Best non-NBN internet options in Australia: 4G/5G, satellite and private networks

The best NBN alternative depends on your exact address, not a national ranking. Australian homes can sometimes use a 4G or 5G home-wireless service, portable mobile broadband, a low-Earth-orbit (LEO) satellite connection, or a private fibre/network serving a particular apartment, estate or redevelopment. Check availability first, then compare busy-hour performance, data rules, equipment, installation and cancellation terms.

NBN Fixed Wireless and NBN Sky Muster are alternatives to fixed-line NBN technologies, but they are still NBN services. The options in this guide use a mobile network, a commercial satellite network or privately installed infrastructure instead.

What counts as a non-NBN internet service?

A connection is non-NBN when the access network carrying your traffic is not operated as an NBN access product. That usually means a mobile operator’s radio network, a commercial satellite constellation, or a private fibre or fixed-wireless network installed for a particular development.

This distinction matters because an address can have several kinds of “wireless” service. NBN Fixed Wireless uses NBN infrastructure; a 4G/5G home-wireless plan uses a mobile operator’s network. NBN Sky Muster uses NBN satellite; a LEO service such as Starlink uses a separate satellite network. Ask the provider which access network and wholesale operator actually serve the address before signing up.

Why there is no single nationwide winner

Coverage, tower capacity, building wiring, satellite orderability and local installation conditions vary from one street to the next. A service that is excellent in one suburb may be unavailable, congested or unsuitable a few kilometres away. Treat “best” as the best fit for your address and usage rather than a permanent national league table.

Check availability before comparing plans

Start with the Australian Government connectivity maps. They show 4G and 5G coverage, NBN layers and data from non-NBN statutory infrastructure providers. A map is an indication, not an order confirmation: terrain, indoor attenuation, tower loading, address records and building wiring can change the result.

  1. Enter the complete street address, including the unit or apartment number where applicable.
  2. Record which mobile generations are shown and whether the signal is outdoor, indoor or only predicted at the boundary of the property.
  3. Look for non-NBN infrastructure attached to the exact building, estate or subdivision.
  4. Use the provider’s own address checker immediately afterward. Confirm that the result is for your dwelling, not merely the surrounding suburb.
  5. Ask support to confirm installation requirements, expected equipment, contract term and any eligibility restrictions in writing.

ACMA says NBN Co is the default statutory infrastructure provider for most premises, but other carriers may serve new real-estate developments, subdivisions, redevelopments, shopping centres and apartment blocks. In a multi-dwelling building, an address check at the street level can therefore be misleading; check the building and unit records.

Compare the main non-NBN choices

Option Most suitable for Checks before ordering Main trade-offs
4G/5G home wireless Homes with strong mobile coverage that want a quick, fixed-location connection Exact-address eligibility, indoor signal, evening capacity, speed and data terms, modem inclusion and cancellation rules Simple installation, but radio capacity and speed can vary with distance, line of sight and congestion
Portable mobile broadband or hotspot Travel, temporary accommodation, a small household or light usage Coverage at every location, data allowance, SIM/device compatibility, battery and power needs, total cost at expected usage Moves with you, but allowances can be smaller and heavy home use can become expensive
LEO satellite Rural and remote properties without a suitable terrestrial or mobile option Orderability, unobstructed sky view, mounting and power, hardware and ongoing charges, congestion and weather behaviour Broad geographic reach and relatively low latency for satellite, but installation and equipment add cost
Private fibre or building network Selected apartments, estates and redeveloped buildings Exact building, network operator, retail providers, installation or embedded-network terms and support responsibility Can resemble a wired service, but availability is limited to properties the private network reaches

4G and 5G home wireless: the practical first alternative

Home wireless broadband sends data over an existing mobile radio network to a modem-router at an eligible fixed address. The ACCC identifies TPG Telecom, Optus and Telstra as the principal operator-branded suppliers. You normally plug the supplied modem into power, place it where reception is strongest and connect your devices over Wi-Fi or Ethernet.

What determines the result

  • Coverage at the modem position: A phone showing one bar in the front room does not prove that a home modem will meet the provider’s service criteria. External walls, metal roofing, trees and terrain can weaken the signal.
  • Tower distance and line of sight: Radio conditions affect both maximum speed and consistency.
  • Evening capacity: The ACCC warns that home wireless creates substantial capacity demand, limiting how many customers a network can serve in a location. A plan can be fast at 10 a.m. and slower during the local busy hour.
  • Plan policy: Check whether data is unlimited, speed-shaped after a threshold, subject to fair-use rules, or restricted to an approved address.
  • Equipment: Confirm whether the modem is included, leased, locked to the service, or available for separate purchase, and whether an external antenna is supported.

