Recommended Free Tools
Adobe Acrobat is the easiest choice if you already use Acrobat and want OCR inside a full PDF editor. ABBYY FineReader PDF is the better fit for demanding recognition, multilingual documents, layout retention, and editable Word or Excel output. OCRmyPDF is the free, local, scriptable option for technical users who need searchable PDF/A files and repeatable batch processing.
The right choice depends on whether your end result is a searchable PDF, an editable Office document, or an automated local workflow. The comparison below explains those differences, the practical setup for each tool, and the limits of OCR accuracy.

What OCR changes in a scanned PDF
A scanner normally creates a PDF made of page images. You can see the words, but the file has no character data for search, copy and paste, accessibility tools, or reliable editing. Optical character recognition (OCR) analyzes those images and adds a text layer. After successful processing, you can search for a word, select text, copy passages, and in some applications export the recognized content to an editable format.
OCR does not magically improve a poor scan. Recognition quality depends on resolution, contrast, skew, background noise, typeface, handwriting, page layout, and the languages selected for the job. A clean, straight, high-resolution page gives every tool a better chance than a faint fax or a photograph taken at an angle.

1. Adobe Acrobat: the integrated editor choice
Acrobat is most convenient when your documents already live in an Acrobat-based workflow. Its Recognize Text feature converts image-only scan pages into selectable and searchable text without requiring a separate OCR application. You can then continue with the editor’s other PDF tasks, such as comments, forms, redaction, and signatures.
When Acrobat makes sense
- You already subscribe to or use Acrobat and do not want a second application.
- You need OCR and ordinary PDF editing in the same interface.
- Your files are occasional or moderate in volume rather than a large unattended archive.
- You want to inspect and correct recognized text visually in the PDF editor.
Basic OCR workflow
- Open the scanned PDF in the desktop Acrobat application.
- Choose Recognize Text and apply it to the current document or the pages you need.
- Wait for Acrobat to build the text layer, then save the processed PDF as a new file so the untouched scan remains available.
- Use the search command to find several words, drag across a sentence to test selection, and copy a sample into a plain-text editor. These checks reveal whether OCR actually succeeded.
- Inspect tables, columns, unusual fonts, symbols, and page edges before relying on the result for legal, financial, or technical work.
Batch processing
Adobe documents batch processing through Action Wizard in qualifying desktop Pro, Premium, or Studio plans. This is useful when the same OCR operation must be applied to many PDFs. Check the exact plan and whether the desktop, web, or mobile version you own includes the required feature before designing a batch workflow; feature scope is not identical across every Acrobat offering.
Limits to check first
- Confirm that your plan includes desktop OCR and, if needed, Action Wizard.
- Check the recognition languages available for your documents.
- Decide whether a searchable PDF is enough. Acrobat can make a scan searchable and editable in the PDF, but readers who need a clean Word or Excel file should evaluate a dedicated conversion workflow as well.
- For confidential material, review where processing occurs under your organization’s deployment and account settings before uploading or synchronizing files.
2. ABBYY FineReader PDF: recognition, layout, and Office conversion
FineReader PDF is designed around document digitization as well as PDF editing. Its OCR tools support full-text search, editing of recognized content, and conversion of scans into editable Word or Excel files. That combination is valuable when the PDF is only an intermediate step and the real deliverable is a document someone must revise.

Why choose FineReader
- Complex layouts need to remain close to the original, including columns, tables, and mixed content.
- You work with several recognition languages.
- You need editable Word or Excel output rather than only a hidden text layer.
- You want OCR-specific controls for poor-quality scans and the ability to compare the recognized result with the page image.
Published language and accuracy claims
ABBYY’s 2025 feature information lists 192 supported OCR languages and claims up to 99.8% OCR accuracy. Those numbers come from ABBYY, not from an independent head-to-head test. “Up to” is a best-case claim, not a guarantee for every scan. Your results will vary with image quality, language selection, typography, and layout.
Conversion workflow
- Import the scanned PDF into FineReader PDF.
- Run OCR and select every language that actually appears in the document. Adding unnecessary languages can make ambiguous characters harder to classify.
- Review the page image beside the recognized text. Correct headings, table cells, footnotes, hyphenated words, and characters that are easy to confuse, such as zero and the letter O.
- Save a searchable PDF when preserving the original page appearance is the priority.
- Export to Word for flowing text and general editing, or Excel when the source contains tabular data. Open the exported file in its target application and check column boundaries, merged cells, formulas, and line breaks.
Edition and platform checks
FineReader’s Windows and Mac feature sets can differ, and Standard and Corporate editions are aimed at different workflows. Verify the edition, operating system support, licensing model, document types, and recognition languages against your own files before purchasing. A feature list alone cannot predict how a particular table, form, or low-quality scan will convert.
3. OCRmyPDF: local, scriptable, and open source
OCRmyPDF adds an OCR text layer beneath the original scanned page image. The result remains visually faithful to the scan while becoming searchable and copyable, and it can be generated as a PDF/A file for archival workflows. Processing is local and command-line based, which makes the tool attractive for privacy-sensitive material, servers, and repeatable jobs.

