There is no single complete, nonpartisan database for every kind of political money. For federal campaign donations, PAC receipts and spending, independent expenditures, and electioneering communications, start with the Federal Election Commission (FEC). For federal lobbying registrations, quarterly activity reports, and lobbying contributions, use LDA.gov and the Senate Office of Public Records. For state campaign-finance comparisons, use FollowTheMoney. OpenSecrets is a useful, readable discovery layer, but verify consequential figures against the underlying FEC or LDA filing.
The right database depends on the jurisdiction, election cycle, report type, and question you are asking. The workflow below shows how to find a donor, trace a PAC, check a company’s lobbying disclosures, compare states, and document results so another reader can reproduce them.

The best database depends on what you are tracking
Political-finance data is split by law and jurisdiction. Federal election committees file with the FEC, while federal lobbying disclosures are filed under the Lobbying Disclosure Act (LDA) through the House and Senate systems. State campaigns and lobbying programs use separate authorities with different definitions, fields, and publication schedules. An aggregator can make those records easier to read, but it cannot remove the underlying legal differences.
| Resource | Best for | What it does well | Important limits |
|---|---|---|---|
| Federal Election Commission campaign-finance data | Federal candidates, parties, PACs, contributions, disbursements, independent expenditures, and electioneering communications | Primary federal source with searchable records, election-cycle tables, bulk downloads, and the OpenFEC API | The interface and data model take some learning. Newly filed summaries can take up to 48 hours to appear. |
| LDA.gov and the Senate Office of Public Records | Federal lobbying registrations, LD-1 registrations, LD-2 quarterly activity reports, and LD-203 contribution reports | Primary congressional lobbying filings, a public query system, and a REST API | It covers Lobbying Disclosure Act filings, not every advocacy contact or every state lobbying system. |
| FollowTheMoney, from the National Institute on Money in Politics | Comparing state campaign-finance data | Research-oriented state coverage and comparisons of disclosure practices | State definitions, covered offices, fields, and update timing differ. Check the state source for the exact interpretation. |
| OpenSecrets | Fast discovery, profiles, trends, and cross-topic exploration | Readable nonprofit aggregation of campaign-finance and lobbying information | It is a secondary layer. Name normalization, industry classifications, and combined totals can differ from the original filing. |
Why no single database answers every question
Federal campaign finance and federal lobbying are separate disclosure regimes. A campaign committee reports receipts and disbursements to the FEC. A lobbying registrant reports its clients, issues, income or expenses, and certain contributions through LDA filings. A company can therefore appear in one system, both systems, or neither, depending on what activity it undertook and which legal thresholds applied.