5G networks covered 89% of Australia’s population as of July 2024, according to ACMA data reported by the ACCC. That is a population figure, not a guarantee for your property or a current 2026 coverage estimate.

When home wireless beats a wired alternative

It can be attractive when a mobile tower is close, the household wants self-installation and the address has no competitive private network. Moving the modem to a window, using Ethernet for a desktop or work dock, and testing several times during the evening can reveal whether the service is stable enough for the household.

When to avoid it

Be cautious if the checker marks the address as marginal, if the provider will not explain congestion or cancellation terms, or if several people need dependable upload capacity for cloud backups, livestreaming and video calls. A strong download result alone does not solve an overloaded cell or weak upload path.

Portable mobile broadband and hotspots

Portable mobile broadband is designed to travel. Access may be through a SIM in a phone, USB dongle or portable modem-router. Home wireless, by contrast, is sold for an eligible fixed address and can have different data, device and cancellation conditions.

Choose portable service when

  • You need internet in a caravan, temporary rental, worksite or multiple regularly visited locations.
  • Your usage is modest enough that the allowance remains economical.
  • You can verify coverage at every location rather than only at your home address.

Budget for the device, charging and battery replacement. A phone hotspot is convenient but can run hot, drain its battery and disconnect when the phone moves. A dedicated hotspot or portable modem-router usually gives better placement and lets several devices connect without tying up your phone.

Calculate the real monthly cost

Estimate video streaming, operating-system updates, game downloads, photo backup and video calls for the whole household. Compare that estimate with the plan’s included data and the price of additional data or a higher tier. A low monthly fee with a small allowance can cost more than a larger plan once normal home use is included.

LEO satellite for rural and remote properties

Commercial LEO satellite is a serious option where mobile coverage, copper, fibre and fixed wireless are unavailable or unreliable. The dish needs a clear view of the sky, a power supply and a practical mounting location. Trees, ridgelines, roofs and future construction can create obstructions, so inspect the proposed position before ordering.

What the ACCC measured

In the ACCC’s busy-hour measurement from March 2025, Starlink averaged 170.2 Mbps download and 29.2 Mbps upload. In the same measurement, NBN Fixed Wireless Home Fast and Home Superfast recorded median downloads of 166.2 Mbps and 283.5 Mbps, while NBN Fixed Wireless Plus averaged 11.2 Mbps upload. These are historical study observations, not guaranteed speeds for a particular address or a promise of current performance.

The ACCC found lower average latency and website-loading times on Starlink in that comparison. NBN fixed wireless had fewer outages and lower packet loss, although the differences in those latter measures were described as minimal. Weather, obstruction, local congestion, software changes and network load can alter results over time.

As ACCC Commissioner Anna Brakey put it: “Australians who live in regional and remote areas and cannot access a fixed-line network rely on alternatives such as satellite and fixed wireless services to connect to the internet.”

Account for the complete satellite setup

  • Hardware purchase or lease, including the dish, router, cables and mounting parts.
  • Installation labour if the roof, pole or a long cable run makes self-installation unsafe.
  • Power consumption and a backup plan for locations with unreliable electricity.
  • Ongoing service charges and any priority, congestion or fair-use conditions.
  • A clear return or cancellation process if the initial obstruction test fails.

Do not describe an upcoming entrant, such as Amazon Leo, as an established retail alternative without confirming a current Australian launch and address availability. Likewise, an NBN satellite arrangement remains an NBN service and should not be presented as a non-NBN replacement.

Private fibre and building networks

A private network can be the best non-NBN answer for a new estate, apartment block or redeveloped site that has its own fibre or fixed wireless infrastructure. The network may have one operator, several retail providers or an embedded arrangement included in building services.

Questions for the building manager or developer

  1. Which company owns and operates the access network?
  2. Which retail providers can sell service over it?
  3. Is the connection active for your exact lot or apartment, or only planned for the development?
  4. Are there activation, cabling, appointment or embedded-network charges?
  5. Who handles faults: the retailer, the network operator, the body corporate or the developer?
  6. What happens when you move out, and can you use your own router?