Who benefits most
- Technical users comfortable installing dependencies and running command-line jobs.
- Organizations that want files processed on their own machines rather than sent to a hosted service.
- Archives that need searchable PDF/A output while retaining the original page image.
- Teams processing folders of scans repeatedly or integrating OCR into a script or scheduled job.
Typical workflow
- Install OCRmyPDF and its required dependencies on the workstation or server that will process the files.
- Install the language data needed for the documents and select those languages in the job configuration.
- Provide an input PDF and a separate output path, then run the OCRmyPDF command-line operation.
- Use its preprocessing options when appropriate: automatic page rotation, deskewing, background cleanup, optimization, or multi-core processing.
- Open the output visually, search for representative words, and copy text from several pages. Keep the original scan until quality control is complete.
Important processing cautions
OCRmyPDF’s cookbook warns that some image-processing options can rasterize pages or introduce visual artifacts. Optimization and cleanup can also change how a page looks. Review the output at normal reading size and at high zoom, especially around fine lines, signatures, stamps, and diagrams. If the output looks worse, rerun with less aggressive preprocessing and keep the original image-only PDF as the source.

You only need searchable text
Choose Acrobat if you want a graphical editor and already use it. Choose OCRmyPDF if local processing, PDF/A, and repeatable automation matter more than a graphical interface. FineReader is also suitable, particularly when the source has difficult layouts or multiple languages.
You need editable Word or Excel
FineReader is the most direct fit because editable Office conversion is a central feature. Acrobat can make text editable within the PDF, but confirm that your specific workflow produces the Office format and structure you need. OCRmyPDF is intended to add a searchable layer to the PDF, not to provide a rich Office-conversion editor.

You have multilingual or difficult documents
FineReader’s published list of 192 OCR languages makes it the obvious candidate to evaluate first, but test your own pages. Language count does not measure accuracy on your particular typeface, handwriting, or scan quality. Acrobat and OCRmyPDF can also recognize selected languages; verify availability before processing a large collection.
You need local and repeatable processing
OCRmyPDF is the strongest match because it runs locally and exposes options for scripting, multi-core jobs, rotation, deskewing, cleanup, optimization, and PDF/A generation. Acrobat’s Action Wizard can batch files in qualifying plans, while FineReader’s automation and edition capabilities should be checked for your platform.
How to make a scanned PDF searchable reliably
- Preserve the source. Work on a copy and retain the original image-only PDF.
- Inspect the scan. Look for blur, skew, dark backgrounds, clipped margins, missing pages, and pages that are sideways.
- Select languages deliberately. Use the languages present in the document, including a second language only when it genuinely appears.
- Run OCR. Use Acrobat’s Recognize Text, FineReader’s OCR project, or an OCRmyPDF local job.
- Test search and selection. Search for a heading, a number, a word containing punctuation, and a word near the bottom of a page. Select and copy each sample.
- Compare against the image. Pay particular attention to names, dates, decimal points, minus signs, table columns, and footnotes.
- Save with a clear filename. Keep the original and OCR versions distinguishable, and use PDF/A when archival requirements call for it.
Accuracy problems and practical fixes
| Symptom | Likely cause | Action |
|---|---|---|
| Search returns nothing | The PDF still contains images only, or OCR was applied to the wrong pages | Run OCR, save the processed file, reopen it, and test selection as well as search |
| Letters are confused | Low resolution, blur, unusual typeface, or poor contrast | Improve the scan if possible, use cleanup carefully, and proofread important fields against the image |
| Columns run together | Complex layout or incorrect page analysis | Review layout regions in the OCR editor or export, then correct the affected paragraphs and table areas |
| Tables lose their structure | Grid lines, merged cells, or uneven alignment confuse recognition | Inspect every row and cell; use a table-aware export workflow when an editable spreadsheet is required |
| Pages are sideways | Rotation metadata or page orientation was not detected | Use automatic rotation where available, then verify each page visually |
| Output looks degraded | A cleanup or optimization step rasterized content or introduced artifacts | Reduce preprocessing, compare with the original, and rerun while retaining the source scan |
Privacy, licensing, and operating requirements
OCRmyPDF’s local model is straightforward for confidential archives: the files stay on the machine or server you control, subject to your own storage and backup practices. Acrobat and FineReader offer integrated desktop workflows, but the exact processing location, account behavior, and deployment controls depend on the product edition and organization settings. Check those terms before sending regulated or confidential documents through any connected workflow.
Best Value
- Scanner type: Document
- Connectivity technology: USB
- With Auto Scan Mode, the scanner automatically detects what you're scanning
- Digitize documents and images
There is no single cost answer that applies to all three tools. Acrobat access depends on the plan and whether you need desktop OCR or Action Wizard. FineReader licensing varies by edition and platform. OCRmyPDF is open source, but “free” does not remove the work of installing dependencies, maintaining language data, operating a server, or reviewing output. Include those operational costs when comparing a personal one-off job with a production archive.
A decision path for common readers
- Already have Acrobat: start with Recognize Text and confirm that your plan covers the volume and batch features you need.
- Need a polished Word or Excel deliverable: evaluate FineReader first and test representative pages before converting the whole collection.
- Need local, repeatable, searchable PDF/A processing: choose OCRmyPDF if you can support a command-line installation and quality-control routine.
- Unsure about quality: run a small sample through the candidate tool, including the worst pages, before committing to a large batch. No vendor accuracy percentage replaces testing your own documents.
Final verdict
For the broadest mainstream PDF workflow, Acrobat is the practical integrated choice. For OCR quality controls, multilingual recognition, layout retention, and editable Office output, FineReader PDF deserves first evaluation. For privacy-conscious automation and searchable PDF/A archives, OCRmyPDF offers the clearest local and scriptable path. Whichever tool you choose, treat OCR as a recognition step that requires visual checking—not as a guarantee that every character, table, or number was captured correctly.
