There is no universal winner: cloud and local vaults make different trade-offs, and free, premium and family plans differ substantially. This guide explains how to choose, then compares two documented examples—Bitwarden and 1Password—without treating vendor claims as independent test results.
Why unique passwords matter
Reusing a password links your accounts. If one site is breached or a password is exposed through phishing, an attacker can try the same credential elsewhere. A password manager lets you use a separate credential for every account without memorizing each one.

The Cybersecurity and Infrastructure Security Agency (CISA) recommends passwords that are at least 16 characters long, random and unique, and recommends using a password manager to remember them. The 16-character figure is agency guidance, not a measured guarantee of safety. See the CISA Secure Our World password tip sheet.
A manager should generate passwords that meet the length, randomness and uniqueness standards you select. CISA’s guidance says to set the manager to generate passwords that satisfy those standards; do not assume the default profile is ideal for every website. Your manager’s own master password is different: it protects the vault and must be strong and protected like any other critical credential.

Start with the devices and browsers you actually use
Make an inventory before comparing plans. Include work and personal computers, phones, tablets, browser profiles and any operating system you expect to keep using. CISA identifies cross-device compatibility as a selection criterion, because a manager that works only on one platform will encourage unsafe workarounds.
- Operating systems: confirm that native or supported applications exist for each desktop and mobile operating system in your household.
- Browsers: check extension support for every browser and profile where you sign in. A desktop application alone may not provide browser autofill.
- Shared devices: determine whether other users need separate vaults, family access or only occasional shared credentials.
- Older hardware: verify the current minimum operating-system versions and whether security updates are still available.
Install or test the manager on one computer and one phone before moving every credential. Confirm that you can unlock the vault, create a test entry, fill it in a browser and see the change on the second device.
The decisions that separate password managers
Cloud synchronization versus a local vault
Cloud storage makes a vault available across devices with less manual work, but encrypted data must travel over the internet and is stored on a server you do not control. A local database reduces that service dependency, yet each device may require its own copy and regular backups. CISA describes both arrangements and does not treat either as automatically safe; implementation and user practices matter.

| Storage approach | Advantages | Responsibilities and trade-offs |
|---|---|---|
| Cloud-synced vault | Convenient access and automatic synchronization across supported devices; easier to add a new device. | Depends on the provider’s service, account security and availability. Data is transmitted over the internet and stored on infrastructure you do not control. |
| Local database | Less dependence on a provider’s servers and service uptime; the primary file remains under your control. | You must back up the database, move updates between devices and resolve conflicts. CISA notes that maintaining copies on each device can be cumbersome. |
Ask how encryption keys are handled, what happens when a device is offline, and whether an export or backup can be restored. A provider’s marketing description is not a substitute for understanding its design and your own backup process.
Generation and autofill
Look for a generator that lets you set length and character rules, and use a different generated value for every account. CISA’s recommended baseline is at least 16 characters, random and unique, but some sites impose maximum lengths or reject particular symbols. Save the generated value immediately in the correct login entry and verify it by signing out and back in.
Autofill should identify the correct website and account rather than blindly filling any form. Review the domain shown by the extension or app before submitting credentials, especially after following a link in an email. For sensitive accounts, manually approve an autofill suggestion instead of enabling unrestricted filling everywhere.

Recovery and the master password
Read the recovery documentation before you store your first credential. Some services can help recover an account through a designated process; others are designed so that losing the master password may mean losing access to the vault. Recovery codes, an emergency contact or an account-recovery workflow can change the risk, but each also creates another secret or person that must be protected.

Write down the recovery information in a secure offline location that your future self or a trusted family member can reach if necessary. Do not place the master password in the same easily accessible file as the vault export. Test the recovery route while you still have access, and check whether changing a master password invalidates existing sessions or devices.
Multifactor authentication
Turn on multifactor authentication (MFA) for the password-manager account when it is available. The Federal Trade Commission says authenticator apps and security keys are stronger second-factor choices than codes sent by text message or email when those options are offered. MFA lowers account-takeover risk but does not remove phishing, malware, device theft or recovery-process risks. Read the FTC account-security guidance and save the manager’s recovery codes somewhere separate from the primary device.