State data adds another layer of variation. One state may provide transaction-level downloads for candidates and committees; another may publish only a searchable portal or use different definitions for contributions, transfers, independent spending, or lobbyist activity. The National Institute on Money in Politics documents differences in electronic access, compiled databases, and which branches of state government are covered. A nationwide total assembled from state portals is not automatically comparable just because the columns have similar names.
Aggregators are valuable because they normalize names and make trends visible. That convenience is also a methodological choice. When a number will support a story, complaint, legal filing, academic conclusion, or public accusation, treat the aggregator as a lead and confirm the amount, committee, filing period, and transaction in the primary record.
Use the FEC for federal campaign donations and PAC spending
What the FEC covers
The FEC is the primary source for federal election filings. Its data covers contributions received by candidate committees, party committees, and PACs; disbursements; transfers; refunds; independent expenditures; and electioneering communications. The commission’s statistics page provides data tables summarizing campaign financial activity by election cycle, filer type, and coverage period. Its browse tools expose both summary tables and transaction-level records, and bulk downloads and the OpenFEC API support repeatable analysis.
Recommended Free Tools
Choose the election cycle before interpreting a total. A two-year cycle total is not the same as a calendar-year total, a candidate’s lifetime total, or the amount raised by a committee since it was created. Save the committee identification number as well as its public name: names can change, committees can share similar names, and a committee may have a connected organization or affiliated committees.
Finding who funded a candidate or committee
- Open the FEC candidate or committee search and select the relevant election cycle.
- Search by candidate name, committee name, or committee identification number. Prefer the identification number once you have it.
- Open the receipts view to distinguish individual contributions, PAC contributions, transfers, other receipts, and refunds.
- Set the filing period or date range. A current-cycle summary can change when a new report is filed or an amended report replaces an earlier figure.
- For a specific donor, inspect the transaction-level record rather than relying only on a top-donor ranking. Check the donor name, date, amount, employer or occupation fields when supplied, and the reporting committee.
- Save the cycle, report type, committee ID, filters, and retrieval date with your notes.
Large-dollar totals can include many transaction types. A committee’s receipts are not automatically the same as money from outside donors: transfers from affiliated committees, refunds, loans, and other receipts have separate meanings. Read the table definitions before adding categories together.
Tracing PAC receipts and spending
Search the PAC as a committee, then examine both receipts and disbursements. Receipts show the money coming into the PAC; disbursements show payments, transfers, refunds, and other outflows. A PAC may give directly to candidates, transfer money to another committee, pay vendors, or make independent expenditures. Those activities should not be collapsed into one figure.
For an expenditure supporting or opposing a candidate, use the independent-expenditure and electioneering-communication filings. Record whether the communication was reported as supporting or opposing a candidate, the date, amount, payee, and reporting committee. An independent expenditure is not the same as a contribution to the candidate’s committee, even when both concern the same election.

How current is an FEC result?
FEC summaries and current-cycle totals are time-sensitive. Newly filed summaries can take up to 48 hours to appear, and amendments can change earlier figures. A result should therefore state the election cycle, coverage period, report type, and date retrieved. If two people obtain different totals, first compare those four details before assuming one database is wrong.
Use LDA.gov and the Senate Office of Public Records for federal lobbying
What the LDA system contains
LDA.gov is the primary federal search point for Lobbying Disclosure Act filings. The House Clerk and Secretary of the Senate make LDA documents available to the public online; the system also provides a query interface and a REST API. The main forms have different purposes:
- LD-1 registration: identifies a lobbying registrant, its client, affiliated organizations, and general issue information when a registration is required.
- LD-2 quarterly activity report: reports lobbying activity, issues, covered positions, and the income or expenses associated with the client or registrant for the quarter.
- LD-203 contribution report: reports certain political contributions and other contribution-related activity on a semiannual schedule.
A company can be a client of an outside lobbying firm, a registrant lobbying on its own behalf, or both. Search the company name in each role. Searching only for the company as a registrant can miss filings where the company appears as the client of another registrant.
How to look up a company’s lobbying spending
- Define the period: a calendar year, a quarter, or a semiannual contribution-report period.
- Search LDA.gov by client name first, then by registrant name. Try known spelling variants and the organization’s legal name.
- Open the LD-1 registration to confirm the relationship, registration date, and issue areas.
- Open each relevant LD-2 report and record the quarter, client, registrant, issue codes or descriptions, and reported income or expenses.
- Search LD-203 reports separately if the question concerns lobbying contributions, fundraising events, or other contribution-related activity.
- Keep the filing identification, report type, quarter or half-year, and retrieval date. Do not add quarterly activity figures to semiannual contribution figures as though they measured the same thing.
LDA reports describe disclosed lobbying activity under federal law. They do not prove that no advocacy occurred when no filing appears. Contacts may fall outside the statutory definition, below registration thresholds, under another disclosure regime, or within an exemption. Conversely, a report may cover a broad issue area rather than identify every meeting or message.