Do not assume that a fibre lead-in visible in a communications cupboard means an active service. Obtain an address-specific order confirmation and the support contact before ending an existing connection.

Performance: read the numbers in context

Wireless figures are especially easy to overinterpret. The ACCC says fixed-wireless quality and maximum speed are often more variable than fixed-line service because tower distance, line of sight, weather and congestion affect the radio link. Its latest listed NBN fixed-wireless report, covering February to April 2026 and published on 17 June 2026, found average busy-hour download performance of 83.8% of plan speed. That statistic describes NBN fixed wireless and must not be treated as a result for every commercial 4G or 5G product.

Match the connection to what your household does

Streaming and ordinary web use

Download capacity and data policy usually matter most. Two or three simultaneous high-definition streams can consume a large allowance over a month, while automatic updates and photo synchronisation add background demand. Ask whether “unlimited” means unrestricted speed and whether traffic is shaped after a threshold.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Remote work and study

Video meetings depend on stable upload, latency and packet loss as much as peak download. Test at the times meetings normally occur. Place a home-wireless modem near its strongest signal, connect the work computer by Ethernet where possible, and keep a backup such as a phone hotspot for outages.

Gaming

Latency, jitter and packet loss affect play more than a large headline download number. Satellite can be usable, but the route to a particular game server and local congestion still matter. A provider’s address checker cannot predict every game’s latency; ask about trial, return and cancellation terms before committing to expensive hardware.

Large uploads and content creation

Photographers, video editors and streamers should compare upload speed and evening consistency explicitly. The March 2025 ACCC figures show why: Starlink’s measured average upload was 29.2 Mbps, while NBN Fixed Wireless Plus averaged 11.2 Mbps in that study. Neither figure is a current guarantee, and a mobile service may perform differently at your tower.

A step-by-step buying process

  1. Define the requirement: List users, peak simultaneous devices, typical monthly data, upload-heavy tasks, mobility and tolerance for installation work.
  2. Check every network layer: Use the government map, then the provider’s exact-address checker for mobile, satellite and private-network options.
  3. Verify the site: For mobile, test the intended modem position. For satellite, check clear sky and a safe cable route. For buildings, confirm the unit, not just the street.
  4. Compare total first-year cost: Include modem or dish, mounting, installation, activation, shipping, monthly fees, excess data and early-cancellation charges.
  5. Test the busy hour: If a provider offers a trial or return period, measure download, upload, latency and video-call stability in the evening as well as midday.
  6. Secure a fallback: Keep a hotspot, second SIM or other practical backup until the new service has passed several weeks of normal use.
  7. Document the terms: Save the plan’s data policy, approved address, equipment ownership, support number and cancellation conditions.

Common pitfalls and fixes

Ordering from a coverage map alone

Symptom: The map shows 5G, but the modem is slow indoors. Fix: Ask whether the provider’s eligibility test uses the exact premises and whether an external antenna or different modem position is supported.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Confusing mobile broadband with home wireless

Symptom: A portable SIM is used as a permanent household connection and reaches its allowance quickly. Fix: Compare a home-wireless plan’s address rules and data terms with the portable product’s allowance before changing equipment.

Ignoring evening congestion

Symptom: Speed tests look good during the day but streaming buffers at night. Fix: Test during the local busy hour and ask support how capacity is managed at the serving tower or satellite beam.

Underestimating satellite installation

Symptom: The dish repeatedly loses service because of trees or a poor mount. Fix: Use the obstruction check before finalising the mount, budget for a professional installer when roof work is required, and understand the return process.

Assuming a new development is automatically private-network ready

Symptom: The building advertises fibre, but no retailer can activate the unit. Fix: Obtain written confirmation of the network operator, your lot’s service status and the available retail plans.

How to decide without overpromising

For a well-served urban address, check private building or estate networks first, then compare eligible 4G/5G home-wireless services on evening performance, upload and total equipment cost. For a rural or remote property, check mobile and satellite independently; do not infer one from the other. For travel or temporary use, choose portable broadband only after calculating coverage and data at every location.

The ACCC advises consumers to weigh price, hardware and installation against household usage needs. Its wording is direct: “In addition to our performance data, we encourage consumers to consider the price of the service, including any hardware and installation costs, and their household’s broadband usage needs”.

That approach produces a defensible choice even when conditions change: verify the address, measure the busy hour, compare the complete cost and keep a fallback until the connection proves itself in your own home.