Sharing and family use
Solo users generally need one private vault. Families or small teams should ask whether the plan supports separate private vaults, shared collections, permission levels and a way to remove access when someone leaves. Sharing a login should not expose unrelated personal entries. Treat an emergency-access or recovery feature as a high-privilege capability and limit it to people you trust.
Free plans, paid plans and recurring cost
A free plan may cover one person and multiple devices, while paid plans can add advanced sharing, support or storage. Compare the total recurring price, billing interval, taxes, number of users and what happens if a subscription ends. Do not assume that a “free” tier includes every device, sharing feature or recovery option you need.
Documented examples: Bitwarden and 1Password
The following are examples of how to apply the criteria, not a complete market survey or a universal ranking. The cited pages document capabilities and prices; no independent hands-on testing was performed. Confirm current terms, supported versions, security disclosures and regional pricing before choosing.
Best Value
| Decision point | Bitwarden | 1Password |
|---|---|---|
| Cross-device coverage | The pricing page describes a free password manager for passwords across devices. Check the current support list for your operating systems and browsers. | The sync documentation lists Macs, Windows PCs, iPhones, iPads and Android phones. Browser support and current minimum versions should be checked before deployment. |
| Synchronization and offline access | The cited pricing and feature pages do not establish a specific offline behavior; verify it for the plan and apps you intend to use. | The vendor documents synchronization between devices, with changes becoming available on other devices, and offline access after a device has synchronized. Membership documentation also says items can be accessed online or offline and that data is automatically backed up. |
| Password generation and filling | The feature page describes password-manager tools; configure the generator to meet your length, randomness and uniqueness requirements and verify current autofill behavior. | The cited pages establish sync and membership behavior but do not provide a complete generator or autofill specification. Confirm those details in the current product documentation. |
| Recovery and MFA | Recovery and MFA options can change by plan and account type; read the current account-security documentation before relying on them. | The cited sync and membership pages do not specify every recovery or MFA method. Check the current support documentation and save recovery information before migration. |
| Family or shared use | The pricing page lists a Families plan; included users and sharing features should be verified at checkout. | Family and sharing details are not established by the cited pages; review the current plan comparison. |
| Published price information | The cited pricing page lists Premium at USD 1.65 per month billed annually (USD 19.80 annually) and Families at USD 3.99 per month billed annually (USD 47.88 annually), excluding taxes. These figures are a pricing-page snapshot and may change. | No price is stated in the cited sync or membership pages. Check the current regional price and billing terms. |
| Transparency description | The feature page describes the software as open source and says inspectable source allows outside review. That is the vendor’s description, not proof by itself that the product is secure. | The cited pages document membership, synchronization and backup behavior but do not establish an equivalent open-source claim. |