Read the amount field together with the filer’s role and report type. Some registrants report income received from a client; organizations lobbying in-house may report expenses. A firm’s reported income and a client’s reported expenses are not necessarily interchangeable. Compare like with like, keep the quarter attached to every number, and avoid presenting a single annual figure unless you have verified how the underlying reports define and aggregate it.
Use FollowTheMoney for state campaign-finance comparisons
FollowTheMoney, operated by the National Institute on Money in Politics, is the best starting point for research-oriented comparisons across state campaign-finance systems. It can help locate candidates, committees, donors, industries, and state-level trends in one interface. It also documents differences in disclosure practices that matter when comparing states.
A safe state-comparison workflow
- Choose the states, offices, election years, and committee types you want to compare.
- Read the state-specific definitions for contributions, transfers, independent spending, and reporting periods.
- Use FollowTheMoney to identify patterns and obtain a consistent starting set of records.
- Open the relevant state election authority’s filing or disclosure page.
- Confirm the candidate or committee ID, transaction category, date range, and whether late or amended filings are included.
- Document differences in covered offices, electronic access, update timing, and fields before calculating a cross-state total or ranking.
A state total can look lower simply because a state publishes less data electronically or excludes certain offices. A state with more complete online records may appear to have more activity when the difference is actually disclosure coverage. Treat the source’s methodology as part of the result, not as a footnote added after the comparison.

Use OpenSecrets as a discovery and context layer
OpenSecrets is useful when you need a readable profile, a quick trend, or a starting point for exploring a candidate, industry, PAC, lobbying client, or issue. Its nonprofit aggregation can connect campaign-finance and lobbying information that are cumbersome to examine separately in official portals.
Because it is an aggregation, verify consequential figures against the FEC or LDA record. Check whether an OpenSecrets total uses a particular cycle, industry classification, committee grouping, or normalization rule. A company may be listed under a parent, subsidiary, trade association, or normalized spelling. The displayed category may therefore differ from the legal name on an original filing.
A practical approach is to use OpenSecrets to discover the relevant committee or client, then switch to the primary system. Cite the FEC transaction or summary for federal campaign money and the LDA filing for federal lobbying. Keep the OpenSecrets page in your notes as context, not as the sole support for a disputed amount.
Match the database to the question
| Question | Start here | Verification step |
|---|---|---|
| Who donated to a federal candidate? | FEC candidate and committee search | Inspect transaction-level receipts and confirm the cycle and reporting period. |
| How much did a federal PAC raise or spend? | FEC committee search | Separate receipts, disbursements, transfers, refunds, and independent expenditures. |
| Who paid for an independent ad? | FEC independent-expenditure or electioneering-communication filings | Confirm the reporting committee, date, amount, and support-or-oppose designation. |
| How much did a company report for federal lobbying? | LDA.gov client and registrant searches | Read the relevant LD-2 reports and identify whether the amount is income or expenses. |
| Did a lobbying organization make political contributions? | LDA.gov LD-203 search | Keep the semiannual LD-203 period separate from quarterly LD-2 activity. |
| How do campaign-finance patterns compare across states? | FollowTheMoney | Inspect each state authority’s definitions, covered offices, and amendments. |
| What organizations or issues should I investigate first? | OpenSecrets | Use the profile to find names and trends, then verify amounts in FEC or LDA filings. |
Keep major 2023–2024 cycle totals in perspective
The FEC reported approximately $2.0 billion in presidential-candidate receipts during the 2023–2024 cycle, approximately $3.8 billion in congressional-candidate receipts, approximately $2.7 billion received by political parties, approximately $15.7 billion raised by PACs, and approximately $4.4 billion in independent expenditures. These are FEC statistics published in 2025 for that election cycle, not permanent annual averages or forecasts for a future cycle.
| FEC category | Approximate amount | Qualification |
|---|---|---|
| Presidential-candidate receipts | $2.0 billion | 2023–2024 election cycle; FEC statistic published in 2025 |
| Congressional-candidate receipts | $3.8 billion | 2023–2024 election cycle; FEC statistic published in 2025 |
| Political-party receipts | $2.7 billion | 2023–2024 election cycle; FEC statistic published in 2025 |
| PAC receipts | $15.7 billion | 2023–2024 election cycle; FEC statistic published in 2025 |
| Independent expenditures | $4.4 billion | Reported during the 2023–2024 election cycle; FEC statistic published in 2025 |
These categories overlap in the broader political-finance ecosystem but are not interchangeable. PAC receipts are money raised by PACs, while independent expenditures are spending reported for communications that are independent of a candidate committee. Adding the rows together would double-count activity and produce a misleading total.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →How to make a result reproducible
A database result is only as useful as its scope. Before searching, write a one-sentence question that names the jurisdiction, period, entity, and measure. For example: “How much did this federal PAC report in receipts and independent expenditures during the 2023–2024 cycle?” That wording prevents a search from drifting between receipts, spending, and a different period.
Record these fields
- Source system and exact page or API endpoint used.
- Jurisdiction: federal, state, or a named state.
- Election cycle, calendar year, quarter, or semiannual period.
- Candidate, committee, client, or registrant name and identification number.
- Report type and transaction category.
- Filters, exclusions, and whether amended or late filings were included.
- Retrieval date and, for an API or download, the file or query parameters.
When publishing a number, carry its qualification with it. Say “FEC-reported receipts for the 2023–2024 cycle” rather than “the candidate raised” if the figure is a committee total. Say “reported federal lobbying expenses on LD-2 filings” rather than “the company spent lobbying” if the filings do not establish that broader claim.

