workload specification. List target domains, request types, expected requests per minute, countries or cities, protocol, session duration, concurrency, JavaScript requirements and whether credentials or accounts are involved.
  2. Select a category. Start with datacenter for speed on tolerant targets, residential for household-ISP appearance, ISP/static residential for durable sessions, or mobile for carrier-specific behavior. Record why you selected it so you can change one variable at a time.
  3. Shortlist two or three providers. Require the same location, protocol, rotation and authentication capabilities from each. Ignore pool-size marketing until the provider demonstrates availability for your exact locations.
  4. Read the operational terms. Check minimum spend, traffic expiration, overage, concurrency, refund or trial conditions, acceptable-use rules, support channel and escalation process. Save a copy of the terms and plan details because they can change.
  5. Run a controlled pilot. Use a lawful, low-volume sample that represents your real targets. Keep the request headers, timeout, concurrency, retry policy and parser identical across providers. Do not change several variables between trials.
  6. Capture useful metrics. Log first-attempt success, final success after allowed retries, DNS and connect time, time to first byte, total time, status codes, challenge pages, bandwidth and the number of unique addresses. Segment results by target and location.
  7. Calculate full cost. Add subscription, traffic, dedicated-address fees and failed-request traffic. Divide by successful records or completed workflows, not raw requests.
  8. Scale gradually. Increase concurrency in stages and watch error rates. Keep a second provider or a smaller reserve plan only when downtime or geographic gaps justify the extra cost.

Configuration details that prevent avoidable failures

Endpoint and authentication

Use the provider’s exact hostname, port, username format and password encoding. Some services encode country, city, session or rotation in the username; copy the syntax from the current dashboard rather than guessing. Keep credentials in environment variables or a secret manager, never in source control.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Timeouts and retries

Set a connect timeout and a separate read timeout. Retry only transient network failures and selected 5xx responses. Do not blindly retry authentication errors, 403 responses or challenge pages; doing so can increase blocking and spend traffic without improving results.

Session and cookie handling

For a sticky session, preserve the proxy session identifier and cookies for the complete workflow. For rotation, avoid reusing cookies tied to a previous IP unless the target explicitly permits it. Test login, pagination and form submission as one transaction rather than validating only the first page.

Concurrency controls

Begin below the provider’s stated limit and increase in small steps. A pool may support many theoretical connections but deliver fewer usable addresses in a particular city. Stop the ramp when latency or challenge rates rise, then compare the cost of more addresses with the cost of lower concurrency.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Support on Ko-Fi

Security, legality and responsible use

Use proxies only for lawful activity and respect the target’s terms, access controls, privacy obligations and applicable data-protection laws. Do not use a proxy to defeat account security, access data you are not authorized to obtain, distribute malware or conceal fraud. Obtain permission for internal security testing and set an explicit rate limit.

Free proxy lists are a distinct risk category. A peer-reviewed study by Mehanna, Rudametkin, Laperdrix and Vastel collected 640,600 free proxies from 11 providers and tested them daily for 30 months. Only 34.5% were active at least once during the study. The researchers identified 4,452 vulnerabilities on proxy IP addresses, including 1,755 permitting unauthorized remote code execution and 2,036 enabling privilege escalation; 16,923 proxies appeared to manipulate content. These findings describe that collected free-proxy sample and study period, not every free service and not paid commercial networks, but they are strong reasons not to route credentials or sensitive data through an unvetted list.

For commercial services, ask how addresses are sourced, how abuse complaints are handled, what logging the provider keeps, how credentials are protected and how you can delete an account. Never send passwords, payment data or personal records through a proxy unless your security and legal teams have approved the provider and the data flow.

Troubleshooting a disappointing pilot

High error rate on one domain

Separate proxy failures from target blocking by requesting a benign control endpoint and recording status codes. Try a different session policy or location, reduce concurrency and remove aggressive retries. If only one target fails, the issue may be its rules rather than the entire network.

Good average latency but slow workflows

Break the transaction into DNS, connect, TLS, server processing and download times. A fast first byte does not help if the proxy drops cookies or rotates between steps. Use a sticky session and verify that your client is not opening a new connection for every asset.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Required location is unavailable

Ask support whether the location is offered on your plan, whether it is a city, ZIP or ASN target, and how frequently addresses rotate there. If the provider cannot supply a representative sample, do not infer coverage from a country-level pool claim.

Unexpected traffic consumption

Inspect retries, redirects, large assets and challenge pages. Restrict requests to the data you need, disable unnecessary resources in a browser automation workflow, and set a hard monthly budget or traffic cap.

Addresses are repeatedly blocked

Lower request frequency, use a session model appropriate to the workflow and check that your headers and behavior are legitimate. Rotating faster is not always a fix; rapid rotation can itself look automated and can invalidate cookies.

A decision framework for common workloads

Workload Starting point What to prove in the pilot
Public pages with high volume and low friction Datacenter, then compare residential only if blocks justify it. Throughput, error rate, bandwidth cost and acceptable concurrency.
Country or city-sensitive market research Residential with explicit location targeting. Actual geolocation at the target, address availability and success by city.
Login, cart or multi-step account workflow ISP/static residential or sticky residential sessions. Session persistence, cookie continuity, block rate and address exclusivity.
Carrier-specific mobile testing Mobile proxies with the required carrier and country. Carrier identification, latency variation, pool depth and cost per completed test.

Use the provider whose measured results and terms fit your workload, not the one with the most impressive headline pool. Re-test after major target, geography or volume changes; a provider that wins a US residential pilot may not win a city-level, mobile or datacenter job.
