Short answer: Start with KDE Connect if you want the widest mix of everyday phone-to-PC features in one open-source project. Choose LocalSend for fast nearby file and text transfers, scrcpy for displaying and controlling an Android screen from Windows, and evaluate Sefirah when you want a more Phone Link-like Windows-and-Android integration and can verify its current limitations on your devices.
None of these projects is documented as a complete, feature-identical replacement for every Phone Link function. The right choice depends on whether you need notifications and messages, file transfer, screen control, clipboard sharing, calls, or Android storage access.

What Microsoft Phone Link does—and what an alternative must replace
Microsoft Phone Link connects a Windows PC to selected Android phones. Microsoft documents access to messages, recent photos, notifications, calls and, on supported devices, Android apps. Availability is feature-specific and device-specific; seeing “Android supported” does not mean every function works on every phone.

Microsoft’s documented baseline is Android 10 or later, Windows 10 with the October 2022 update or later, or Windows 11. The phone and PC also need to be connected to the same Wi-Fi network. Those requirements describe Microsoft’s baseline, not a guarantee that a particular handset, carrier configuration or Windows edition exposes every feature.

An open-source replacement therefore has to be judged by individual workflows rather than by a single yes-or-no label. A transfer utility can be the best answer for moving photos while being irrelevant to notifications; a mirroring tool can control the screen without replacing calls or SMS.

KDE Connect: the best general-purpose starting point
KDE Connect is the strongest first install when your goal is to combine several small conveniences instead of solving only one task. The KDE Connect project describes sharing a clipboard, accessing files across devices, turning the phone into a computer remote control, finding the phone and seeing phone notifications on the computer. Its platform list includes Windows and Android, and the project publishes source code for desktop and mobile components.
What it can replace
- Copying a short piece of text from the phone and pasting it on Windows, or the reverse.
- Moving files without treating the phone as a separate, disconnected device.
- Viewing phone notifications on the computer.
- Using the phone as a remote control for computer functions.
- Locating a misplaced phone with the project’s phone-finding function.
Where it is not a proven Phone Link clone
The project descriptions establish these functions and the Windows/Android platforms, but they do not establish identical support for Phone Link’s complete set of messages, calls, recent photos and supported Android apps. Do not choose KDE Connect on the assumption that every Phone Link panel will appear. Select it when its documented functions match the work you actually do.

- Install the current Windows and Android versions from the project’s official distribution channels or source repository.
- Pair only the devices you intend to use and review the permissions requested on the phone.
- Test clipboard sharing, one file transfer, notification delivery and the remote-control function separately; a successful pairing does not prove that every permission is active.
- Keep the functions you need and disable permissions that are unnecessary for your workflow.
LocalSend: the focused choice for files and text
LocalSend is the clearest answer when “Phone Link alternative” really means “I need to move files or a piece of text between my Android phone and Windows PC.” Its official project description calls it a free, open-source app for sharing files and messages with nearby devices over a local network. It says transfers work without an internet connection or third-party servers and are sent over HTTPS. Windows and Android are listed among its supported platforms.
Why its narrow scope is an advantage
A transfer-focused tool is easier to assess: you can see the destination device, select the files or message, and verify the result without configuring a full notification or calling stack. It is also a practical complement to another project. For example, KDE Connect can handle clipboard and notification conveniences while LocalSend handles a large photo or document transfer.

What LocalSend does not claim to do
The project’s stated scope does not support presenting it as a replacement for phone notifications, SMS, calls, Android app access or screen control. If those are your requirements, LocalSend alone is the wrong choice.
Transfer checklist
- Put the Windows PC and Android device on the same local network that allows devices to see one another.
- Open LocalSend on both devices and confirm that each appears in the other device’s nearby list.
- Send a small test file or short message first, then verify the received file before starting a large transfer.
- If the devices cannot see each other, check whether the network isolates wireless clients and whether Windows firewall rules are blocking local-device discovery.
LocalSend’s no-internet description applies to the transfer path described by the project; it does not mean that every network automatically permits peer-to-peer discovery. A guest Wi-Fi network or enterprise isolation policy can prevent two otherwise connected devices from communicating.

1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsscrcpy: the specialist for Android screen control
scrcpy is the best fit when the thing you want from Phone Link is the ability to see and operate the Android screen from a Windows computer. Its official repository describes a free, open-source tool that displays and controls Android devices on Windows, Linux and macOS. Android API 21 or later is listed as the minimum requirement.
Use scrcpy when interaction matters
- Operate an Android app with the PC’s display and input devices.
- Watch the phone screen while it is being used elsewhere in your workflow.
- Control the handset without relying on a broad phone-management dashboard.
Do not expect a communications suite
scrcpy’s documented purpose is display and control. The repository description does not present it as a notification center, SMS client, calling system, file browser or recent-photo library equivalent to Phone Link. Pair it with KDE Connect or LocalSend when you also need those projects’ documented functions.
Installation and connection approach
Use the current installation and connection instructions in scrcpy’s official repository, because the required Android developer settings, platform tools and connection method can change. Confirm that the phone meets the Android API 21 minimum before troubleshooting a connection. After connecting, test control with a non-sensitive screen and remove any debugging permission you no longer need.