Common mistakes and how to fix them
Using one site for every type of activity
Problem: A searcher expects a campaign-finance portal to contain lobbying registrations or a lobbying database to contain every state campaign filing.
Fix: Route federal campaign money to the FEC, federal lobbying to LDA.gov and the Senate Office of Public Records, state campaign comparisons to FollowTheMoney, and discovery work to OpenSecrets.
Comparing unlike periods
Problem: A calendar-year total is compared with an election-cycle total, or a quarterly LD-2 amount is compared with a semiannual LD-203 amount.
Fix: Put the period in the table heading and retain the report type beside every value.
Confusing receipts with spending
Problem: PAC money raised, PAC disbursements, candidate receipts, and independent expenditures are treated as one measure.
Fix: Keep receipts, disbursements, transfers, refunds, contributions, and independent expenditures in separate columns or paragraphs.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsAssuming a missing filing proves no activity
Problem: No LDA filing or state record is found, so you conclude that no advocacy or political spending occurred.
Best Value
Fix: State only what the system establishes. LDA.gov covers filings required under the LDA; it does not capture every advocacy contact. State systems can omit offices, records, or timely updates.
Quoting an aggregator without checking the original
Problem: A normalized industry or organization total is presented as though it were a single legal entity’s filing.
Fix: Use OpenSecrets to locate the relevant names and trends, then verify the underlying FEC transaction or LDA report.

A practical checklist
- Define federal or state scope.
- Choose the election cycle, calendar year, quarter, or semiannual period.
- Identify the exact entity and, where possible, its committee or registrant ID.
- Choose the measure: receipts, contributions, disbursements, independent expenditures, lobbying income, lobbying expenses, or LD-203 contributions.
- Search the primary database first for consequential claims.
- Use OpenSecrets or FollowTheMoney to discover related entities and trends, not to erase source differences.
- Read the filing type and field definitions before adding records.
- Check amendments, late filings, and the system’s update timing.
- Save the URL or query, filters, period, exclusions, and retrieval date.
- Write the final claim with its jurisdiction, period, source, and qualification attached.
Bottom line for choosing a nonpartisan source
For federal campaign donations, PAC finances, candidate receipts, and independent expenditures, the FEC is the authoritative starting point. For federal lobbying registrations and reports, search LDA.gov and the Senate Office of Public Records, distinguishing LD-1, LD-2, and LD-203 filings. For state campaign-finance comparisons, begin with FollowTheMoney and then verify definitions with the relevant state authority. Use OpenSecrets when you need a fast, readable map of the landscape, but check important numbers against the primary filing. This division of labor is more reliable than looking for a single database that does not exist.
