What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
The best PC pick depends on what you want to manage: Cities: Skylines II suits hands-on modern city planning, Anno 1800 puts production and trade at the center, and Frostpunk 2 makes survival and politics part of the building challenge. For medieval settlement design, island politics or focused institution management, other games on this list are a closer fit.
Which city-building game should you play?
Start with the loop you want to spend time on. A city painter gives you room to shape roads and districts; an economic builder asks you to connect supply and trade; a survival city-builder makes growth compete with immediate threats. Tycoon games can narrow the job further to running one institution rather than an entire metropolis.

Best games by the kind of management you want
Cities: Skylines II: reshape a modern city
Cities: Skylines II is the closest match here for players who want to lay out and continually reshape a contemporary city. Its core appeal is the interplay among roads, zoning, services, traffic and economic simulation. Paradox describes the simulation this way: “AI and intricate economics mean your choices ripple through the fabric of the city.” That is publisher copy from the official game page, and it captures the attraction of watching one planning decision affect the wider city.

#1 Best Overall
- COOPERATIVE TABLETOP BOARD GAME: In this city building, tile-laying board game, players create the biggest possible city in 6 rounds, trying to have the most connections between Location tiles. In each round, a different person takes on the role of mayor. Their mission: secretly connect 3 new locations to the sites.
- BUILD A CITY BY MATCHING IDEAS: Players put their psychoanalysis skills to the test and talk together as they try to get inside the mayor’s mind and determine their thought process. If they are able to correctly guess the mayor’s plans, the city grows with connections worth points at the end of the game.
- FAMILY AND FRIENDS PARTY GAME: This 2 to 6 player cooperative game can be enjoyed by parents playing with their children as well as adults. Best recommended for ages 8 & Up.
- HOW TO PLAY: Construction cones have been placed in the city. The mayor must decide which development would best fit each location. Behind the walls of City Hall, the mayor decides where to expand and then opens the floor to discussion. Players work together to correctly guess the mayor’s choices. When players correctly guess the mayor’s plans for development, location tiles are linked together thus expanding the city!
- COMPONENTS: Link City comes with one City Hall tile, a City Hall screen, 4 construction cones, 8 construction tiles, 57 amenities/business location tiles, 6 bonus tiles and illustrated rules.
Anno 1800: build around supply lines and trade
Anno 1800 is a better fit if settlement growth sounds satisfying when it depends on production, island resources and trade routes. Its cities are not simply canvases for street layouts: the economic links between settlements and the goods they produce are central to the experience. Choose it when you enjoy solving interconnected logistical needs more than freely arranging a modern metropolis.
Frostpunk 2: build under survival and political pressure
Frostpunk 2 is a survival city-builder, not a relaxed free-form city painter. The Steam description highlights city districts, calamities and competing factions, putting political choices alongside the practical challenge of keeping a settlement going. It suits players who want pressure and difficult trade-offs to shape how their city develops. Store-page DLC and roadmap details can change; consult the Steam page for current information.

Manor Lords: grow a medieval settlement
Manor Lords combines medieval settlement design with resource management and battles, making it an option for players drawn to village-to-city growth in a historical setting. GamesRadar’s consulted listing labels it Early Access. Because development status and the available feature set may change, check its current store listing before purchasing rather than assuming the game is finished.
Tropico 6: develop islands and manage politics
Tropico 6 distinguishes itself through political management as well as island development. Transport between islands and the way you rule are part of its appeal, so it is a stronger match for someone interested in the governing side of a city-building game than in a purely architectural sandbox.

Two Point Hospital: run one institution
Two Point Hospital is an adjacent tycoon choice rather than a city builder. Its scope is a particular institution: managing a hospital rather than micromanaging a metropolis. Pick it when you want a focused management loop and do not need the broader geography and infrastructure of a city game.
Anno 117: Pax Romana: consider a newer Roman-era option
Anno 117: Pax Romana is a Roman-era city builder with supply-chain design and dialogue elements, according to PC Gamer’s review page. That page lists a November 13, 2025 release date. Its retailer links and product details may change; verify the PC format, edition, region and availability in the listing before buying.

How to compare the games before choosing
Creative control or economic puzzles?
Ask whether the main pleasure is shaping roads, districts and skylines, or placing buildings to solve economic constraints. The former points toward Cities: Skylines II; the latter toward Anno 1800 or Anno 117: Pax Romana.

Think about the scale and systems you want to keep track of. Traffic and city services are a different kind of management from interconnected production and trade. A focused tycoon such as Two Point Hospital reduces the scope to one institution.

Should pressure be part of the fun?
Survival, faction conflict, political management and battles add distinct pressures. Frostpunk 2 puts survival and competing factions into the city challenge; Tropico 6 emphasizes politics; Manor Lords adds battles. If those pressures are not what you want, prioritize a planning or economic loop instead.
What makes failure worth replaying?
When comparing management games, consider whether mistakes teach you how the systems connect or feel arbitrary, and whether the interacting systems give you reasons to try another approach. These are useful questions for judging depth and replay value, not measured guarantees about any one game.
