The right choice depends on the workloads you need, who operates the service, and whether its evidence and controls meet your organization’s specific obligations.
How to compare alternatives for your organization
Begin with the work your organization needs to support and the rules that apply to its data. A “sovereign,” “open-source,” or “government-ready” label does not establish that a particular product, deployment, or contract is suitable.

- Map the workloads. List the capabilities you use: email, calendar, file storage and sharing, document editing, meetings, chat, identity, device management, and administration. Confirm what is included in the exact product and edition under consideration.
- Define operational control. Decide whether you need to run the software on-premises, use a private or hybrid cloud, or buy a vendor-hosted service. Record where data is stored and processed, who can access it, which party operates the infrastructure, and who handles backup and recovery.
- Set the assurance bar. Identify the controls, assessments, audit records, vulnerability handling, incident response, support commitments, and contractual obligations your organization requires. Ask whether evidence covers the precise service, version, region, and deployment being procured.
- Test interoperability with your real files and processes. Use representative DOCX, XLSX, and PPTX files. Check macros, templates, comments, tracked changes, accessibility, PDF handling, identity federation, retention, e-discovery, and integrations. A general compatibility claim is not a substitute for testing the workflows that matter to you.
- Plan the operating model and exit. Assess staff expertise, patching, service availability, migration tools, user training, support, parallel running, and how you would export data or change providers.
Data residency and data sovereignty are related, but distinct: residency concerns where data is stored and processed; sovereignty also concerns the legal, operational, and personnel controls governing access. Microsoft’s current U.S. government overview draws this distinction and describes GCC, GCC High, and DoD environments as having different isolation levels, customer contexts, feature availability, and release timelines. Those distinctions are useful questions to ask of any provider; Microsoft’s descriptions of its own environments do not establish the controls of an alternative.

Nextcloud with Collabora Online: a self-managed collaboration stack
Nextcloud paired with Collabora Online is a modular route for organizations seeking file sharing and collaborative work alongside messaging and video calls. The European Data Protection Supervisor (EDPS) said it began piloting Nextcloud and Collabora Online in February 2023 in a secured cloud environment. That gives public institutions a documented example to examine, but it does not establish independent certification, a particular deployment’s controls, or universal suitability.

IONOS Nextcloud Workspace: a hosted service option
IONOS and Nextcloud announced Nextcloud Workspace on March 18, 2026. Their announcement describes a hosted platform based on Nextcloud, operated on IONOS infrastructure in German data centres, with file storage, email, calendar, and video conferencing. It is positioned for public institutions and organizations with high data-protection and digital-sovereignty requirements. Buyers should establish the exact service boundary, data-processing terms, access controls, control evidence, support commitments, and availability in the relevant country before treating it as a fit.
ONLYOFFICE: prioritize document workflows, then validate the edition
ONLYOFFICE’s government materials describe document collaboration, permissions, integrations with services such as Nextcloud and ownCloud, desktop applications, and on-premises, private-cloud, or hybrid deployment. Its white paper discusses Docs and Workspace, but also notes that some components are open-source licensed while enterprise editions can have limitations or protected components. Because the white paper is older, verify the current license and edition terms rather than assuming every component is open source.

ONLYOFFICE’s government page describes an adoption case involving 500 government employees in Hopewell, Virginia. This is a vendor-published case-study figure, not an independently audited result or a measure of comparative productivity. The page also hosts a testimonial attributed to Dr. Manker, IT Director; treat it as vendor-hosted testimonial language, not independent evaluation.

Confirm which components and releases are currently offered, how they are supported, and how procurement works for your organization.

OX App Suite is a narrower option: Open-Xchange describes it as an open-source-based email and collaboration platform, commonly deployed on-premises. Evaluate it for those workloads rather than assuming it covers the full set of Microsoft 365 capabilities.
What “open source,” compliance, and sovereignty do—and do not—tell you
- Open-source licensing is not compliance evidence. It does not by itself show that a deployment satisfies a law, government control framework, contract, or sector requirement.
- Self-hosting shifts responsibility. It can give an organization more control over location and operations, but the operator also takes on infrastructure security, patching, availability, backups, and incident handling. ONLYOFFICE’s security materials explicitly put infrastructure protection in the customer’s hands for self-hosted use.
- Assess the exact scope of each claim. ONLYOFFICE’s security page makes GDPR and HIPAA compliance assertions, but those vendor statements do not prove that a customer’s configuration, hosting arrangement, contract, or procedures meet the applicable requirements.
- Do not transfer an assurance from one framework to another. A GDPR or HIPAA claim does not automatically establish compliance with FedRAMP, CUI/DFARS, ITAR, DoD SRG, national-security requirements, records-management rules, or another sector-specific obligation. Ask which assessment applies and what product version, service, region, and deployment it covers.
For U.S. government buyers, Microsoft describes its own GCC environment as aligned with FedRAMP Moderate-level controls for the stated use case; GCC High as intended for contexts including CUI and contracts requiring FedRAMP High, DFARS, or ITAR/EAR; and DoD for DoD workloads requiring SRG Impact Level 5. These descriptions are specific to Microsoft’s environments. Use the distinctions to clarify your requirements, not as evidence that any alternative meets them.

A practical evaluation sequence
- Separate must-have workloads from replaceable ones. Decide whether you need a full workplace, a document-editing layer, email and calendar, or only collaboration and file sharing. This prevents a focused product from being compared unfairly with an entire suite.
- Choose the operating model before comparing feature lists. For a self-managed stack, name the team responsible for infrastructure and service operations. For a hosted service, establish the provider’s responsibilities, access arrangements, data locations, and contractual commitments.
- Request deployment-specific assurance evidence. Map each required control to evidence that covers the proposed version and service. Treat broad product statements as starting points for due diligence, not as procurement approval.
- Run representative workflow tests. Include the Office files, integrations, identity setup, accessibility needs, retention and e-discovery processes your teams actually use. Record failures and acceptable workarounds before migration.
- Model transition and exit. Define migration scope, parallel-run needs, training, support escalation, recovery, and data export. No cross-product evidence establishes comparative total cost, migration duration, performance, productivity, or user satisfaction, so calculate and test these for your own environment.
Which option should you evaluate first?
- Start with Nextcloud and Collabora Online if you want a modular collaboration stack and can evaluate how it will be operated in your environment; the EDPS pilot is a public-institution example, not a certification.
- Consider IONOS Nextcloud Workspace if a vendor-operated Nextcloud-based service is preferable and its German data-centre footprint, contractual terms, and evidence match your requirements.
- Evaluate ONLYOFFICE Docs or Workspace if browser-based document collaboration and Office-format workflows are central, while checking current license terms and testing your own files and processes.
- Look at openDesk if your public-sector requirement is for a broader modular workplace, and verify its current components and support route.
- Assess OX App Suite for email and collaboration when those are the workloads in scope, not as a stand-alone full-suite replacement.
These products are not equivalent in scope or operating model. The defensible choice is the one whose workload coverage, deployment responsibilities, interoperability, and independently substantiated assurance fit the organization’s actual requirements.
