If your child wants to roam a city, drive around and take on silly missions, LEGO City: Undercover is the closest match to GTA’s city freedom among these options—but it is still rated E10+ for cartoon violence and crude humor. For a different kind of freedom, Minecraft is built around exploration and building, Wobbly Life offers casual roaming and tasks, and two Zelda games bring larger fantasy worlds with more combat and involved play. Ratings are a starting point, not a guarantee of suitability: check each game’s content descriptors and the exact platform edition before buying.
Which game feels most like GTA without GTA’s mature content?
LEGO City: Undercover is the strongest city-based choice in this shortlist. The ESRB describes it as an open-world adventure, with city exploration, driving and comic missions. Its E10+ rating also carries the descriptors Cartoon Violence and Crude Humor; the rating summary mentions cartoon firearms, arrests, slapstick and bathroom humor. That makes it a closer fit for a child asking to roam a city than a building-focused sandbox, but it is not violence-free.

Other games trade the city-crime setup for different kinds of freedom. Minecraft centers on building, crafting and exploring; Wobbly Life pairs casual roaming with tasks; and Breath of the Wild and Tears of the Kingdom offer fantasy exploration with combat. A child’s comfort with fighting, humor, reading and puzzles matters as much as the age category.

Choose by the kind of freedom your child wants
For driving around a city: LEGO City: Undercover
Choose this if the appeal is a recognizable city, vehicles and comic missions rather than unrestricted building. Its E10+ label is not the whole story: the descriptors and summary flag cartoon weapons, arrests, crude humor and slapstick. Review the ESRB rating summary for LEGO City: Undercover if any of those elements could be a concern.
For building and exploring at the child’s own pace: Minecraft
Minecraft is the most open-ended option here: children can explore and build, and the experience can be played solo or with others. ESRB rates it E10+ with Fantasy Violence, Users Interact and In-Game Purchases; Minecraft’s official parents’ guide lists PEGI 7 as well. Java and Bedrock editions do not have identical platform availability or services, so match the edition to the device before purchasing.

Minecraft’s parents’ guide says multiplayer is turned off by default for child accounts, while an adult’s account settings control whether it is enabled. If your child will play online or use Marketplace purchases, review those settings and your device’s purchase controls first. Wobbly Life is rated E, but that does not mean it has no content to check: ESRB lists Crude Humor and Mild Fantasy Violence. It may suit a child who wants casual exploration and tasks without the more involved adventure structure of Zelda. See the ESRB rating for Wobbly Life.

For fantasy exploration and more combat: Zelda
Breath of the Wild and Tears of the Kingdom both carry an E10+ rating, but their descriptors differ. The former lists Fantasy Violence, Mild Suggestive Themes and Use of Alcohol; the latter lists Fantasy Violence and Mild Suggestive Themes. They are better considered for a child ready for combat and a more involved adventure than for someone who mainly wants to drive around a city. Check the individual summaries for Breath of the Wild and Tears of the Kingdom.
Check content, online features and controls—not just the age label
ESRB ratings combine an age category with content descriptors and interactive elements. That distinction matters: an E rating can still include humor or fantasy violence, while an E10+ game may have content a particular child finds acceptable or uncomfortable. Consider what your child is sensitive to, and whether they can manage reading, puzzles or combat in the game you choose. ESRB’s ratings guide explains its categories and descriptors.

Device parental controls can help families block games by rating, manage spending, limit play time and restrict online communication. The available controls and defaults vary by console, device and service, so set up a child account and review the current settings where the game will be played. See ESRB’s parental-controls guide.
Roblox is a different kind of option: it is a platform hosting user-created experiences, not one authored open-world game. ESRB assigns the platform Teen with Diverse Content: Discretion Advised, Users Interact and In-Game Purchases (Includes Random Items), and warns that some experiences may be inappropriate for children. A platform-wide rating cannot tell you what every individual experience contains, so families considering it should pay particular attention to the experience itself and communication settings. Make the final choice around your child and your device
- Start with the activity your child actually wants: city driving, building, casual tasks or fantasy exploration.
- Read the content descriptors and rating summary, especially for violence, humor, suggestive themes or alcohol references.
- Check whether the exact edition is available for your console or computer; do not assume editions share the same platforms or services.
- If online play or in-game purchases are relevant, review the game’s account settings and the device’s controls before play.
ESRB reports that 65% of ratings assigned to physical and console downloadable games in 2024 were E or E10+. Hart Research Associates, as reported by ESRB in 2025, found that 83% of parents with children who play games were aware of ESRB ratings and 77% of parents whose children play regularly checked ratings before buying. Those figures describe ratings and parent-reported behavior; they do not establish whether a particular game suits an individual child.