Sefirah: the closest-looking candidate, with meaningful caveats
Sefirah lists the broadest feature set in this comparison: clipboard sharing, notifications, media controls, file sharing, Android storage integration in Windows Explorer, screen mirroring, SMS and phone-call functions. That makes it the most obvious project to investigate if you want one Windows-and-Android integration layer rather than separate transfer and mirroring tools.
Why it needs a device-specific check
Sefirah’s own documentation says sensitive notifications are no longer visible from Android 15 onward. It also describes some file-transfer functionality as experimental or potentially dependent on the Windows version. Those are functional constraints, not minor setup details: a notification workflow involving private content may be impossible on a current Android 15 phone, and an Explorer integration may behave differently across Windows builds.
Evaluation procedure
- Record the exact Windows edition and build and the Android version on the phone.
- Check the project’s current release notes and compatibility documentation before installing.
- Test notifications, clipboard, storage browsing, screen mirroring, SMS and calls as separate features.
- Pay particular attention to sensitive notifications on Android 15 or newer and to any file-transfer feature marked experimental.
- Keep a second method for important transfers or communications until Sefirah has behaved reliably on your hardware.
Sefirah is a candidate worth evaluating, not a proven stable drop-in replacement for every Phone Link workflow. Its feature list is broad, but the documented limitations mean that the same setup can produce different results on different phones and Windows versions.
Choose by the job you need to do
You mainly need notifications, clipboard and small cross-device conveniences
Try KDE Connect first. Its documented combination of notifications, clipboard and file access is broader than the transfer-only or mirroring-only choices. Confirm each permission independently, because pairing does not guarantee that notification access or another optional capability is enabled.
You mainly move photos, documents or snippets of text
Choose LocalSend. It is explicitly designed for nearby file and message sharing over a local network, without internet access or third-party servers, and it uses HTTPS for the transfer.

You need to operate the phone from the PC
Choose scrcpy when screen display and control are the priority. Its Android API 21-or-later requirement gives you a concrete compatibility check, while its focused scope keeps expectations clear.
You need calls, SMS, storage browsing and mirroring in one project
Investigate Sefirah, but verify the exact Android version, Windows build and current project notes first. Android 15’s sensitive-notification restriction and the documented experimental or Windows-dependent file-transfer behavior can change whether it meets your needs.
You need several categories at once
Use a combination instead of forcing one project to imitate Phone Link. KDE Connect plus LocalSend covers broad everyday integration and dependable nearby transfers. KDE Connect plus scrcpy covers notifications, clipboard and phone control. Add Sefirah only after its device-specific tests succeed.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.A practical setup plan for any alternative
- Write down the required workflows. Separate notifications, SMS, calls, photos, file transfer, clipboard, storage browsing and screen control. “Phone Link replacement” is too broad to test as one feature.
- Check both operating systems. Confirm the Android version, Windows edition and build, and any stated minimum such as scrcpy’s Android API 21 requirement. Treat a platform list as a starting point, not proof of feature parity.
- Install from the project’s official channels. Use the current release or repository instructions for KDE Connect, LocalSend, scrcpy or Sefirah. Installation routes and permission behavior can change.
- Grant the minimum permissions. Notification access, storage access and debugging-related permissions expose different kinds of data. Enable only what the specific workflow requires.
- Test one small transaction. Send one file, copy one sentence, deliver one notification or mirror one screen before relying on the setup for important work.
- Test after a restart. Reboot the PC and phone, then repeat the critical workflow. This catches pairings that work only while an app is open.
- Decide whether one tool is enough. Keep a focused tool alongside a general-purpose one when that produces a more reliable result than chasing full feature parity.
Troubleshooting by symptom
The devices do not appear to each other
For Phone Link’s documented baseline and LocalSend’s local-network model, verify that both devices are on a network that permits device-to-device traffic. Guest networks and enterprise wireless isolation commonly prevent discovery. Check Windows firewall prompts and confirm that both apps are running the current release.
Pairing works but notifications do not
Review Android notification permission and notification-access settings for the particular app. Then check whether the phone is running Android 15 or newer: Sefirah documents that sensitive notifications are no longer visible from Android 15 onward. A successful pairing cannot override an operating-system restriction.
Best Value
File transfer fails or is unreliable
For LocalSend, test a small file, confirm the destination device and check local-network isolation or firewall rules. For Sefirah, determine whether the file feature is marked experimental or tied to a particular Windows version before treating a failure as a configuration mistake.
The screen is visible but control does not work
Recheck scrcpy’s current official connection instructions, Android API requirement and any Android-side debugging authorization. Test with a simple screen first, then remove debugging access when you finish if you do not need persistent control.
A feature is missing from the app
Check the project’s stated scope before troubleshooting. LocalSend does not claim notifications or calls; scrcpy does not claim to be a messaging suite; KDE Connect’s feature pages do not establish every Phone Link function; and Sefirah has documented Android 15 and experimental-transfer caveats. Missing functionality may be a product boundary rather than a broken installation.
Recommended Free Tools
Privacy and network considerations
LocalSend explicitly says that transfers stay on the local network, do not require internet access or third-party servers, and use HTTPS. That is a useful property when the task is moving a file between devices on a trusted network.
Do not generalize that statement to the other projects without a corresponding project claim. KDE Connect, scrcpy and Sefirah expose different capabilities and permissions, so review their current documentation and Android permission screens before pairing. In every case, avoid granting notification, storage or debugging access that your workflow does not require.
Bottom-line decision
For most Windows-and-Android users seeking an open-source starting point, install KDE Connect first and test the specific conveniences you miss from Phone Link. Use LocalSend instead when transfers are the only requirement, and scrcpy when Android screen control is the central task. Sefirah is the option to investigate for a more integrated feature set, but its Android 15 notification restriction and documented experimental or Windows-dependent file-transfer behavior make compatibility verification essential. Treat these projects as complementary tools when that is more reliable than demanding a single, undocumented replacement for every Phone Link feature.