You need a no-cost way to cover several devices
- Confirm that the free plan supports every operating system and browser in your inventory.
- Check whether synchronization, offline access, exports and MFA are included rather than reserved for a paid tier.
- Generate a 16-character-or-longer random password for each account and replace reuse gradually, beginning with email, banking, shopping and social accounts.
- Keep a secure record of recovery codes and test access from a second device.
A free plan is suitable only if its limitations do not push you back toward reused passwords or unsafe notes.
You are managing a household
- Count the people and devices, then distinguish private credentials from accounts everyone genuinely needs.
- Compare the number of included users, shared vaults or collections, permission controls and recovery assistance.
- Give each person a private vault and share only the entries required for household tasks.
- Plan for a lost phone, a forgotten master password and the departure of a family member before you migrate.
You prefer to minimize provider dependence
Investigate local-vault options and the export format before committing. Establish an encrypted backup routine and keep more than one recoverable copy in separate secure locations. A local file is not a backup merely because it exists on your computer; a failed disk or theft can remove it. If you cannot maintain backups and resolve synchronization conflicts, a managed cloud vault may be safer in practice for your habits.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsYou work offline or travel frequently
Confirm that the mobile and desktop apps retain a usable copy after an initial sync and that edits made offline merge correctly when connectivity returns. Test this in airplane mode with a noncritical test entry. Do not assume that a service described as “cross-device” is fully usable offline; the documented behavior may vary by app and plan.
Set up a manager without creating a single point of failure
- Inventory first. List devices, operating systems, browsers, important accounts and any shared credentials. Remove obsolete accounts from the migration list.
- Create the vault. Choose a long, memorable master password that you have not used anywhere else. CISA and the FTC both stress protecting this credential; the FTC’s wording is, “Make sure the password for your password manager is strong. And protect it like you do your other passwords.”
- Secure the account. Enable MFA, preferring an authenticator app or security key over text or email codes when offered. Store recovery codes offline and separately.
- Install on representative devices. Add the browser extension and mobile or desktop app on one computer and one phone. Lock and unlock the vault, create a test login and confirm the test entry appears on the other device.
- Configure the generator. Set a default length of at least 16 characters, enable random generation and use unique values. Adjust symbols only when a particular site rejects them, and record that exception in the login entry.
- Import carefully. Export from an old manager or browser only on a trusted, malware-free device. Delete temporary plaintext exports immediately after a successful import and empty the system’s trash or recycle bin.
- Replace reused passwords. Change the highest-impact accounts first. Visit the site directly, generate a new value, save it, sign out and sign back in to verify the change.
- Test recovery and offline use. Follow the documented recovery process while you still have access. Disconnect one device from the internet and verify that previously synchronized entries remain available if the service promises offline access.
- Remove unsafe copies. Delete passwords from spreadsheets, browser notes and old exports. Keep only the encrypted backup or recovery record you intentionally maintain.
Common failure modes and fixes
Autofill selects the wrong account or does nothing
- Check that the extension or app is installed in the browser profile you are actually using.
- Compare the site’s domain with the saved login and edit the entry if a legitimate service uses several domains.
- Try the app’s copy-and-paste function for the specific site, then report a reproducible problem to the provider rather than enabling unrestricted autofill everywhere.
A change is missing on another device
- Check the second device’s internet connection and last synchronization time.
- Unlock or refresh the app, then look for a conflict or duplicate entry.
- Do not overwrite the newer value until you identify which device contains the current password. If the service is cloud-based, consult its status page and support instructions.
You are locked out
- Stop repeated guesses; they can trigger additional protection.
- Use the recovery method and codes you stored during setup.
- If no recovery route exists, determine whether an emergency contact, another signed-in device or a secure export can restore access. Do not delete the only remaining vault copy while troubleshooting.
A phone or laptop is lost
- Use the manager’s account controls to revoke or sign out the lost device if that feature exists.
- Change the master password and passwords for especially sensitive accounts if the device was unlocked or its screen protection is uncertain.
- Review MFA sessions, recovery methods and shared-vault membership for unexpected changes.
A family member needs access to one credential
Share only the required item or collection, not your entire private vault. Check whether the recipient can reveal, edit or reshare the credential, and remove access when the need ends.
Questions to verify before subscribing
- Does the current plan support every operating system, browser and device I own?
- Can I use already-synchronized entries offline, and what happens to edits made without an internet connection?
- What exactly is included in the free tier, and what is the recurring price including taxes in my region?
- Which MFA methods are available, and where are recovery codes stored?
- What happens if I forget the master password, cancel the subscription or lose a device?
- Can I export and restore my vault in a documented format?
- For family use, are private and shared vaults separated, and can access be revoked?
- What independent audits, security disclosures or incident communications can I review? Treat a vendor’s open-source or security statement as one input, not a complete assurance.
A practical selection checklist
- Coverage: every current device, operating system, browser and profile is supported.
- Credentials: the generator can produce random, unique passwords of at least 16 characters and handle site-specific limits.
- Sync: you understand cloud-server exposure, local-backup duties and offline behavior.
- Recovery: the master-password consequences, recovery route and emergency information are documented before migration.
- MFA: an authenticator app or security key is available where practical, with recovery codes stored safely.
- Sharing: private and shared credentials can be separated for your household or team.
- Cost: recurring price, taxes, billing interval and post-cancellation behavior are clear.
- Maintenance: you can update apps, remove obsolete entries, review sessions and maintain backups if you choose a local vault.
Use the checklist on the current plan pages and your own devices. Bitwarden’s documented free, Premium and Families offerings and 1Password’s documented cross-platform synchronization illustrate different comparison points, but neither example establishes a best choice for every reader.
