What Update 2.3 adds

The trade-off is tone and setting. GTA Online is a satirical crime sandbox rather than a dedicated futuristic city. Its flying vehicle is an advanced exception inside a broader world, not evidence that the entire society has adopted flying cars. If you want a believable future metropolis, Cyberpunk 2077 is the better thematic fit.
